Member States common based on the decision, the JEF's focus is on ensuring security in the Baltic Sea region and the North Atlantic Ocean, thereby strengthening the defense and deterrence posture of the Baltic States.

UNIFIL's operational area is located in the area between the Litan River and the Blue Line (the border line between Israel and Lebanon approved by the UN on June 7, 2000).
As a member of the UN, Estonia contributes to ensuring security in crisis areas. UNIFIL's mission is to prevent the outbreak of hostilities, support the Lebanese Armed Forces in southern Lebanon, and coordinate the activities of the Lebanese and Israeli governments in these matters. It is also UNIFIL's task to help ensure the availability of humanitarian aid to civilians and to support internally displaced persons voluntary and safe return home.
Estonia participated in UNIFIL in 1996-1997, when it contributed a peacekeeping company (135 soldiers). From the spring of 2015 to the fall of 2018, Estonia contributed to UNIFIL with an infantry group and a support element - with a total of 38 soldiers - as part of the Finnish and Irish joint battalion. From the fall of 2018, Estonia contributes one staff officer to the mission headquarters in Naqoura. In 2020, Estonia will continue UNIFIL betting with up to three defense personnel.
The draft specifies the joint activities of the Defense League with the Defense Forces in educational and additional educational gatherings, in preparation for collective self-defense of the country in the event of military crises and its implementation, and participation in international military cooperation. The conditions and procedure of cooperation shall be established by the Government of the Republic by its regulation. In § 52 of the Law on Amendments to the Defense Union Act, the term "immediate coercion" is defined and explained in detail, which is directly related to the new with a chapter on the security area of the Defense League. In addition, the right of an active member of the Defense League to receive up to 30 days of unpaid additional leave from the employer for participating in military training, participating in the activities of the Defense Forces or law enforcement, for which the Defense League may pay compensation, is extended. The draft provides for the participation of up to 50 defense personnel in the French military operation "Barkhane" in Mali. The interest of Estonia's defense policy is to support a stable security environment globally and the solidarity contribution of European countries in the fight against threats affecting Europe and, if possible, at the place of their origin. From 2018, Estonia will participate in the operation with a total of 50 defense personnel.
Eelnõu näeb ette kuni kolme kaitseväelase osalemist Ühinenud Rahvaste Organisatsiooni (ÜRO) missioonil UNIFIL (United Nations Interim Force in Lebanon). Eesti osales UNIFILis aastatel 1996–1997, mil panustati rahuvalvekompaniiga (135 kaitseväelast). Alates 2015. aasta kevadest kuni 2018. aasta sügiseni panustas Eesti jalaväerühma ja toetuselemendiga Soome ja Iiri ühispataljoni koosseisus UNIFILis Liibanonis. Eelnõust lähtuvalt jätkatakse sellel missioonil osalemist senise 50 kaitseväelase asemel kuni kolme kaitseväelasega.
Eelnõuga tehakse liiklusseaduses muudatus, millega luuakse Kaitseväe jaoks erisus mootorsõidukijuhi ja juhtimisõiguse taotleja tervisekontrolli teostamisel. Kehtiv liiklusseadus näeb ette, et tervisekontrolli tegemise õigus on ainult perearstil, töötervishoiuarstil või tervishoiuteenuse osutaja juurde moodustatud liiklusmeditsiini komisjonil.Kaitseväe reservüksuste koosseisu ettevalmistamiseks koolitatakse igal aastal erineva kategooria sõidukijuhtideks 700-800 ajateenijat, kellele tuleb teha vastav tervisekontroll. Kaitseväele on väljastatud eriarstiabi tegevusluba, mis annab Kaitseväes töötavatele arstidele õiguse osutada tervishoiuteenuseid muuhulgas ka peremeditsiini erialal (s.o üldarstiabi). Muudatuse kohaselt antakse liiklusseaduses sätestatud tervisekontrolli tegemise õigus Kaitseväes ka arstidele, kes ei oma perearsti või töötervishoiuarsti kvalifikatsiooni.
Eelnõu võimaldab kasutada Kaitseväe kuni 50 tegevväelast kuni 2018. aasta 31. detsembrini Eesti riigi rahvusvaheliste kohustuste täitmisel Prantsusmaa sõjalisel operatsioonil Barkhane Malis. Kaitseväe isikkoosseisu ülempiiri võib rotatsiooniperioodil suurendada kuni 100 tegevväelaseni ühe kuu jooksul alates rotatsioonis osalevate tegevväelaste saabumisest Malisse.
Prantsusmaa on Eestile edastanud 17. jaanuaril 2018 ametliku kutse osaleda Prantsusmaa operatsioonis Barkhane Mali Vabariigis. Kutse eel ja järel on arutatud Eesti võimalikku osalemist Eesti ning Prantsusmaa kõrgetasemelistel poliitilistel kohtumistel ja kaitseministeeriumite ning kaitsevägede vahelistel konsultatsioonidel. Taotlus lähtub vajadusest panustada Euroopa lõuna suunaliste väljakutsete lahendamisse.
Eelnõu näeb ette pikendada alates 1. jaanuarist 2018 Kaitseväe kuni 50 tegevväelase kasutamise tähtaega Ühinenud Rahvaste Organisatsiooni juhitava rahvusvahelise rahuvalvemissiooni UNIFIL (United Nations Interim Force in Lebanon) koosseisus Liibanonis kuni 31. detsembrini 2018. UNIFIL ülesanne on ära hoida vaenutegevuste tekkimine, toetada Liibanoni relvajõude Lõuna-Liibanonis ja koordineerida Liibanoni ja Iisraeli valitsuste tegevust selles küsimuses. Samuti on UNIFILi ülesanne aidata tagada humanitaarabi kättesaadavus tsiviilelanikele ja toetada sisepõgenike vabatahtlikku ja turvalist koju naasmist.
Eelnõu kohaselt on riigikaitseseadus eriseaduseks ja selles sätestatakse riigikaitse valdkonna arengukava menetlemise erisus. Valdkonna arengukava all peetakse silmas riigikaitse arengukava.
