The bill proposes to the government to introduce a ban on entry into the territory of the Republic of Estonia and the entire Schengen Convention area for citizens of the Russian Federation who have encouraged or actively justified the aggression in connection with the illegal armed attack of the Russian Federation against Ukrainian vessels in the Kerch Strait in the Black Sea and the capture of the crews of these vessels. The foreign committee was appointed as the leading committee.

International Sanctions Law

The bill updates and organizes the international sanctions law. The draft of the full text of the new international sanctions law has four main objectives: to correct the distribution of competences for the domestic implementation of international sanctions in such a way that it is consistent with advanced sanctions regimes; to add the legal framework concerning the establishment of the sanction of the Government of the Republic for situations where the UN cannot reach an agreement on the establishment of sanctions, or to an agreement in the EU; to update the special financial sanction regulation and to amend the Penal Code in such a way that it enables efficient prosecution of sanctions violations. The new law has a positive effect on Estonia's foreign relations, as it helps to fulfill Estonia's obligation under international and EU law to promptly and correctly implement international sanctions. The updated regulation also has a positive domestic effect because the obligations related to the implementation of the sanction become more understandable for both the public and private sectors.

The Act on Amendments to the Aliens Act and Amendments to Other Acts Related to It

The draft amends the regulation of the immigration limit, in which top specialists are excluded from the calculation of the limit. Currently, the mentioned persons cannot come to Estonia in several consecutive years due to the immigration limit being reached. A top specialist is understood as a foreigner with professional training, to whom the Estonian employer must pay at least twice the average Estonian gross salary. The bill introduces a requirement for A2-level Estonian language proficiency for foreigners who have lived in Estonia for at least five years on the basis of a temporary residence permit intended for work and who wish to apply for a new or extend an existing residence permit. The bill extends the maximum period of short-term employment from the current nine months to one year in order to alleviate the labor shortage caused by the cyclical development of the economy.

Local Government Council Election Amendment Act

Population Register Act

The bill presents a new comprehensive modernized regulation. The most important change is the legal meaning given to the data entered in the population register. Contact data (e-mail address and telephone number) and testimony-based marital status data, in which the data of the basic documents are missing in the register, have no legal meaning. The draft shortens the deadlines for submitting the address of the place of residence. According to current law, a person must submit a new one residence data within 30 days after moving to a new residence, from now on it will be 14 days. The draft also makes a number of important changes in terms of keeping the register - the conclusion of multilateral agreements provided for in the current law has been waived when granting access, access will be decided by an administrative act in the future, and a new access procedure will be created to facilitate the processing of requests for access and access rights work environment.

Act amending the Public Service Act resulting from Estonia's presidency of the Council of the European Union

The bill envisages temporarily amending the Civil Service Act in connection with the fulfillment of Estonia's task of the Presidency of the Council of the European Union in the first half of 2018. The law provides for exceptions for officials who perform duties related to the Estonian presidency. Before and during the EU presidency, a distinction will be created for more flexible staff recruitment, according to which an official can be appointed for a fixed period of time without a competition. In order to compensate for the intensive work period and the increased workload and to motivate officials, the possibility of granting an additional holiday of up to 10 calendar days and the possibility of paying a higher bonus than the current procedure are provided. All distinctions referred to in the law concern only those officials who perform duties related to the Estonian Presidency of the Council of the European Union.

Act amending the European Union Citizens Act and the Equal Treatment Act

The Act on the Amendment of the Act on Granting International Protection to Foreigners and other related laws

The draft adopts the EU directives on the common requirements of the procedure for granting and withdrawing the status of international protection (procedural conditions directive) and which stipulates the requirements for the reception of applicants for international protection (reception conditions directive). The purpose of the bill is to harmonize the international protection procedures of the member states by establishing minimum rules for the procedure for granting and withdrawing international protection in the European Union. Guaranteed stricter requirements for the international protection procedure and the guarantees given to applicants for international protection are increased. The draft also provides for the possibility that the government may decide to accept an application for international protection outside of Estonia, for example due to humanitarian considerations or the fulfillment of an international obligation.

The Act on Amendments to the Law on Citizens of the European Union and Amendments to Other Laws Related to It

The bill brings the law into line with the requirements of the corresponding EU directive, which deals with the right of EU citizens and their family members to move and live freely in the territory of the member states. The changes concern the legal basis for restricting the stay of a European Union citizen or his family member in Estonia and the penalties imposed for working here without a legal basis. A new misdemeanor offense is also established, which deals with a citizen of the European Union and him the stay of a family member in Estonia during the entry ban.
