Local residents' groups and specialized associations today estimate that 200 to 300 disputes are underway in France, revealing a phenomenon national and the difficulties encountered by communities to correctly anticipate the acoustic risks associated with these sports facilities. Recent scientific work, in particular the study "Management of the location of padel-court courts near housing: deficits in compliance with directives and populations at risk - national evidence from France", published in the international journal City and Environment Interactions, highlight noise levels likely to affect the health of local residents, particularly the most vulnerable groups. These results corroborate the warnings formulated by associations and acoustic experts. Furthermore, the collective Non à mon padel (NAMP) emphasizes that the French regulatory framework does not, to date, allow the specificities of impulse noise to be adequately addressed in the code of public health, contrary to European standards currently in force. Faced with these findings, the MP wishes to question the Minister on the measures envisaged in the short term to strengthen information and support for communities in assessing the risks of noise pollution before the establishment of padel or pickleball courts. She also wishes to know whether, in the medium term, an evolution of the framework legislative and regulatory is planned in order to integrate the specificities of impulse noise and to align national legislation with European standards. Ms. Véronique Ludmann draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the difficulties encountered by mayors and the police in carrying out compulsory hospitalization in the event of serious psychiatric disorders. In several municipalities, worrying situations have recently highlighted the limits of the current system. People with disorders severe psychiatric conditions, sometimes known to social services and having requested help, have demonstrated behavior that is dangerous for themselves or others. These episodes caused deep trauma among the population and strongly mobilized local elected officials, security forces and emergency services. However, to initiate hospitalization without consent by decision of the mayor or state representative, the law requires a detailed medical certificate. In many areas, particularly rural or peri-urban areas, elected officials find themselves faced with a shortage of doctors available to establish this observation in an emergency. This deficiency creates an operational vacuum, leaving mayors helpless in situations where public safety is involved. Furthermore, certain recurring behaviors require rapid intervention, but come up against the same administrative and medical obstacles. In this context, the MP wishes to question the Minister on the solutions envisaged to guarantee the effectiveness of the automatic hospitalization system. In application of articles L. 151-30 et seq. of the town planning code, local town planning plans require builders to create parking areas proportionate to the number of housing units created. These spaces are therefore designed, legally and financially, as an accessory to the homes they serve and their cost of around 15,000 to 25,000 euros per underground space is integrated into the price of the operations. However, once the building has been delivered, no provision links the fate of these places to that of the housing. It even follows from a ministerial response that the manufacturer is not required to rent or sell them to the occupants of the accommodation concerned. When they are rented separately, these places fall under the sole common law of the civil code: the rent is free, the duration and termination freely fixed, without any of the protections of the residential lease of the law of July 6, 1989 nor of the rent control where it applies. This decorrelation produces paradoxical effects: households pay, for a place built because of their accommodation, a rent disconnected from it and subject to unlimited increases; in rent control zones, separate billing for parking can constitute a means of circumventing the cap; finally, spaces remain vacant or are sold to third parties while on-street parking is saturated, contrary to the objectives which justified their creation. Committed to regulation which protects the purchasing power of tenants without weighing on public finances or discouraging construction, the MP would like to know the Government's analysis of this situation. Mme Véronique Ludmann appelle l'attention de Mme la ministre des sports, de la jeunesse et de la vie associative sur les intentions du Gouvernement quant à une candidature française à l'accueil d'une grande compétition internationale de football. Un récent rapport sur l'avenir des grands stades français indique sans détour qu'accueillir un grand événement demeure le premier moteur de modernisation des enceintes sportives, et que la France aurait tout à gagner à se positionner sur la Coupe du monde 2038, l'Euro masculin 2036 ou l'Euro féminin 2033. Le temps presse : la sélection pour l'Euro 2036 est déjà lancée et l'hôte du Mondial 2038 pourrait être désigné d'ici deux ans. Plusieurs nations avancent déjà leurs pions quand la France n'a toujours pas fait connaître sa position. C'est d'autant plus regrettable que le pays vient de prouver avec Paris 2024 qu'il sait organiser les plus grands rendez-vous, et qu'une candidature sobre, exemplaire sur le plan écologique et social, aurait de réelles chances d'aboutir. L'Euro féminin 2033 mérite à cet égard une attention particulière. La France ne l'a jamais organisé, alors même que le football féminin connaît un essor remarquable et constitue un formidable levier d'égalité et de développement de la pratique. Parce qu'il s'appuie sur des stades de jauge intermédiaire, il irriguerait des villes de taille moyenne d'ordinaire écartées des grandes compétitions, et notamment plusieurs agglomérations des Hauts-de-France. C'est un héritage social et territorial concret, bien au-delà des seules métropoles. L'enjeu n'est donc pas seulement sportif. Un tel événement ferait vivre des territoires longtemps laissés de côté, à commencer par les villes oubliées de l'Euro 2016. Il engage aussi l'argent public, et Mme la députée tient à ce qu'un éventuel soutien de l'État demeure strictement maîtrisé et conditionné à des exigences environnementales vérifiables. Mme la députée s'inquiète du retard pris dans cette réflexion. Elle lui demande si le Gouvernement entend engager une candidature française, selon quel calendrier, où en est la concertation avec la Fédération française de football, et quelles garanties seront apportées pour que les retombées bénéficient aussi aux territoires aujourd'hui sous-dotés et au développement du football féminin, tout en l'alertant sur le risque, faute de décision rapide, de voir ces grands rendez-vous attribués à d'autres nations.

Ms. Véronique Ludmann draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the gaps in care between women and men in the face of cardiovascular and neurovascular emergencies, the frequency of which increases with episodes of extreme heat, and to the specific issues that these gaps raise in a department like Oise. Facing a myocardial infarction or vascular accident stroke, every minute counts and every patient should benefit from the same level of diagnosis and care. However, women are now treated later and die more: according to report 25-01 of the National Academy of Medicine, women victims of a heart attack are treated on average half an hour later than men, and their hospital mortality reaches 9.6%, compared to 3.9% for women. men. This delay is mainly due to the time elapsed between the appearance of symptoms and the first call: less typical in women, these warning signals are too often minimized or attributed to another cause, including by the patients themselves, who delay seeking help. A comparable delay in diagnosis is observed for stroke, the risk of which also increases by approximately 3.8% for each additional degree of temperature beyond an optimal threshold. As heat waves intensify, these gaps will translate into avoidable excess mortality, which will fall even more heavily on women. These inequalities are compounded, in the Oise, by the issue of deadlines and territorial organization. Adopted by Decree No. 2026 76 of February 12, 2026, PPE 3 retains a strategy combining the revival of nuclear power, construction of six EPR2 reactors, including the first commissioning is expected in 2038, extension and optimization of the existing fleet and controlled development of renewable energies. In the Oise, agriculture weighs heavily: large cereal and beet crops, livestock farming, agri-food activities. For these farms, energy has become a load item that is difficult to anticipate. Non-road diesel (NGR) powers the machines, but electricity and gas are also used for drying crops, irrigation, ventilation and heating of livestock buildings. The resumption of tensions in the Middle East caused the price of GNR to rise sharply in spring 2026. The Government reacted by temporarily covering the excise, established by decree no. 2026-334 of 30 April 2026 and announced as being extended until the end of August, but this aid only covers part of the increase suffered. Basically, the reduced excise rate applicable to agricultural GNR remains frozen at 3.86 euros per hectoliter since 2024, without operators having any visibility beyond this de facto stability. Or une part importante du parc recensé date des décennies 1960 à 1990 et cette obsolescence pèse directement sur l'accès de la population à la pratique sportive, plus encore sur celui des femmes et des jeunes filles, pour lesquelles l'offre d'équipements adaptés, à commencer par des vestiaires et des créneaux dédiés, demeure souvent insuffisante. Plusieurs dispositifs concourent au soutien des collectivités, les subventions de l'Agence nationale du sport, le plan « 5 000 équipements sportifs de proximité », la dotation d'équipement des territoires ruraux et la dotation de soutien à l'investissement local, mais leur lisibilité, leur ciblage et leur articulation gagneraient à être renforcés au bénéfice des communes les moins dotées. Le bénévolat constitue la condition d'existence même des clubs de proximité : la France compte environ 3,5 millions de bénévoles sportifs et 86 % des associations sportives fonctionnent uniquement grâce à eux. Dans la circonscription de Mme la députée, l'encadrement quotidien du football à Senlis ou des clubs de boxe et d'arts martiaux du territoire repose ainsi sur des bénévoles donnant chaque semaine, depuis des années, des heures non rémunérées, un engagement d'autant plus précieux qu'une part importante des clubs déclarent aujourd'hui une diminution de leurs bénévoles. Cet enjeu rejoint celui de l'égalité : les femmes ne représentent que 46 % des bénévoles du secteur sportif, contre 55 % dans les autres secteurs associatifs, en dépit des avancées de la loi du 2 mars 2022 visant à démocratiser le sport. Si le compte d'engagement citoyen ouvre déjà des droits à la formation au bénéfice de certains bénévoles, aucun mécanisme ne valorise aujourd'hui cet engagement au titre de la retraite. Dans un esprit de reconnaissance et tout en veillant à la stricte soutenabilité financière d'un tel dispositif, une expérimentation pourrait être étudiée, par exemple un seuil de cinq années de bénévolat actif et attesté ouvrant droit à la validation d'un trimestre de retraite, plafonné et ciblé sur les fonctions essentielles à la vie des clubs, assortie d'une évaluation préalable de son coût et de ses effets. Elle lui demande de bien vouloir lui indiquer si le Gouvernement serait favorable à l'étude et, le cas échéant, à l'expérimentation évaluée d'un tel dispositif au bénéfice des bénévoles sportifs de longue durée.

Le maintien d'une activité physique régulière après soixante ans constitue l'un des leviers les plus efficaces et les moins coûteux pour les finances publiques, de prévention de la dépendance, alors même que le coût de la prise en charge de la perte d'autonomie pèse de façon croissante sur la branche autonomie et sur les départements. Cette préoccupation concerne l'ensemble des plus de soixante ans, dans un contexte de vieillissement démographique, le taux de pratique demeurant par ailleurs nettement inférieur dans les territoires ruraux, où l'offre d'activité physique adaptée reste inégalement répartie. Dans la circonscription de Mme la députée, à Senlis comme dans les communes rurales du sud de l'Oise, les clubs de proximité et les programmes de gymnastique douce ou de marche encadrée portés par le tissu associatif jouent à cet égard un rôle déterminant, mais inégalement soutenu. Plusieurs outils existent, le réseau des Maisons sport-santé, le dispositif de l'activité physique adaptée et du sport sur ordonnance, ou encore la stratégie nationale sport-santé, sans que leur déploiement ni leur articulation avec les collectivités territoriales soient toujours à la hauteur des besoins. Elle lui demande de bien vouloir lui indiquer les politiques que le ministère entend déployer pour favoriser la pratique sportive des seniors, les moyens consacrés au maillage des Maisons sport-santé et du sport sur ordonnance dans les zones rurales, ainsi que les modalités d'évaluation médico-économique permettant de mesurer leur effet sur la prévention de la dépendance.

Mme Véronique Ludmann attire l'attention de Mme la ministre des sports, de la jeunesse et de la vie associative sur le décrochage sportif des adolescents. Selon une étude de l'INJEP et de la DEPP publiée en avril 2026, entre 14 et 18 ans, 26 % des jeunes cessent de pratiquer une activité sportive au moins une fois par semaine, le taux de pratiquants chutant de 82 % à 69 %. Ce décrochage est marqué par de fortes inégalités sociales et de genre, il est deux fois plus fréquent chez les filles que chez les garçons, soit 34 % contre 18 %, et se traduit d'abord par un effondrement de la pratique encadrée, en club comme dans les associations sportives scolaires, avec des conséquences durables sur la santé des jeunes. Les associations sportives des collèges de la circonscription témoignent de cette difficulté à maintenir l'engagement des élèves au-delà de la classe de cinquième. Or les leviers de remobilisation existent et relèvent largement de l'école : l'éducation physique et sportive, les associations sportives scolaires et l'UNSS, le sport scolaire du premier degré, le dispositif des trente minutes d'activité physique quotidienne ou l'expérimentation des deux heures de sport supplémentaires au collège. Le Pass'Sport, en revanche, présente un bilan décevant, son recours effectif demeurant nettement en deçà des objectifs affichés. Elle lui demande de bien vouloir lui préciser les synergies que le ministère développe avec l'éducation nationale pour enrayer ce décrochage, en particulier au travers des associations sportives scolaires et des pratiques libres, ainsi que les enseignements qu'elle tire des résultats limités du Pass'Sport.

Ms. Véronique Ludmann draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the health, social and economic issues of exposure of the French population to microplastics. Since the first detections in human blood and lungs in 2022, the list of tissues concerned has continued to grow: liver, testicles, blood vessels and, more recently, the brain. A study published in Nature Medicine on February 3, 2025, led by the team of Professor Matthew Campen (University of New Mexico), measured concentrations of microplastics of the order of 0.5% of the mass in brain tissue taken post-mortem, increasing by around 50% between 2016 and 2024. The authors noted concentrations three to five times higher in patients with dementia, while emphasizing that no link of Causation cannot be established at this stage. The exposure takes multiple routes: food, inhalation, drinking water. A study by Columbia and Rutgers (PNAS, 2024) counted 110,000 to 370,000 particles per liter of bottled water, of which approximately 90% were nanoplastics; in France, a study by CNRS and the University of Toulouse (PLOS Water, January 2025) showed that 98% of microplastics present in drinking water measure less than 20 µm, i.e. below the detection threshold provided for by European Directive 2020/2184, which likely leads to their presence being underestimated. Health signals are piling up. An Italian study published in the New England Journal of Medicine (March 2024) detected microplastics in the carotid plaques of surgical patients: those affected had a risk of heart attack, stroke or death multiplied by 4.5 over an average follow-up of 34 months. A systematic review from the University of California, San Francisco (2024) concludes that exposure to microplastics is “suspected” of harming fertility, digestive health, with a possible link to colorectal cancer, and respiratory health. These findings call for foresight. Global production of plastic waste is expected to increase from 360 to 617 million tonnes between 2020 and 2040 (OECD projections, cited during the OPECST hearing in October 2024): the exposure of future generations, and in particular of children born in the coming decades, will be greater than that of today. However, the health cost of chemical pollution linked to plastics is already considerable: exposure to endocrine disruptors, of which plastics are a major vector, is estimated at around 157 billion euros. per year for the European Union, nearly 1.3% of GDP, an order of magnitude confirmed by the IGAS-IGEDD report of May 2024. Acting upstream is therefore as much a matter of public health as of good management of social finances: prevention costs less in the long term than treatment. If the law of February 10, 2020 relating to the fight against waste and the circular economy has enabled progress, the exposure of the population does not seem to have decreased. European directive 2019/790, transposed into article L. 122-5-3 of the intellectual property code, provides for an exception for text searching and data for commercial purposes, to which rights holders may object by express reservation. This right therefore exists in theory. In practice, it is today largely inaccessible for three documented reasons. The geographic recurrence of these reports reveals a systemic and not cyclical problem. This situation has direct consequences on the attractiveness of territories. While Parliament is currently examining the bill relating to the housing of public employees, proposed by Mr. David Amiel, it would be contradictory to open priority allocation rights to teachers or caregivers while maintaining indecent conditions in these accommodations which will scare away candidates. Dans le cadre de l'examen en commission des affaires culturelles de la proposition de loi n° 1560, un amendement visant à imposer la diffusion en clair d'au moins 20 % des rencontres sportives féminines a été rejeté. Ce rejet, s'il traduit des réserves juridiques légitimes sur la voie choisie, ne saurait clore le débat sur l'objectif lui-même, qui fait l'objet d'un large consensus transpartisan. Afin d'identifier les voies alternatives juridiquement sécurisées permettant d'atteindre cet objectif dans le cadre de la suite de l'examen du texte, elle souhaite obtenir des réponses précises et circonstanciées aux points suivants. En premier lieu, s'agissant des données d'audience comparées, elle lui demande de communiquer le volume horaire annuel de diffusion du sport féminin sur les chaînes en clair par rapport aux chaînes payantes, pour chacun des trois derniers exercices. En deuxième lieu, l'amendement portant sur l'obligation de diffusion de 20 % des rencontres féminines en clair ayant été écarté pour des motifs juridiques lors de l'examen en commission, elle lui demande quelle voie alternative le Gouvernement entend soutenir pour atteindre le même objectif, et notamment s'il envisage un mécanisme de conditionnalité consistant à subordonner le bénéfice des subventions publiques, agréments ou avantages fiscaux accordés aux ligues et fédérations professionnelles au respect d'une obligation de résultat en matière de diffusion gratuite, mécanisme fondé sur la logique de contrepartie qui paraît conforme tant aux exigences constitutionnelles qu'aux règles européennes de concurrence. En troisième lieu, s'agissant de l'étanchéité des financements et de la répartition des revenus audiovisuels, elle souhaite appeler l'attention de Mme la ministre sur les pistes d'évolution ouvertes par les récents rapports consacrés à l'économie du sport et à l'audiovisuel. Alors que le sport masculin capte aujourd'hui l'immense majorité des droits de diffusion, elle lui demande si le Gouvernement juge possible et opportun de faire sauter le verrou de cette étanchéité budgétaire. Plus précisément, elle l'interroge sur l'opportunité d'acter une ouverture législative permettant une réelle redistribution croisée, en imposant qu'une fraction fixe des budgets issus des droits audiovisuels masculins soit contractuellement et légalement fléchée vers le développement, la professionnalisation et la prise en charge des coûts de production des sections féminines. Elle lui demande d'indiquer la part exacte actuellement fléchée vers ces sections et de préciser les mécanismes de contrôle ou d'incitation que le ministère entend mettre en œuvre pour acter cette trajectoire de solidarité financière. En quatrième lieu, s'agissant du décret n° 2004-1392 du 22 décembre 2004 et de son article 3-1 introduit par le décret n° 2024-699 du 5 juillet 2024, elle tient à saluer l'avancée que constitue l'extension de la liste des évènements d'importance majeure à de nombreuses compétitions féminines. Elle souhaite néanmoins appeler l'attention du Gouvernement sur les lacunes résiduelles et les asymétries de traitement qui demeurent. Elle souhaite par ailleurs appeler l'attention du Gouvernement sur les lacunes résiduelles de cette liste. Des disciplines olympiques féminines très suivies en France telles que le judo, la natation ou la boxe, n'y figurent dans aucun de ses stades. Elle observe surtout que la structure actuelle du décret, qui énumère nommément chaque compétition, constitue en elle-même une lacune de gouvernance : le paysage du sport féminin évolue rapidement, comme en témoigne la Ligue Europa féminine de l'UEFA dont la première édition a débuté lors de la saison 2025-2026 et qui ne figure pas encore sur la liste. Elle lui demande en conséquence si le Gouvernement envisage de substituer à cette logique d'énumération nominative un mécanisme fondé sur des critères objectifs d'audience ou de notoriété, permettant l'intégration automatique de toute nouvelle compétition féminine répondant à ces seuils, sans attendre une révision formelle du décret. S'agissant enfin de l'effectivité du dispositif, elle souhaite souligner qu'inscrire une compétition sur la liste des évènements d'importance majeure ne garantit pas sa diffusion effective si aucune chaîne à accès gratuit ne lève l'option dans le délai imparti ou si le prix des droits s'avère prohibitif. Elle a pris connaissance de la préoccupation exprimée par Mme la ministre selon laquelle une inscription prématurée sur cette liste pourrait, faute d'acquéreur, produire l'effet inverse de celui recherché en laissant des compétitions féminines sans diffuseur. Elle reconnaît la réalité de ce risque mais observe qu'il procède d'un raisonnement circulaire : c'est précisément l'absence de diffusion gratuite qui empêche ces compétitions de développer l'audience susceptible d'en faire des actifs commerciaux attractifs pour les diffuseurs. Elle lui demande en conséquence si le Gouvernement a étudié des mécanismes permettant de concilier le développement du sport féminin et la garantie d'une diffusion effective et notamment : la création d'un fonds de soutien à l'acquisition de droits féminins par les chaînes gratuites, abondé par une fraction des droits des compétitions masculines ou par le Centre national du cinéma et de l'image animée ; l'instauration d'une clause de revoyure progressive fixant des seuils d'audience déclencheurs au-delà desquels une compétition féminine intégrerait automatiquement la liste des évènements d'importance majeure, créant ainsi une incitation vertueuse à l'investissement éditorial des diffuseurs ; l'imposition d'une fenêtre de diffusion gratuite différée sur les droits acquis par les chaînes payantes, préservant la valeur commerciale des droits en direct tout en garantissant une exposition publique propre à développer l'audience ; ou encore l'attribution à France Télévisions d'un budget fléché pour l'acquisition de droits féminins, assorti d'obligations de promotion et de mise en valeur éditoriale. Elle lui demande de préciser lequel de ces mécanismes, ou quelle combinaison d'entre eux, le Gouvernement envisage de retenir. Enfin, le rejet de l'amendement portant sur le quota de un pour cinq, des matchs en clair ayant été motivé par des objections d'ordre juridique et non par un désaccord sur l'objectif, elle lui demande de confirmer publiquement que le Gouvernement partage cet objectif, d'indiquer laquelle des voies alternatives exposées dans la présente question il entend soutenir dans le cadre de la suite de l'examen de la proposition de loi n° 1560 et s'il est disposé à mandater ses services pour coconstruire avec le Parlement une rédaction législative conforme aux exigences constitutionnelles et européennes.

It is regrettable that deserving students are thus hampered in their progress, not for lack of skills or motivation, but by the complexity of a system which has not yet found its homogeneity at the master 2 level. The lunch break also constitutes a particular moment of tension. The gradual disappearance of teachers from monitoring this break time, formerly carried out by them, has left a void that communities are struggling to fill. The often excessive size of school catering halls amplifies management and monitoring difficulties. This situation is also indicative of a deeper ambiguity regarding the use of school premises: although they legally belong to local authorities, teachers tend to appropriate them, which generates friction. during transitions between school and extracurricular time and complicates coexistence between the two spheres of responsibility. However, an alarming paradox appears: the peak of caregivers is among retirees, mainly women, even though serious pathologies are statistically more present among them. A fragile population is therefore asked to support the health of the Nation, often beyond its own physical and psychological limits. Desire to help is there, but the real possibility of doing so without putting oneself in danger is lacking. The MP emphasizes that it is urgent to create a dynamic of structured solidarity. This begins with training: caregivers must learn to know their limits so as not to become, in turn, patients. She proposes that town halls, a level of trust and proximity, receive the power and means to train and group these caregivers into local networks. Finally, so that this commitment is no longer synonymous with financial sacrifice, she suggests drawing inspiration from the social protection model of municipal elected officials.
