Après l'article 380 du code civil, il est inséré un article 380-1 ainsi rédigé : «  Art. 380-1 . – En prononçant le retrait total de l’autorité parentale, la juridiction saisie peut statuer sur le changement de nom de l’enfant sous réserve de son consentement personnel s’il est âgé de plus de treize ans ».
