By amending the law, the legal framework regulating the possession and handling of weapons will be updated. The purpose of the bill is to strengthen national defense preparedness, improve society's defense capacity and ensure public and internal security.
The amendments bring the Weapons Act into full compliance with the EU Firearms Directive and clarify the definitions of weapons and ammunition. The handling, storage, use and supervision of weapons and ammunition will also be organized regulation.
The draft makes the requirements for the storage of weapons more risk-based, reduces the administrative burden for owners of smaller quantities of weapons, and allows for the storage of a larger stock of ammunition in order to increase national defense readiness.
The rules for the use of weapons, the transport of weapons and ammunition will also be specified, and the procedure for informing shooting ranges and certain businesses selling weapons about economic activity will be established.
In addition, the weapons register will be updated regulation, the validity period of the acquisition permit and the deadlines for handling inherited weapons will be extended, and the Police and Border Guard Board will be given more discretion when revoking permits.

Seaduseelnõuga võetakse üle EP ja nõukogu direktiiv 2023/977, mis käsitleb liikmesriikide õiguskaitseasutuste vahelist teabevahetust ja millega tunnistatakse kehtetuks nõukogu raamotsus 2006/960/JSK (Rootsi direktiiv) ning EP ja nõukogu direktiiv 2023/2123, millega muudetakse nõukogu otsust 2005/671/JSK, et viia see vastavusse isikuandmete kaitset käsitlevate liidu õigusnormidega (direktiiv 2023/2123). Rootsi direktiiviga muudetakse kohustuslikuks EL-i liikmesriikide õiguskaitseasutuste vahelise teabe ja jälitusteabe operatiivset vahetamist siiani reguleerinud Rootsi raamotsuse sätted ning nende rakendamist puudutavad operatiivkoostöö soovituse sätted. Eelnõus täpsustatakse siseriikliku õiguse regulatsiooni, et see vastaks direktiivides sätestatud nõuetele.

The purpose of the draft law is to help victims of domestic violence to get out of the cycle of violence and to provide them with the best protection and sense of security. To this end, the grounds for applying a stay ban provided in § 44 of the Law on Law Enforcement are supplemented in such a way that, in addition to the existing grounds, the police can apply a stay ban to identify or repel a significant and heightened threat within the meaning of the Victim Assistance Act for the protection of the rights of victims of domestic violence. In the amendment § 44 of the Law on Law Enforcement is supplemented, according to which the police can apply a stay ban within the meaning of the Victim Assistance Act for the protection of the rights of a victim of domestic violence for up to 72 hours. The stay ban protocol also becomes mandatory in cases of domestic violence.

The bill brings Estonian law into line with the requirements of four European Union directives, in which the European Commission has initiated infringement proceedings against Estonia. The State Border Act gives the Government of the Republic the right to stop crossing the state border in the interest of national security. The bill proposes to close the temporary control line between the Republic of Estonia and the Russian Federation.
Considering the security situation and the attacks that have taken place and the foreseeable danger, it would be appropriate for the government to make a decision on closing the Estonian-Russian land border with a short notice. This decision would be weighted by Russia as a countermeasure to increasing hostile activities.

The amendment allows persons sentenced to arrest, as well as those detained for up to 48 hours or subject to forced repatriation, to be placed in Tallinn Prison from April 1, 2025, but not persons who have been sobered up on the basis of the Law on Law Enforcement. With the change, the tasks of the detention center will not be transferred to Tallinn Prison. The change is necessary in order to reduce the state budget expenditures for the service, which is more expedient to provide in the administrative area of the Ministry of Justice In Tallinn Prison, where there is a sufficient number of prison beds and the necessary conditions for the detention of guaranteed persons.

The purpose of the proposed amendments to the Act on Security Activities (hereinafter: TurvaTS) is to resolve the practical bottlenecks that appeared in the Act before the Act entered into force on July 1, 2024.
According to the amendment of § 1 point 1 of the draft, the word "security" in point 1 of § 9 subsection 1 of TurvaTS is replaced by the words "protecting and keeping order", and in points 2 and 3 the words "guarding and protecting" are replaced by the word "security".
Section 1 point 2 of the bill is changed to TurvaTS § 10 subsection 1 point 7 and the time during which the security company is obliged to keep the recording of the technical means used in guarding and protecting the security object and maintaining order is reduced from six months to one month starting from the day of recording.
Pursuant to § 1 point 3 of the bill, the addition of § 10 subsection 1 of TurvaTS with point 71 enables the circumstances of the offense to be revealed later in cooperation with investigative authorities in relation to the act with the characteristics of the offense detected during the processing of the recordings of technical means explain and carry out criminal proceedings. In essence, the obligation is imposed on the security company to preserve those recordings that contain signs of a crime. This is precisely for the purpose of carrying out criminal proceedings, because the recording may turn out to be an important piece of evidence, the preservation of which is necessary for the state.
Pursuant to § 1 point 4 of the bill, TurvaTS § 15 subsection 11 is amended, adding the obligation for the security officer to complete the training necessary for his work in addition to further training (security guard training, security guard training, security manager training).

Considering this, the income of bailiffs increases by leaps and bounds, which is not fair and proportionate to the requested goal. Therefore, the basic fee rates for bailiffs specified in § 35 of the Bailiffs Act must be reduced by half.
