An Act to Repeal the Act on Commercial Activities and Amend Other Acts Consequently

The bill updates, organizes and simplifies legal regulation in the field of trade in order to reduce both over-regulation, duplication and the amount of legal regulation as well as the administrative burden. The bill repeals the Commercial Activities Act and amends related laws. The Trade Activities Act no longer provides added value in regulating the activities of businesses operating in the field of trade, incl in ensuring product and service compliance or in relations with the consumer, but duplicates the rules established by other laws for economic activity. The bill does not set any new restrictions for doing business in the field of trade. The legal framework necessary for the exercise of entrepreneurial freedom will be preserved.

The Act on the Amendment of the Energy Economy Organization Act and the Natural Gas Act

The bill obliges the state to improve energy efficiency in such a way that regardless of the level of economic growth, the goal must be to reduce energy consumption. The bill takes over the new obligations arising from the corresponding EU directive, which help to achieve the EU's long-term goals in reducing energy use. The directive envisages moving towards an energy union in which energy efficiency is considered as an energy source in its own right. With the bill the fixation of the achievement of national energy efficiency at the government level is specified, together with the policy measures supporting it, and the distribution plan for the energy efficiency obligation. The measurement of the consumption of heating, cooling and domestic hot water by the end user of buildings and the submission of related invoices are regulated. The energy supplier must install a general meter, but the installation of apartment-specific end-user meters in apartment buildings is necessary if it is cost-effective and technically feasible. From October 25, 2020, extensive comparative information must be provided to the end user when submitting invoices with the aim of enabling the consumer to change their behavior.

Electronic Communications Act Amendment Act

Liquid Fuel Reserve Act Amendment Act

As a general rule, the mandatory liquid fuel reserve is calculated based on the fuel imported or consumed in the previous calendar year. The bill ratifies the agreement between the government of the Republic of Estonia and the government of the United Arab Emirates regarding air traffic between and outside the territories of these countries. The agreement creates an opportunity to maintain an air connection between the two countries, which includes ensuring mutual access to flight routes, ensuring equal opportunities for entrepreneurs and non-discrimination principles set out in the EU treaties considering. Until now, there was no legal basis for bilateral regular air traffic between Estonia and the United Arab Emirates. The entry into force of the agreement will have a social and economic impact as well as an impact on foreign relations. For some time now, AS Tallinna Lennujaam has been negotiating with the airlines of the United Arab Emirates regarding the start of flights between the two countries. This agreement provides the legal basis and right for this.
