Ms. Maina Sage questions the Minister of State, Minister of Ecological and Inclusive Transition, on the first of the 12 international commitments set out during the closing speech of the President of the Republic at the "One Planet Summit", namely support for small island states, particularly those in the Caribbean area, with the creation of a public-private fund, a climate smart zone and a Caribbean climate smart coalition (Caribbean climate coalition) with a mobilization of three billion dollars for the benefit of the States and communities of the Antilles. Ms. Maina Sage draws the attention of the Secretary of State to the Prime Minister, responsible for equality between women and men, to the decline in resources devoted to gender equality. Many associations are indeed worried about the consequences of such savings made at the expense of the promotion of women's rights which are unfortunately experiencing a general decline throughout the world. These actors on the ground alert us particularly on the inevitable impact that this budget reduction will have on the fight against violence, while still in 2016, a woman died every 2.7 days at the hands of her partner. Overseas countries are no exception to this observation: violence against women is numerous there and the most serious attacks exceed the national average. As such, she asks him to kindly present the induced effects of this budget reduction and guarantee that the savings imposed by the Government will not be to the detriment of actions to protect and support women, particularly victims of violence.

Ms. Maina Sage would like to alert the Secretary of State to the Prime Minister, responsible for equality between women and men, about the situation of lack of funding for certain women's defense associations, including in particular the European Association against Violence Against Women at Work (AVFT) which, since 1985, has specialized in denouncing sexist discrimination and sexist and sexual violence at work. It had to close its telephone reception due to a lack of financial resources, essential to respond to saturation of this service. In view of the multiplication of worrying cases of sexual harassment, Ms. Maina Sage would like the Government to study the possibility of strengthening the allocated resources, while ensuring more global monitoring of associations active in this area.

Ms. Maina Sage draws the attention of the Secretary of State, to the Minister of the Armed Forces, to the future of ONACVG services throughout the national territory including overseas. She had already been able to question him on this subject by official letter (Ref: 144/09/19AB of 07/10/2019). As a reminder, the board of directors of these offices approved, in June 2019, the new strategic orientations for the five coming years, including the reduction in the number of branches and mechanically the reduction in staff from 2020. In doing so, in French Polynesia, it will be a question of continuing to carry out the same missions with only two agents including the director, which seems impossible in this case given the local specificities. Indeed, in addition to the structural characteristics of this community (geography, language, isolation, etc.), it is necessary recall the increase in the number of nationals in the local service of the ONACVG, and this in a lasting and continuous manner since hundreds of young people enlist in the army each year before returning after having completed one or two contracts, thus benefiting from the status of veterans. Furthermore, another local specificity makes ONACVG the owner of its premises, whereas there does not exist, as in France, a market centralized and social worker attached to the service. For all these reasons, she would like to know if this reduction in numbers is still relevant, and, if so, to what extent the very specific situations overseas will be taken into consideration.

Ms Maina Sage questions the Minister for Europe and Foreign Affairs about the French contribution which will be allocated to the Global Partnership for Education (GPE), for the period 2018-2020. The main sectoral multilateral fund dedicated to education, this mechanism guarantees every child, girl or boy, a quality basic education, giving priority to the poorest and most vulnerable. Girls' education, condition of global development and gender equality are, moreover, at the heart of GPE's concerns. Despite the announcement of the co-presidency, by France and Senegal, of the GPE Financing Conference, scheduled for February 8, 2018, France has not yet announced the amount of its contribution. Between 2015 and 2016, France increased this from 1 to 8 million euros. However, given the alarming education crisis facing the world is facing, it is urgent to strengthen the resources allocated to stimulate economic development, improve skills and opportunities for all, with equal access to education between the sexes and enhanced equity. Also in a dynamic global effort for education, she would like to know the amount of the French GPE contribution for the 2018-2020 period and when France will announce it.

The third cancer plan (2014-2019) set four major objectives, including providing more resources to fundamental research and clinical research. However, research remains, today, mainly focused on adult cancers to the detriment pediatric cancers, often specific. Especially since advances in adult cancer research often remain incompatible with children's illnesses. French Polynesia is particularly sensitive to pediatric cancers, the second cause of death among children - 193 nuclear tests have been carried out in the territory in 30 years. Today, a large proportion of Polynesian children are treated in France. Also, she asks him to please specify the measures envisaged to develop the financing of pediatric oncological research, the effort of which, over the period 2007-2011, represented 10% of the financing of public cancer research.

Ms. Maina Sage alerts the Minister of Labor, Employment and Integration regarding the impossibility for French people born overseas or abroad to be able to register for training from their personal training account (CPF). Following several computer attempts with the technical services of the training account, a major flaw was noted in the system blocking registration for the training courses offered on the platform for holders of a social security number identified as born outside French territory (e.g. no. 99/987/971...). The result is a discriminatory practice regarding access to training, undermining the principle of equal opportunities. She would therefore like to know the measures that will be taken to restore French citizens' access to their right to training.

Ms. Maina Sage draws the attention of the Minister of the Economy, Finance and Recovery to the problem encountered by many Polynesian companies who cannot access the support systems for which they are nevertheless eligible, due to lack of a SIREN number. However, the equivalent Polynesian directory, called the TAHITI number, respects the same control conditions and remains subject to the commercial register managed by the State, specifically at the Papeete courthouse. For the same reasons, she points out the barrier to access to online payment platforms. For example, the company Stripe.com, the world leader and main provider of online payment systems for online travel sales sites such as Booking.com, has required a SIREN number and a French bank domiciliation since mid-2020. The ongoing discussions have enabled exemptions which remain fragile. Nearly 80 tourism providers are currently threatened with being removed from an online offering, with no prospects. She recalls having officially contacted the State on June 9, 2020, by letter no. 182/07/20AB to the Minister, to request the issuance of so-called “exempt” SIREN numbers for all Polynesian companies which request them while awaiting, ultimately, a double registration facilitating national and international procedures. Despite the absence of an official response, she thanks the feedback from the State and the ISPF, ensuring the implementation of a solution for the convergence of SIREN and TAHITI numbers, but this work should only be completed at the end of 2021. She therefore asks him if he intends to respond favorably to her request for the emergency issuance of SIREN numbers deviated from all Polynesian companies affected by these issues; to officially inform online financing or payment platforms of the recognition by the French Republic of the TAHITI number, which is well controlled and recorded by State services, emphasizing the discriminatory nature of the condition of French bank domiciliation, French Oceanian banks being subject to a very large extent to same rules as European banks; to do everything possible to accelerate the double registration work planned for the end of 2021, i.e. a year lost for businesses.

Ms. Maina Sage draws the attention of the Minister of Territorial Cohesion and Relations with Local Authorities to Decree No. 2020-98 of February 5, 2020 relating to the terms of distribution of the equipment allocation for rural territories in French Polynesia, which modified the rules for distribution of the DETR allocated to the municipalities of French Polynesia (article 13). As a reminder, this decree carried out the harmonization of the regime applicable to municipalities with more and less than 20,000 inhabitants. In doing so, all subsidies are now allocated by the State representative, according to the guidelines set by a commission of local elected officials. This new procedure therefore deprives municipalities with more than 20,000 inhabitants of their free employment share which was paid directly into their budget. However, the draft decree had received an opinion from the local government favorable subject to two points being modified: first, that this new distribution be applied to all the municipalities of the three territories concerned in order to guarantee the principle of equity; secondly, that the implementation measures be staggered over time in order to support the transition of the municipalities concerned. However, neither of these two points was followed by the Government. Also, she wants to know to what extent it intends to remedy this situation, while at the same time the president of French Polynesia was informed that an appeal for summary proceedings would be filed by three interested Polynesian municipalities.

Mrs. Maina Sage draws the attention of the Minister of the Economy and Finance to the deployment of the HELIOS application in French Polynesia. Announced by the public finance services for 2021-2022, this involves setting up an IT protocol installed at the Public Treasury to replace the current CLARA and DDPAC protocols which allow the management of mandates and titles from local authorities, but also the management of taxpayer files. In this context, many concerns remain for the municipalities of French Polynesia (SPCPF) which, in addition to the uncertainties linked to the deployment schedule, raise technical points raising questions: It is feared that the version deployed locally will not be able to integrate the management of the past of current applications; the new accounting application would not integrate the automated production of individual prosecutions, nor the production of a dematerialized flow for transmission; finally, the question arises of taking into account local specificities such as currency and adapted nomenclature. She therefore asks him if the planned software is indeed the version known in France, if he can define an indicative deployment schedule, and finally if he can disseminate any other information likely to allow municipalities to anticipate and adapt as best as possible to the arrival of this tool.

Ms. Maina Sage alerts the Minister of Action and Public Accounts to Law No. 50-772 of June 30, 1950, Decree No. 96-1028 of November 27, 1996 and Decree No. 96-1026 of November 26, 1996 which are the cause of serious inequalities to the disadvantage of state civil servants whose administrative residence is fixed in certain communities overseas. Thus, if state civil servants who leave to settle in French Polynesia, Wallis and Futuna or New Caledonia benefit from a travel allowance, administrative leave and an installation bonus, there is no similar mechanism for state civil servants who leave these overseas communities or New Caledonia to settle in France or in an overseas department. In comparison, state civil servants whose family residence is located in Overseas departments who leave for France benefit from the same advantages as French civil servants who exercise their functions in these departments. This situation is therefore profoundly unequal and unjustified. Thus, she asks that the civil servants concerned be able to benefit from the same advantages.

Postponing the application timetable by one year risks constituting a injustice for many civil servants who were awaiting its implementation, particularly for people who are close to retirement. Furthermore, this freeze may lead to a breakdown in the bond of trust between the signatory trade union organizations and public employers. Consequently, with the aim of avoiding any stigmatization of public officials, she would like to know the situation of the PPCR for 2018 and wishes to support the maintenance of its initial schedule.

Mrs. Maina Sage draws the attention of the Minister for Overseas Territories to the implementation of the system to support travel from France to overseas for bereaved families. Article L. 1803-4 of the transport code, modified by article 47 of the planning law relating to real equality overseas, provides in fact the possibility for these families, subject to conditions of resources, to go to the funeral of a close relative. This innovative system of reverse territorial continuity is eagerly awaited by these families in distress. However, since the entry into force of the law of February 28, 2017, the implementing measures have still not been adopted. French Polynesia is a singularly isolated and fragmented territory to which transport costs are unlike anything in the Republic. She asks him well wanting to implement, as quickly as possible, an effective system that listens to emergencies that may affect overseas citizens.
