Mrs. Mathilde Desjonquères draws the attention of the Minister of National Education and Youth to the lack of recognition experienced by national education social workers and the absence of salary increases, unlike school nurses, in the Prime Minister's recent announcements. At the heart of the education system, school social workers play an essential yet little-known role. Ignored and considered invisible, they are essential actors in supporting students in difficulty and play a crucial role as experts in child protection. Following the well-deserved upgrade announced by the Prime Minister for school nurses, they feel forgotten and ignored, given the scale of their task, the lack of staff and recognition of the profession. Never the assistants social workers are not appointed as resource personnel in educational establishments or in society in general. The core business is to identify and support family difficulties. We talk about young people who live in family units where violence is present, but we forget that the first contact is often the social worker who detects and supports victims, who need support in monitoring their their journey, to benefit from the assistance and protection they need. A recent report highlights a fragmentation in the organization of health services within the education system, where psychologists, doctors, school nurses and social workers are distributed under different budget programs. This dispersion undermines the effectiveness of student health care due to insufficient coordination between different professionals. It would be appropriate to group these professions under a single budgetary program dedicated to school health. This centralization would improve management and coordination between stakeholders. Consequently, she would like to know if the Government plans to increase the remuneration of social workers in national education through an index increase commensurate with others. categories A, to make significant job creations and to review the organization of services which work for the well-being of students under the same budgetary program.

Ms. Mathilde Desjonquères questions the Minister of Labor, Health and Solidarity about companies in the professional events sector which are facing real recruitment difficulties. With the preparations and productions of the next major international sporting events, such as the 2024 Olympic and Paralympic Games, companies in the professional events sector are faced with a real difficulty in recruiting. Indeed, the health crisis has accentuated the lack of available labor within this sector and although activity has gradually resumed, it intensifies as major events approach. The number of positions is therefore multiplied over a specific period. This challenge is a growing concern for companies in the sector which must already plan the means to be implemented to ensure the success of these events. Note that this difficulty is reinforced by the nature of the contracts that these companies can use today. Indeed, many sectors faced with similar particularities have access to specific legal measures, such as customary fixed-term contracts, site or operation contracts, the possibility of arranging weekly rest for establishments experiencing an additional temporary and consequent work. This allows them to ensure the functioning of their activity and to strengthen the attractiveness of their professions. Conversely, the professional events sector does not benefit from these same possibilities. However, it is a sector of activity whose needs are very vast. Without making a Prévert-style list, the MP would cite for example: security, reception, cleaning, catering, project management, audio and video services, general layout and installation, or even the design, assembly of stands, etc. These also deserve special attention. Could temporary exemptions be implemented, so that the events sector can also benefit from these tools and meet its human resources needs and ensure, at the same time, the resumption of professional events (trade shows, congresses, fairs, corporate events) highly anticipated by companies and the preparation of these major events which bring into play the image and excellence of France in terms of hosting and organizing events? In addition, this would also make it possible to open up this field of professional opportunities, in a period of strong economic activity, to people far from employment or seeking to reconvert. She asks her if she could specify what means the Government intends to implement to facilitate recruitment within the events sector in view of the Rugby World Cup and the 2024 Olympic Games.

Ms. Mathilde Desjonquères alerts the Minister of Health and Prevention to the difficulties in the medical transport sector. According to an estimate from the KPMG firm, companies will end the year with a largely loss-making result, due to lack of sufficient cash flow, they no longer have the capacity to fully carry out their mission, and 15,000 employees are missing. Mrs. MP would like to point out that this aid took into account the significant efforts made by employers to improve additional social protection for their employees, in order to strengthen the attractiveness of the profession. In 2022, fuel weighs 5.8% on business turnover compared to 4.7% in 2021. The portion devoted to the domestic consumption tax on energy products, the TICPE, alone represents 2.4% of turnover, or a cost of around 70 to 75 million euros. While medical transport companies are in serious danger, they wish to know if ambulance drivers, who guarantee access to care for everyone everywhere in the territory, could benefit from partial reimbursement from TICPE like taxis, road freight transport companies and road transport companies. public shared passenger/coach category M2 or M3 with more than 9 seats. Ms. Mathilde Desjonquères draws the attention of the Minister of Health and Prevention to the situation of paramedical personnel working in several establishments. The decree of March 14, 2017 relating to the territorial exercise bonus for medical, odontological and pharmaceutical personnel, created a territorial exercise bonus to replace the multi-site bonus. This bonus aims to encourage hospital practitioners to practice in several establishments or in several sites of the same establishment to promote the networking of these establishments and thus provide the beginning of a solution to the shortage of doctors experienced in certain territories. Paramedical professionals who work in the hospital function also participate in these new dynamics of territorial recomposition, by moving outside their main site of exercise. Some of them, such as advanced practice nurses, carry out missions in the medical field. However, paramedical professions cannot benefit from the territorial practice bonus, which constitutes a double penalty for these professionals who are at the heart of the health system and whose salary levels are on average lower than those of professionals benefiting from this bonus. Ms. Mathilde Desjonquères draws the attention of the Minister of the Interior and Overseas Territories to the procedures for requesting and issuing identity documents. Today, requests for identity documents (national identity card, passport, etc.) are made in town halls with a fingerprint collection system. According to the National Agency for Secure Titles, some 2,357 municipalities have them today, which does not appear sufficient to cope with the drastic increase in requests for several months. Indeed, with the gradual exit from the covid-19 crisis, many French people have taken steps to renew their identity documents. This caused congestion in town halls. In spring 2022, the appointment waiting time reached 65 days on average, compared to 11.5 days in April 2021. An emergency plan made it possible to reduce delivery times, but the number of equipped town halls does not allow requests to be absorbed within a reasonable time frame. To remedy this situation, the approximately 2,500 France services houses present throughout the territory could constitute a complementary solution to town halls. However today, users of these houses can only make their pre-requests for identity documents using agents France services, but cannot finalize their requests in these establishments. Mrs. Mathilde Desjonquères draws the attention of the Minister of Health and Prevention to the recovery and use of rainwater in health establishments. While water resources are increasingly scarce and episodes of drought are increasing, the use of rainwater for certain uses makes it possible to reduce drinking water consumption. Among the major consumers of water are establishments healthcare, medico-social establishments and accommodation establishments for the elderly. Thus, 25% of hospital beds represent almost a million cubic meters of water per year, for the simple use of flushing toilets. The decree of August 21, 2008 relating to the recovery of rainwater and its use inside and outside buildings, prohibits the use of rainwater inside these establishments. Authorizing these structures to use rainwater to supply said toilets would lead to significant savings in drinking water. Also, she asks him if the Government intends to relax the provisions in force in order to contribute to better management of drinking water.
