Après l’alinéa 9, insérer les deux alinéas suivants : « 3° bis A L’article L. 2514‑2 du code de la commande publique est complété par un alinéa ainsi rédigé : « « Sans contrevenir aux règles établies par l’article L. 2152‑7, sont valorisées les offres ayant une empreinte carbone et environnementale la plus limitée, en prenant en compte l’ensemble du cycle de vie de la production, préservant le patrimoine commun de la nation et respectant les principes définis à l’article L110‑1 du code de l’environnement. » »
