Après le premier alinéa de l’article L. 2333‑68 du code général des collectivités territoriales, il est inséré un second alinéa ainsi rédigé : « Le versement transport ne peut être affecté au financement des politiques de gratuité totale des transports en commun, que ce soit à l’initiative d’une commune appartenant au ressort territorial ou à l’initiative de l’autorité organisatrice ».
