Forbids, under the Immigration and Nationality Act, the employment or referral for employment of aliens who have not been lawfully admitted to the United States for permanent residence. States that a person who employs or refers for employment such an individual shall not be deemed to have violated this Act if he has: (1) obtained a form signed by the individual stating that he is a citizen or lawfully admitted alien; and (2) himself signed a form stating that he has read the individual's birth certificate or any other document which validates the individual's statement. Provides a fine of not more than $1,000 or one year's imprisonment, or both, for the violation of this Act. Directs the Immigration and Naturalization Service to increase the personnel of the United States Border Patrol and Investigations Branch by 2,500 by the end of fiscal year 1975. Authorizes to be appropriated such sums as necessary to carry out this provision. Provides that this Act shall take effect 90 days after enactment and shall only apply to aliens on or after that date.

Sets forth the functions of such Office. Authorizes the appropriation of such sums as may be necessary to carry out this Act. Directs the Secretary to appoint a special task force on migrant and seasonal farmworkers which shall conduct a continuing study and investigation of the needs and problems of migrant and seasonal farmworkers in the United States and of methods for meeting those needs and solving those problems, giving particular emphasis to the early development of a single comprehensive Federal program designed to assist migrant and seasonal farmworkers.

Immigration and Nationality Act Amendments - Stipulates that notwithstanding any other provisions of law and without regard to the numerical limitations specified in the Immigration and Nationality Act, the status of any alien who is in the United States in violation of law may be adjusted by the Attorney General, in his discretion and under such regulations as he may prescribe, to that of an alien lawfully admitted for permanent residence if: (1) the alien makes an application for such adjustment; and (2) the alien (a) has been physically present in the United States for at least three years on the date of enactment of this Act, and (b) is eligible to receive an immigrant visa and is admissible to the United States for permanent residence. Provides that it shall be unlawful for any employer or any person acting as an agent for such an employer, or any person who for a fee refers an alien for employment by such an employer, to employ, continue to employ, or refer for employment any alien in the United States who has not been lawfully admitted to the United States for permanent residence, unless the employment of such alien is authorized by the Attorney General. Requires any officer or employee of the Department of Health, Education, and Welfare to disclose to the Immigration Service the name and most recent address of any alien who such officer or employee knows is not lawfully in the United States and who is receiving assistance under provisions of the Social Security Act.

Requires the House Committee on Government Operations, acting as a whole or by subcommittee, to conduct an investigation and study of the Bureau of Customs of the Department of the Treasury, the Bureau of Immigration and Naturalization Service of the Department of Justice, or any other Federal department or instrumentality which has responsibility for law enforcement and the importation of goods into the United States, with respect to determining the feasibility and practicality of: (1) the consolidation into one Federal agency of all existing Federal establishments concerned with the immigration of individuals and the importation of goods into the United States; (2) the transfer of any existing Federal functions and personnel (concerned with immigration or importation) to either the Department of the Treasury or the Department of Justice; or (3) the consolidation of any Federal bureaus, agencies, establishments, or instrumentalities (which are concerned with the immigration of individuals and the importation of goods into the United States) in either the Department of the Treasury or the Department of Justice. Directs the committee to report to the House as soon as practicable the results of its investigation and study, together with recommendations with respect to proposed legislation.

Provides, under the Immigration and Nationality Act, that whenever any person is born outside of the United States and its outlying possessions and is a citizen of the United States at birth, the birth of that person shall be registered with a consular officer in the country in which that person was born within such time and under such regulations as shall be prescribed by the Secretary of State. Provides that if such registration is not made wtihin the time prescribed, it shall be presumed that such person is not a citizen of the United States by birth. Imposes criminal penalties on persons for failure to surrender a passport when requested to do so and for collusion with foreign governments to evade passport laws and regulations. Provides that no person who refuses to swear or affirm his allegiance to the United States shall be entitled to receive, hold, or use any passport or other credential issued by, or under authority of, the United States, which identifies such person as one bearing allegiance to the United States.
