Improving Access to Health Care Through Telecommunications Act - Mandates grants to rural health care consortia for acquisition and operation of interactive telecommunications systems to improve delivery of health care services. Limits grants to one consortium per State, subject to waiver for consortia serving two or more States. Authorizes appropriations.
