L'accès au livre et à la lecture pour les personnes empêchées de lire du fait d'un trouble (dyslexie, dyspraxie, dysphasie…) ou d'un handicap constitue une priorité gouvernementale et ce dossier était à nouveau à l'ordre du jour du dernier comité interministériel pour le handicap, qui s'est tenu le 9 octobre. Le ministère de la culture mène plusieurs actions aimed at améliorer l'accès au livre et à la lecture. En premier lieu, il s'agit d'encourager the whole ofs éditeurs commerciaux, y compris scolaires, à s'engager dans la production de livres numériques nativement accessibles au format EPUB3. Cet encouragement se traduit en particulier par le soutien du ministère à l'association EDR Lab, qui œuvre au niveau européen à la promotion et au développement du format EPUB3, ainsi qu'au développement de la mesure technique de protection « Readium LCP » (Lightweight content protection) et de l'application de lecture « Readium ». Dans le cadre des vingt-six recommandations du rapport d'inspection interministériel IGAC IGAS IGAENR sur l'édition adaptée (2017), le ministère de la culture anime, en lien avec l'association BrailleNet, un groupe de travail pour la certification des livres numériques accessibles en format EPUB3, incluant les acteurs du domaine scolaire. Un comité de pilotage interministériel sur l'édition numérique nativement accessible a été lancé à l'initiative du ministère de la culture et du Secrétariat d'État aux personnes handicapées, réunissant les ministères concernés (Services du Premier ministre – Comité interministériel pour le handicap, ministère de l'éducation nationale, ministère des solidarités et de la santé, ministère de la culture) ainsi que les principaux acteurs publics et privés de la chaîne du livre numérique. Le rôle de ce comité de pilotage sera d'affirmer un consensus autour d'une stratégie commune, de s'accorder sur un calendrier, des objectifs opérationnels et une méthode de travail, puis de réaliser un bilan périodique des actions entreprises et des progrès réalisés. D'autre part, toujours en application des recommandations du rapport d'inspection interministériel précité, et afin de répondre au mieux et au plus près aux besoins des personnes empêchées de lire du fait d'un trouble ou d'un handicap, le ministère œuvre en lien avec le ministère de l'enseignement supérieur, de la recherche et de l'innovation, à atteindre d'ici le mois d'avril 2020 le nombre de 300 bibliothèques territoriales ou universitaires, habilitées dans le cadre de l'Exception handicap au droit d'auteur. Outre l'ouverture aux publics souffrant de troubles de la lecture et des apprentissages (troubles « DYS »), cette habilitation permet à tout organisme de communiquer à leurs publics empêchés de lire des fichiers numériques adaptés, déposés et mutualisés sur la plate-forme Platon, gérée par la Bibliothèque nationale de France.

Depuis 2002, la MIVILUDES joue un rôle essentiel d'analyse des phénomènes sectaires et de coordination de l'action préventive et répressive face aux dérives sectaires. Ce rôle est essentiel et le Gouvernement entend le confirmer. Le Gouvernement confirme l'importance accordée à la prévention et à la lutte contre les dérives sectaires, sous toutes leurs formes, et dans les différents secteurs d'activité et de la vie sociale au sein desquels celles-ci peuvent aujourd'hui se manifester: certaines formes religieuses mais aussi, par exemple, des dérives dans les domaines de la santé, de la formation, du développement personnel, etc. Il est possible, à la fois de garder un degré d'ambition inchangé en la matière, et de moderniser l'organisation administrative pour tenir compte des évolutions récentes. Une part de l'activité de la MIVILUDES pose aujourd'hui des questions de synergies et de partage de compétences avec d'autres organismes qui n'existaient pas en 2002, comme par exemple le secrétariat général du comité interministériel de prévention de la délinquance et de la radicalisation (SG CIPDR). Par ailleurs, la Cour des comptes avait formulé en 2017 des observations sur l'organisation et le fonctionnement de la MIVILUDES. Elle suggérait déjà que le rattachement au ministère de l'intérieur permettrait d'en renforcer le caractère opérationnel. Dans ce contexte, le Gouvernement a décidé de rattacher la MIVILUDES au ministère de l'intérieur. Cette nouvelle organisation est envisagée pour le début de l'année 2020. Ce nouveau rattachement s'explique par 3 raisons principales: - rattachée au ministère de l'intérieur, la MIVILUDES pourra exercer ses missions en pleine articulation avec SG CIPDR: les champs d'intervention de ces deux organismes ne se recouvrent pas totalement mais ils ont pour important point commun la lutte contre les nouvelles formes de radicalité et certains phénomènes d'emprise et d'enfermement; - le ministère de l'intérieur a, traditionnellement, une vocation d'animation interministérielle dans ses champs de compétences; cette nouvelle organisation ne compromet pas, au contraire, la bonne prise en compte de la variété des problématiques liées aux dérives sectaires; - il est de bonne administration que l'action publique relève des ministères: cela permet au Premier ministre et à ses services de se concentrer sur leur rôle d'impulsion, de coordination et d'arbitrage. La nouvelle organisation est donc respectueuse de la répartition des rôles au sein by the government. Les modalités pratiques de ce nouveau rattachement seront précisées dans les semaines qui viennent. Sur ce sujet, le Gouvernement considère évidemment qu'il n'est pas question de laisser se perdre un bilan de 20 ans d'action publique contre les dérives sectaires: la MIVILUDES continuera d'assurer son travail de recueil des signalements et d'identification de réponses appropriées. The impacts of climate change on water resources are increasingly perceptible by communities, economic actors (industrialists, farmers) and citizens. Faced with less and less abundant resources, sobriety must be sought by everyone. Faced with these challenges, the Government has decided to generalize the method of territorial projects for water management (PTGE) in order to guarantee a concerted approach locally with all water users to improve the resilience of territories to climate change and better share water resources. Following the recommendations of Prefect Bisch's expertise unit (2017-2018), the instruction on territorial projects for water management addressed to prefects was developed and published on May 7, 2019. It specifies the role of the State and remobilizes stakeholders to develop territorial projects for water management (PTGE). Among the possible solutions for balanced management of water resources is that relating to water storage reservoirs. The question of the relevance of a reservoir must be addressed as part of a comprehensive approach taking into account water savings, more resilient agricultural practices, technological innovations in irrigation and the capacity to filling of reservoirs in the context of climate change. The instruction, in order to respect the subsidiarity of the territories, indicates that the territorial project must result in an action program which details the volumes of water associated with the actions by specifying the sampling period (low and non-low water). In the absence of a water development and management plan (SAGE) or volume distribution by the SAGE, the PTGE must result in the distribution, over the entire year, of water volumes by use. These volumes must be compatible with the water development and management master plan (SDAGE). In any case, they respect hydrological, biological and morphological balances. The approach and actions carried out by the PTGE will mobilize several sources of financing: users, local authorities, private financiers, European funds, Water Agencies. The Government's instruction renews the methods of intervention of Water Agencies. For reservoir or transfer projects concerning agricultural irrigation, the part financeable by the Water Agencies will be the part of the work corresponding to the substitution volume (volume taken during periods of high water or transferred from a resource which is not in deficit in substitution of volumes taken during low water periods). Concerning multi-use works (drinking water, industrial uses, low water support, irrigation), the Water Agencies may possibly finance them beyond simple substitution under the conditions set by the PTGE, according to the priorities of the basin committees where the different users are represented.

Le Gouvernement est aujourd'hui particulièrement attentif à faciliter la vie quotidienne des associations par la dématérialisation des demandes et autres procédures. A ce titre, la simplification des démarches administratives de subvention des associations par les systèmes d'information réalisée dans le cadre du programme SIVA consiste à: - faire en sorte que les informations de présentation d'une association ne soient plus demandées par une administration à partir du moment où celles-ci ont été mises à jour par l'association par l'intermédiaire des télé-démarches; ("dites-le nous une fois"); - éviter à une association de déposer une demande de subvention plusieurs fois si elle est déjà financée par une administration. L'outil, « le compte association » est aujourd'hui utilisé par exemple dans le cadre du fonds pour le développement de la vie associative qui s'est substitué à la réserve parlementaire ou encore pour les demandes de subventions dans le champ de l'éducation populaire et de la jeunesse. De même, le dispositif Impact Emploi, qui déportent les démarches administratives sur l'URSSAF, va être élargi aux associations qui emploient jusqu'à 20 salariés. Dans cette optique, l'interconexion avec d'autres outils existants est indispensable. Un lien sera opéré avec un autre outil utilisé par le portail des aides Dauphin du CGET qui a remplacé ADDEL. Le Gouvernement est tout entier mobilisé pour simplifier la vie des associations.

Mme Nadia Essayan interroge M. le ministre de l'agriculture et de l'alimentation sur la surveillance biologique du territoire. Cela consiste en la surveillance des organismes nuisibles aux végétaux, qu'ils soient réglementés ou non. Cette mission d'intérêt général, financée par la redevance pour pollutions diffuses, est prélevée sur les produits phytosanitaires. Ce financement est à la charge des professionnels et vise à réduire l'utilisation de ces produits tout en informant sur les risques potentiels, notamment sur les cultures, types de maladie ou ravageurs. Cette surveillance biologique du territoire veille également aux effets non intentionnels des pratiques agricoles sur l'environnement. Or, depuis 2011, la surveillance biologique du territoire qui donnait lieu à des bulletins de santé du végétal régionaux, n'est plus gérée par le ministère de l'agriculture mais par les instituts techniques agricoles. Aussi, le Centre technique interprofessionnel des fruits et légumes a fait valoir à plusieurs reprises que ce transfert de compétences était une véritable charge difficile à supporter, qui représente 130 000 euros par an. Cette situation est d'autant plus critique pour la filière des fruits et légumes, que les fonds publics CASDAR ont baissé de 1,9 millions d'euros. Une aide financière permettrait de supporter le coût de ce transfert de compétences. Ainsi, elle aimerait connaître sa position et savoir les mesures qu'il souhaite prendre.

However, it seems implausible to pay a sum for a service that you cannot benefit from. La population étudiante internationale est aujourd'hui en hausse, les mobilités académiques sont de plus en plus courantes dans les parcours de formation et ce mouvement s'intensifiera dans les prochaines années. Il y a actuellement 5,5 millions d'étudiants en mobilité à travers le monde et ils devraient être 9 millions en 2025 (Unesco, 2018). Le plan « Bienvenue en France », présenté par le Premier ministre le 19 novembre 2018 et porté par le ministère de l'enseignement supérieur, de la recherche et de l'innovation (MESRI), vise ainsi à renforcer l'attractivité de notre pays avec un objectif clairement affiché: accueillir au moins 500 000 étudiants internationaux à l'horizon 2027. De par son histoire, sa culture et son rayonnement, la France a toujours été un grand pays d'accueil pour les étudiants du monde entier. Il s'agit ainsi de la 4e puissance mondiale pour l'accueil d'étudiants internationaux et de la première du monde non-anglophone. Ce statut n'est pas acquis et pourrait être significativement remis en cause faute de modernisation de notre politique d'accueil. En effet, de nouveaux acteurs universitaires internationaux, en Chine, en Turquie, en Inde ou au Moyen-Orient s'engagent ouvertement pour attirer des étudiants du monde entier en déployant des stratégies très volontaristes. Afin de remplir l'objectif annoncé par le Premier ministre, le plan « Bienvenue en France » décline trois priorités d'action. Il s'agit, tout d'abord, d'améliorer les conditions d'accueil et de séjour des étudiants internationaux afin de hisser nos établissements d'enseignement supérieur au niveau des meilleurs standards internationaux en la matière. Cela consiste en une simplification des procédures de délivrance de visas, en la création de guichets uniques dans les universités pour que les étudiants internationaux aient un interlocuteur identifié, et en proposant davantage de formations en anglais et plus de cours de français intensif pour les étudiants non francophones. Dès 2019, le fonds "Bienvenue en France" doté de 10 millions d'euros, soutiendra ces actions concrètes et un label sera mis en place par Campus France pour permettre aux futurs étudiants d'identifier les établissements les plus investis dans leur accueil. Cette initiative sera financée au moyen de frais d'inscription différenciés afin de permettre aux étudiants internationaux qui en ont les moyens de pouvoir contribuer, à leur tour, au financement de l'université. Cela s'accompagnera d'une série de mesures aimed at consolider notre politique de solidarité internationale à destination des étudiants internationaux qui en ont le plus besoin. Ainsi, le nombre de bourses et d'exonérations de droits d'inscription délivrées au niveau de l'État, soit par le ministère de l'Europe et des affaires étrangères, soit par le ministère de l'enseignement supérieur, de la recherche et de l'innovation, sera multiplié par trois. Les universités pourront à leur tour définir leur politique de solidarité internationale en délivrant des bourses et des exonérations supplémentaires. Les étudiants internationaux qui bénéficieront de ces bourses auront une priorité pour l'accès au contingent dédié de logements étudiants gérés par les CROUS. Des dispositifs complémentaires pourront également être mis en œuvre par les collectivités territoriales qui le souhaiteront. Pour les étudiants internationaux qui n'obtiendront pas de bourses ou d'exonérations nationales ou universitaires, l'État continuera de prendre à sa charge les deux tiers du coût des formations en signe d'ouverture et de solidarité. Que ce soit dans le cadre d'un accord international, de bourses nationales ou de bourses d'établissements, aucun étudiant international aujourd'hui inscrit en France dans une formation ne sera concerné par l'application des droits différenciés. Des mesures d'exonération seront également appliquées aux étudiants suisses, québécois ou venants en France dans le cadre d'un partenariat entre universités qui prévoit déjà une exonération, notamment les étudiants qui sont accueillis dans le cadre de programmes d'échange comme Erasmus+. Le ministère en charge de l'enseignement supérieur et de la recherche veillera également à ce que les frais de scolarité des doctorants internationaux puissent être compris dans les financements de leurs thèses afin de conforter le rayonnement international des établissements universitaires français. Le ministère de l'enseignement supérieur, de la recherche et de l'innovation réaffirme la relation privilégiée de la France avec plusieurs États du Maghreb et d'Afrique, ainsi que la formidable richesse culturelle que représente la Francophonie. Les bourses accordées par le ministère de l'Europe et des affaires étrangères concerneront prioritairement les étudiants ressortissants de ces États partenaires. Il en va de même pour celles qui seront décidées par les universités. Le troisième volet du plan « Bienvenue en France » vise à soutenir la projection internationale des établissements français. Plus d'étudiants internationaux doivent pouvoir choisir la France et l'enseignement supérieur français sans nécessairement quitter leur pays. Un fonds d'amorçage de 5 millions d'euros permettra ainsi de soutenir les projets qui voient le jour, dans le prolongement du campus franco-sénégalais annoncé par le Président de la République en février 2018 ou du campus Franco-tunisien. L'AFD (agence française de développement) sera ensuite chargée de soutenir l'implantation des établissements français à l'étranger. La stratégie « Bienvenue en France » vise donc à développer l'attractivité française tout en donnant l'opportunité aux étudiants internationaux qui le souhaitent de choisir la France et son enseignement supérieur.
