For the National Federation of Educators of Young Children (FNEJE), “the State has just put an end to state level 6 social work diplomas”. With this reform, the practical training of educators of young children increases from 60 to 55 weeks of internship; the skills indicators are focused mainly on the family and not on the educational action towards the young child ; the research dissertation disappears in favor of a file analyzing the training course and reflection on the profession of 25 to 30 pages, compared to 40 to 45 for a dissertation. As a reminder, the DEEJE was created precisely to bring together all the kindergarten training courses which were delivered in various schools throughout France and to guarantee common national training. M. Perceval Gaillard attire l'attention de Mme la ministre des sports, de la jeunesse et de la vie associative sur la nécessité de maintenir le Pass'Sport en faveur des bénéficiaires de 6 à 13 ans. Chez l'enfant et l'adolescent, l'activité physique est indispensable pour une croissance harmonieuse, la condition physique et la santé mentale. La pratique de l'activité physique contribue à améliorer la santé mentale, en renforçant la confiance et l'estime de soi et en réduisant l'anxiété, le stress et les risques de dépression. Elle améliore également la concentration et peut être considérée comme un facteur favorable pour la réussite scolaire. Actuellement, pratiquer une activité physique au moins 60 minutes par jour dont trois fois par semaine des activités intenses est recommandé pour les enfants et les adolescents. Or le manque d'activité physique et la sédentarité gagnent du terrain. En 2020, selon le bulletin épidémiologique hebdomadaire de santé publique France, 37 % des enfants de 6 à 10 ans et 73 % des jeunes de 11 à 17 ans n'atteignent pas les recommandations en matière d'activité physique. À La Réunion, les élus de l'Association nationale des élus en charge du sport (ANDES) alertent sur la suppression annoncée du Pass'Sport pour les enfants de 6 à 13 ans, sauf en situation de handicap. Mis en place en 2021, le Pass'Sport correspond à une aide financière de 70 euros par jeune éligible pour couvrir tout ou partie des frais d'inscription dans un club, association sportive ou salle de sport partenaire, en prenant la forme d'une réduction immédiate lors de l'inscription. D'après l'ANDES, le dispositif a produit ses effets : à La Réunion, en 2024, on dénombrait 19 500 bénéficiaires contre 9 900 en 2021. Selon leur enquête, 46 % des bénéficiaires de 6 à 13 ans n'envisagent pas de reprendre une licence sans le Pass'Sport (sur un échantillon de 12 500 jeunes de moins de 18 ans et inscrits dans des associations de 8 communes). Le 27 janvier dernier, l'Observatoire des métiers du sport (OMS) et la Commission paritaire nationale emploi-formation (CPNEF) ont publié avec l'accompagnement de l'AFDAS, du Centre de droit et d'économie du sport (CDES) et du cabinet de conseil Pluricité une étude sur l'impact sociétal, social et économique du sport. Il convient de retenir que le sport peut être un outil qui favorise l'insertion professionnelle, notamment pour les jeunes et les personnes éloignées du marché du travail, en développant des compétences transversales et en mobilisant les dynamiques sociales qu'il génère. Il améliore également la santé physique et mentale, réduit les dépenses de santé et promeut la qualité de vie. Concernant l'éducation, le sport influence la réussite scolaire et permet le développement des compétences socio-émotionnelles. Il renforce la cohésion sociale en créant des liens et en favorisant l'inclusion des publics vulnérables. L'étude estime que le sport permet d'éviter des coûts directs et indirects importants dans divers domaines, notamment la santé, l'éducation et les discriminations, générant des économies annuelles comprises entre 194 et 254 milliards d'euros. Chaque euro investi dans le sport pourrait générer une économie de 13 euros en dépenses publiques. M. le député rappelle qu'en 2024, dans le sillage des jeux Olympiques et Paralympiques de Paris, l'activité physique a été promue « Grande cause nationale ». Through its phytopharmacovigilance system, ANSES analyzed the results of major scientific work: the expertise Inserm collective on the links between exposure to pesticides and human health updated in 2021. At the end of this analysis, several signals were identified. The most important concern organophosphates and especially pyrethroids. The use of these insecticidal substances is in fact still very important, both for professional agricultural uses and for professional biocidal uses and amateurs. More precisely, pyrethroids are insecticides used in agricultural environments (field crops, vines, fruits and vegetables, antiparasitics for livestock, horticulture, warehouses, greenhouses, etc.), for the protection of wood (arboriculture, silviculture, sawmills, treatment of frames and furniture, etc.), for the treatment of buildings open to the public (hospitals, offices, shops, etc.), transport vehicles. transport (trains, boats, aircraft, etc.) and goods transported or stored, as domestic insecticides (housing, gardens, antiparasitics for pets) and as human antiparasitics (pediculoses). These are very broad spectrum insecticides, used against a very wide variety of pests: flying insects (mosquitoes, wasps, hornets, moths), crawling insects (cockroaches, ants), fleas, ticks, lice, scabies, aphids, mealybugs, fruit and vegetable flies, worms and wood-eating insects. The part of the Esteban study on the impregnation of the French population with pesticides (Santé publique France, 2021) shows significant quantification frequencies for pyrethroids, higher in children than adults. The main signal for the pyrethroid family relates to internalized behavioral disorders in children of mothers exposed during pregnancy. Sperm damage has also been identified in the general population (all sources of exposure combined), however with a lower level of suspicion. A substance from the pyrethroid family, deltamethrin, is also associated with an increased risk of chronic lymphocytic leukemia/lymphocytic lymphoma linked to occupational exposure, with a medium level of presumption. The agency also identifies points of vigilance relating to glyphosate, 2,4-D (2,4-dichlorophenoxyacetic acid) and triazines for their link with cancers of the lymphatic system in exposed professionals. In 2023, glyphosate is ranked 2nd in PPP sales for professional use; Réunion is the largest user of glyphosate in France, compared to the usable agricultural area, very far in front of the other overseas departments. The observation is the same for 2,4-D. With a quantity of 16.3 tonnes purchased, or 0.42 kg/ha if we relate to the usable agricultural area, the island is the department which consumes the most in the entire country. Although the European Commission reapproved the active substance glyphosate in November 2023 for a period of 10 years, alternatives should be deployed on a large scale both innovative and conclusive. As an illustration, in Reunion, the CanecoH project (2012 - 2018) proposed innovative cane growing systems ensuring sufficient protection of fields against weeds and the profitability of farms while guaranteeing yields. Between 15 and 29 years old, young people leave the school system and take their first steps into adult life with the majority of them entering working life. In Reunion, their professional integration is more difficult than elsewhere: only 27% of young people aged 15 to 29 have a job in 2021, compared to 47% on the national average. The share of NEET increases sharply with age. It is naturally very weak at the age of 15 or 16 due to schooling compulsory, then it increases between the ages of 17 and 20, until it concerns a quarter of young people, particularly with those leaving the school system without a diploma, which are more numerous in Reunion than elsewhere. Alcohol is a powerful teratogenic agent, particularly harmful to the brain development of the unborn child throughout pregnancy. Its impact can cause fetal alcohol syndrome (FAS) and other associated disorders (FASD), leading to serious and lasting consequences. According to a recent Opinion Way study, 27% of pregnant women continue to consume alcohol despite being aware of their pregnancy. According to the SAF France association, each year, around 15,000 children exposed to alcohol in utero are born with a predisposition to more than 400 pathologies, in particular mental health disorders. The costs for society are estimated at nearly 20 billion euros per year. Yet much of this damage is preventable. It is crucial to raise awareness in society about the dangers of fetal alcohol abuse. For this, SAF France recommends full support from the State and regional health agencies (ARS) for the implementation of a prevention plan. However, this support remains limited to date: the ARS of La Réunion has refused any collaboration with SAF France and the ARS Bourgogne-Franche-Comté has also ruled out any joint project due to SAF France's partnerships with alcohol producers and distributors. However, these industrial partners actively collaborate with SAF France, in a spirit of co-responsibility. Perceval Gaillard attire l'attention de Mme la ministre déléguée auprès du ministre de la santé et de la prévention, chargée de l'organisation territoriale et des professions de santé, sur les maisons de naissance en France. Actuellement, la France dénombre 8 maisons de naissance dont une à La Réunion. Le Gouvernement s'était engagé à ouvrir 12 nouvelles maisons de naissance avant la fin 2022, suite au succès de la phase d'expérimentation. Cependant, aucune n'a vu le jour alors que les États-Unis d'Amérique en comptent 150, le Royaume-Uni 169, ou encore l'Allemagne une centaine. Les maisons de naissance constituent une offre de santé périnatale et maternelle innovante. Chaque femme bénéficie d'un suivi périnatal complet et favorable à l'accouchement physiologique (soutien continu, prise en charge non médicamenteuse de la douleur, dans le respect des recommandations définies par la Haute Autorité de santé). En 2020, dans un sondage Ipsos, une femme sur cinq déclarait vouloir accoucher dans une maison de naissance, ce qui représente 130 000 naissances par an. Aujourd'hui, seulement huit de ces maisons existent, réalisant moins de 800 accouchements par an et devant ainsi refuser de nombreuses demandes. Dans un tel contexte, il lui demande quels moyens il envisage de mettre en œuvre afin de développer les maisons de naissance en France.

M. Perceval Gaillard attire l'attention de M. le ministre de la santé et de la prévention sur les oubliés du Ségur de la santé à La Réunion. En effet, tous les employés du secteur médico-social ne sont pas concernés par la hausse de leurs salaires à hauteur de 183 euros nets par mois. Agents administratifs, cuisiniers, personnels de la logistique, autant de travailleurs essentiels au fonctionnement des structures médico-sociales, qui ne voient pas leur contribution reconnue par les pouvoirs publics. Qui plus est, les salaires de base sont déterminés par un coefficient adossé à la fonction occupée multiplié par le point d'indice. En 2010, le point d'indice de la convention 51 a été gelé. Puis, en 2022, il a augmenté de 3 %. En 2010, un salarié du secteur médico-social prétendait un écart de salaire à hauteur de 200 euros face à un salarié d'un tout autre secteur d'activité ; ce qui a permis une attractivité du médico-social. Ce qui n'est plus le cas actuellement alors que ce secteur requiert une technicité. Les conditions de vie sont encore plus difficiles en outre-mer, notamment en raison de la cherté de la vie. Il faut rappeler que les écarts de prix avec la métropole vont de 7 à 12 %. Déjà élevée en 2021, la hausse des prix s'est encore accentuée en 2022 à La Réunion pour atteindre un niveau inédit sur une année complète : + 3,9 % selon l'Insee. À titre illustratif, le pôle enfants de l'Association Frédéric Levavasseur œuvrant exclusivement à La Réunion (lequel accueille des enfants et adolescents de 3 à 20 ans en situation de déficience motrice, intellectuelle ou de polyhandicap ou encore avec TSA) a fait part de ses difficultés à M. le député : les différentes raisons évoquées ci-dessus ont failli engendrer un important mouvement de grève en son sein en février 2023. Ces salariés évoquent des difficultés financières dans la gestion de leur quotidien avec l'augmentation de l'ensemble des domaines de la vie courante : assurance, mutuelle complémentaire, courses, accès aux loisirs, etc. Ce sentiment d'injustice en lien avec le Ségur a pris une ampleur plus importante en janvier 2023. Ces fonctions supports (logistiques, administratifs, direction, cuisines, etc.) sont indispensables au fonctionnement de ce type de structure. Si l'on prend l'exemple d'une partie des agents logistiques : sans les chauffeurs, aucun transport ne peut être mis en place pour assurer les missions d'accompagnements pluridisciplinaires. Ils ont la connaissance des jeunes, de leurs troubles du comportement et des risques médicaux (notamment épileptique) et ont été formés à ces accompagnements. De même, pour les cuisiniers qui réalisent chaque jour les repas adaptés (mixés fin, mixés gros, cétogènes, matières grasses maîtrisées, etc.). Ce risque de débrayage est toujours présent. L'ensemble des professionnels - « oubliés du Ségur » - sont dans l'attente d'ici la fin de l'année de la position de M. le ministre. Dans un tel contexte, il lui demande s'il envisage d'étendre la prime Ségur à l'ensemble des employés du secteur médico-social.

M. Perceval Gaillard appelle l'attention de M. le ministre de l'agriculture et de la souveraineté alimentaire sur la question de la diffusion du dérèglement du fret maritime. Ainsi, le fret a considérablement augmenté, malgré les « efforts » présentés par la principale et unique compagnie maritime qui dessert l'île de La Réunion. Les usagers ont fait part à M. le député des conséquences sur la désorganisation du fret, notamment sur la chaîne logistique. Pour les entreprises, ce dérèglement entraîne des coûts supplémentaires, non seulement pour le fret, mais aussi pour le stockage. Ceci a un impact certain sur la trésorerie des entreprises. Si le coût du fret peut être considéré comme conjoncturel, toujours est-il que la question du stockage est structurelle. Une entreprise comme URCOOPA a fait part de ses difficultés à M. le député : le besoin de rehaussement du plafond du plafond du régime spécifique d'approvisionnement (RSA) ; par ailleurs, l'entreprise précise que le niveau d'aide n'a jamais été réévalué depuis 2013, alors que la production n'a fait que gagner des parts de marché. Enfin, selon des déclarations ministérielles, il semblerait que l'aide au fret n'ait pas entièrement été consommée. Il souhaite donc avoir des précisions sur ces deux points.

M. Perceval Gaillard attire l'attention de M. le ministre de l'agriculture et de la souveraineté alimentaire sur la situation de la chambre d'agriculture de La Réunion. En effet, celle-ci connaît de graves difficultés suite au rejet de leur demande de revalorisation des moyens de fonctionnement. Ses actions sont en constante augmentation, alors que les subventions stagnent : en effet, elle se trouve dans l'obligation d'accomplir de nouvelles missions - notamment pour le compte de l'État - mais elle est aussi sollicitée par les collectivités locales. Par ailleurs, la chambre d'agriculture de La Réunion a totalement joué son rôle, tant au moment de la crise du covid que lors des nombreux phénomènes climatiques importants (cyclone, sécheresse, pluies). En outre, elle doit faire face à la hausse des points d'indice. Ces difficultés sont également partagées par les chambres d'agriculture de l'Hexagone, qui envisagent notamment l'arrêt de certaines missions. Ce qui pénaliserait le monde agricole, particulièrement vulnérable en milieu insulaire. Il souhaite savoir quand la revalorisation les moyens de fonctionnement de la chambre d'agriculture de La Réunion - et des autres chambres d'agriculture - est envisagée.

M. Perceval Gaillard attire l'attention de M. le ministre délégué auprès du ministre de l'économie, des finances et de la souveraineté industrielle et numérique, chargé de la transition numérique et des télécommunications, sur les différences de traitement entre l'Hexagone et La Réunion sur l'accès aux chaînes de la télévision numérique terrestre. La Réunion ne peut capter que 6 chaînes nationales : en effet, les chaînes du groupe TF1 et M6 ne sont pas retransmises. L'argument avancé est celui du coût : ce qui est vrai, puisque selon une étude du CSA, il faudrait engager une somme annuelle de plus de 2 millions d'euros par chaîne. Par ailleurs, il ne peut y avoir de concurrence, compte tenu du décalage horaire. Aux 6 chaînes nationales diffusées à La Réunion, on doit rajouter La Réunion la 1ère et Antenne Réunion . Au total, donc 6 chaînes gratuites, alors que le bouquet en France hexagonale peut proposer jusqu'à 25 chaînes. Dès lors, il y a lieu, pour les usagers, de souscrire des abonnements (donc payants) à des bouquets satellites, ADSL ou fibre des différents opérateurs. Il aimerait savoir ce qui peut être fait pour une réelle égalité d'accès aux chaînes, depuis les outre-mer.
