The bill provides for changing the entry of data on products, equipment, systems and containers and handling operations containing fluorinated greenhouse gases and substances that deplete the ozone layer into the FOKA register.
According to the draft, it is necessary to ensure the registration of all products, equipment or systems specified in the relevant EU regulations containing at least five tons of carbon dioxide equivalent F-gases in the FOKA register, in order to ensure the appropriate state an overview of them. The broader purpose of collecting data in the register is to ensure a reduction in the amount of fluorinated greenhouse gases and ozone-depleting substances emitted into the atmosphere.
The explanatory letter states that the changes in the field of registration of F-gases in the FOKA register are related to today's situation, where not all devices containing F-gases with more than five tons of carbon dioxide equivalent are registered in the FOKA register, and the state does not have a real overview of the situation.

The bill supplements the provisions that regulate things related to single-fillable F-gas containers. Their transfer, mediation, acquisition and possession are prohibited. Most of the illegal F-gases are marketed in disposable containers.
Based on the current law, it is extremely difficult to find and punish those persons who offer F-gases in the said containers in the online environment or through other means of distance selling. Illegal market to limit it, it is necessary to implement more effective monitoring measures and more effective penalty rates.
As a special measure of national supervision, it is possible to carry out control transactions, which gives the Environmental Board and the Tax and Customs Board more opportunities to detect violations related to fluorinated greenhouse gases. In order to find single-use containers already on the market, it is easier to identify their providers with a control transaction, and before reaching the end consumer, the containers to confiscate.
The bill also increases the penalty rates. The revised fine rates concern legal entities. The maximum fine will be from 50,000 to 400,000 euros in the future. Increasing the fine rates is based on the environmental impact of the violation and that the fine rates are effective enough to prevent the activity.
In the Industrial Emissions Act, the fine rates for legal entities are also increased in the case of activities that may have a significant impact the environment. The maximum fine rates will range from 200,000 to 400,000 euros in the future.
The changes in the provisions regulating outside air and noise result from the practical necessity arising from the implementation of the law.

With the draft, the Government of the Republic is proposed to initiate a draft law, which would legally define the concept of a fisherman in the Fishing Act as a person who lives permanently in a settlement unit with a water border and uses a boat and a boat, and would extend the procedure for granting fishing permits to fishermen in a similar way to permanent residents of small islands with permanent settlements.
It is also proposed to develop a support program for tourism, the funds of which will be provided for the year 2023 in the state budget draft, and whose steering group is formed by including representatives of coastal communities.

The bill proposes to the government to set a strategic goal to increase the volume of open sea aquaculture to at least 10,000 tons over the next five years, based on the principle that the stocking material is grown in land-based fish farms. In order to realize this goal, the use of modern and innovative technologies in aquaculture must be encouraged and supported, based on the principle that developments do not deteriorate the marine area condition and would not jeopardize the achievement of good condition. The bill has been presented due to the need to make a fundamental decision for the development of the field to encourage environmentally sustainable aquaculture at the national level and to ensure self-sufficiency with domestically grown fish, and to obtain clarity on the development possibilities of the aquaculture field at the national level.

The draft specifies the provisions of the Radiation Act so that they correspond to the Euratom Directive and the audit proposals of the International Atomic Energy Agency.
As a more important change, the holder of a radiation activity permit will be obliged to submit to the Environmental Board an analysis of events during which a person has received a higher than permitted radiation dose. Currently, the agency only needs to be notified of such an incident.
In the European Economic Area contracting state, it will be added to the law the procedure for recognizing the issued radiation activity permit. Currently, the Environmental Board is based on the agreements on the free movement of services and the Code of Economic Activities when recognizing foreign companies, but the Environmental Inspectorate currently does not have the ability to control the radiation activities of these companies. Acknowledgments are issued by letter through the document management system.
Euratom Directive of the Council of the European Union, which establishes the basic safety standards for protection against the dangers arising from ionizing radiation exposure, the date of transposition was February 6, 2018. The analysis of the articles of the directive and the transposed provisions revealed the need to specify the law in order to avoid different interpretation options.
