The draft updates notary fees, which have not been changed for years, and abolishes the fee for remote notarial verification. In summary, the draft revises the entire system of notary fees, the biggest change concerns the payment of company operations and fees related to real estate transactions.
Since the fee rates have not been updated for years, many notaries already find it difficult to cover the costs related to service provision and office management. It primarily concerns areas where the value of real estate transactions is lower. If running a notary office is not economically sustainable enough, it becomes difficult to find new notaries to replace those who leave the office.

The draft amends the Constitution in such a way that the President of the Republic is elected directly by the people in free, general, uniform and direct elections by secret ballot. At least 10,000 voting citizens of the Republic of Estonia can nominate a presidential candidate. Candidate registration starts 60 days before election day and ends 40 days before election day. The candidate who gets more than half of the votes of those who participated in the voting is elected. If no candidate achieves the required majority, a second round of voting is held between the two candidates with the most votes. In the second round, the candidate who receives the most votes is elected. In the event of a tie, the older candidate is preferred. Such a system ensures that the president is elected in any case and avoids a situation where the head of state remains unelected. In the event of interruption of the term of office of the President or premature termination of his powers, a new one is elected the president in the same order.

Eelnõu eesmärk on tunnistada kehtetuks Eestis elavate kolmandate riikide kodanike ja kodakondsust mitte omavate isikute üldine hääletamisõigus kohalike omavalitsuste valimistel.
Praeguse seaduse järgi võivad kohalike omavalitsuste volikogude valimistel osaleda ka välismaalased, kes elavad Eestis pikaajalise elaniku elamisloa või alalise elamisõiguse alusel ja kes on valimispäevaks saanud 16-aastaseks ning kelle püsiv elukoht, mille aadressiandmed on kantud Eesti rahvastikuregistrisse (edaspidi rahvastikuregister), asub vastavas vallas või linnas.
Seletuskirjas märgitakse, et Eesti on seni olnud kohalike omavalitsuste volikogude valimiste küsimuses äärmiselt liberaalne ja võimaldanud hääleõigust ka kolmandate riikide kodanikele ning kodakondsuseta isikutele, sõltumata sellest, kas Eesti kodanikud saavad neis riikides hääletada. Venemaa Ukraina vastase agressioonisõja kontekstis on selline olukord Eestile julgeolekuohuks.

Eelnõu esitajate hinnangul on põhjust muret tunda elektroonilise valimissüsteemi usaldatavuse pärast ka seetõttu, et sõjalised konfliktid maailmas on intensiivistumas, mis võib tekitada kasvanud vaenulikku huvi võltsida valimistulemusi Euroopa Liidu ja NATO piiririigis, nagu Eesti seda on. Eelnõu kohaselt avaldab Riigikogu Iisraeli riigile, rahvale ja terrorirünnakus hukkunute omastele kaastunnet ning tunnustab pantvangide vabastamiseks tehtud jõupingutusi, mille tulemusel on osa pantvange õnnestunud vabastada. Samuti kinnitab parlament eelnõus, et Iisraeli riigil on õigus ja kohustus ennast kaitsta kuni Hamasi terrorirünnakute lõppemise, kõigi pantvangide vabastamise ning 7. oktoobri veresauna kavandajate ja läbiviijate tabamiseni, et terror Iisraeli ja tema rahva vastu ei korduks.
Riigikogu avaldab eelnõu kohaselt lootust, et Iisrael saavutab sõjalistes ja terrorismivastastes tegevustes Gaza sektoris kiiret edu, ning märgib, et nii Iisraeli tuleviku kui ka piirkonna rahu huvides on äärmiselt oluline vältida käimasolevates tegevustes tsiviilohvreid ja järgida üldist rahvusvahelist humanitaarõigust.
Eelnõu järgi taunib parlament igasugust vägivalda tsiviilelanike suhtes ükskõik kelle poolt ja ükskõik millistele õigustustele tuginedes ning kutsub Iisraeli valitsust ja kõiki konflikti osapooli üles tegema kõik endast oleneva Gaza sektori humanitaarkriisi leevendamiseks.

The draft provides for the establishment of the principle of mandate incompatibility in Estonia, according to which the newly acquired mandate cancels the previous mandate, i.e. if a member of the Riigikogu is elected to a local government council, the mandate of the Riigikogu is canceled and vice versa. According to the bill, a member of the Riigikogu has the right to choose which mandate he uses.

The Riigikogu ratified the Ottawa Convention prohibiting the use, stockpiling, production and transfer of anti-personnel mines and requiring their destruction in March 2004, a few weeks before Estonia was accepted as a full member of the North Atlantic Treaty Organization. The Ottawa Convention entered into force for the Republic of Estonia on November 1, 2004.
The explanatory note states that anti-personnel mines were used in many military conflicts of the second half of the 20th century as a fighting tool for the weaker party, which could not afford greater firepower, i.e. bomber air force, combat helicopters and artillery.
In the new situation, Estonia is forced to do everything possible to strengthen the military national defense. We also cannot afford that in the event of a war, other countries that refrained from joining the Ottawa Convention could use anti-personnel mines on the territory of Estonia, while we ourselves should not.
From the above circumstances as a result, compliance with the requirements of the Ottawa Convention, which prohibits the use, stockpiling, production and transfer of anti-personnel mines and requires their destruction, is no longer in Estonia's national interest. It weakens our defenses.
In connection with the denunciation of the Ottawa Convention, Estonia can assume a unilateral obligation to refrain from selling or otherwise transferring anti-personnel mines to other countries and declare that it will not use anti-personnel mines outside its territory.

Eelnõu näeb ette tõsta esimese ja teise lapse lapsetoetus 100 euroni, eelneva 60 euro asemel ehk samale tasemele, nagu on lapsetoetus kolmandale ja enamatele lastele. Edaspidi on lapsetoetus võrdselt iga lapse eest 100 eurot kuus.
Eelnõuga tõstetakse kolme kuni kuuelapseliste perede lasterikka pere toetust 700 euroni kalendrikuus, varasema 300 euro asemel ning seitsme ja enamalapseliste perede lasterikka pere toetust 900 euroni, varasema 400 euro asemel.
Selleks, et lasterikka pere toetus oleks jätkuvalt proportsionaalne elatustaseme tõusuga ning toetuse suurust ei peaks igal aastal muutma, indekseeritakse toetus iga kalendriaasta 1. aprilliks indeksiga. Indeksi väärtus sõltub 20 protsenti tarbijahinnaindeksi aastasest kasvust ja 80 protsenti sotsiaalmaksu pensionikindlustuse osa laekumise aastasest kasvust. Indeksit väljendatakse täpsusega kolm kohta pärast koma. Lasterikka pere toetust ei indekseerita, kui indeksi väärtus on väiksem kui 1,000. See tähendab, et elatustaseme langedes lasterikka pere toetus ei vähene.
Eelnõuga muudetakse lasterikka pere toetuse vähendamise süsteemi, mille kohaselt hakkab lasterikka pere toetus vähenema pere kolme kõige noorema alaealise lapse täisealiseks saamisel. Senise süsteemi asemel, kus lasterikka pere toetus kadus esimese lapse täisealiseks saamisel, hakatakse lasterikka pere toetust maksma täies ulatuses nii kaua, kuni peres kasvab vähemalt kolm alaealist last. Kui peres on kokku kolm või enam last, kuid vaid kaks neist alaealised, hakatakse lasterikka pere toetust vähendama proportsionaalselt 1/3 võrra.

The bill amends the Law on the Implementation of the Law on Defense Forces Service and the Law on Police and Border Guards, the current version of which affects defense forces who retired before 01.04.2013 and police officers who retired before 01.01.2010, as well as by then
the principles of legal certainty and legitimate expectations of former military personnel who have acquired the right to a pension. The purpose of the changes proposed in the bill is for officials who have fulfilled their duty to the state ensuring uniform and equal treatment in pension schemes so that it is also consistent with the principle of legitimate expectation. The current situation is unfair and, according to the authors of the bill, also unconstitutional, because among all the persons receiving a reduced pension in Estonia today, only before 01.04.2013. military personnel who have completed their service are the only ones whose pension base level before switching from the recalculation system to indexation is in effect left due to the economic crisis, the reduced salary level.
