Ms. Alix Fruchon draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the persistent shortage of dental assistants and medical electroradiology technicians in the department of Indre, in a context of structural fragility of the care offer. At the national level, these professions face structural difficulties. France has around 31,000 manipulators in medical electroradiology, but their actual number in activity is estimated between 27,000 and 28,000, reflecting a statistical overestimation and lasting pressure on the workforce. Furthermore, more than 2,000 positions are currently unfilled nationally, in a context of continued growth in medical imaging needs and the aging of the profession. These difficulties are particularly acute in the territories rural areas and particularly in the department of Indre which indeed presents a worrying situation in terms of the demographics of health professionals. It only has around 75 dental surgeons, with a level of access to care estimated at 33.9%, reflecting a particularly insufficient supply. Mme Alix Fruchon alerte M. le ministre du travail et des solidarités sur la mesure visant à restreindre l'accès au compte personnel de formation (CPF) pour le financement du permis de conduire aux seuls demandeurs d'emploi, alors que les salariés y avaient accès jusqu'à présent. Concrètement, cela signifie que les jeunes en emploi, mais également de manière plus générale l'ensemble des salariés qui souhaiteraient passer leur permis et pouvoir bénéficier de leur CPF, ne le pourront plus. Mme la députée tient également à alerter M. le ministre sur la suppression prévue de l'aide aux apprentis permettant de faciliter l'accès au permis. Or, depuis 2017, la formation au permis de catégorie B est éligible au CPF, mesure qui avait permis aux jeunes en début de carrière, apprentis et salariés de pouvoir mobiliser ce dispositif. L'accès au permis de conduire est un formidable accélérateur d'accès à l'emploi, mais aussi une sécurisation de celui-ci et son accès passe par son financement. Le retrait du dispositif porte un frein aux jeunes en début de carrière professionnelle, en créant des inégalités d'accès à l'emploi. En outre, le réserver aux seuls demandeurs d'emploi constitue une rupture d'égalité manifeste, les actifs étant pourtant titulaires des mêmes droits. Ainsi, elle lui demande si le Gouvernement entend revenir sur cette décision.

À la suite de la loi du 15 mars 2025, votée par les parlementaires à l'unanimité et visant à endiguer l'expansion du frelon asiatique, un décret n° 2025-1377 a été publié au Journal officiel le 30 décembre 2025, précisant les modalités d'adoption du plan national et des plans départementaux de lutte contre le frelon asiatique à pattes jaunes. Sont ainsi prévus des échanges avec les représentants des apiculteurs ainsi qu'avec les instituts techniques spécialisés, afin de partager les constats, d'évaluer les dispositifs existants et d'identifier les moyens de lutte les plus efficaces à déployer. Mme Alix Fruchon alerte M. le ministre des transports sur la suppression des arrêts de train en gare d'Issoudun - gare située sur la ligne POLT (Paris, Orléans, Limoges,Toulouse), permettant d'assurer la liaison entre Issoudun et Paris Austerlitz -, à partir du 1er février 2026. En l'espèce, actuellement, entre le lundi et le vendredi compris, deux trains permettent d'assurer cette liaison au départ d'Issoudun : à 6 h 31 - pour une arrivée en gare de Paris Austerlitz à 8 h 54 - et à 7 h 50 - pour une arrivée en gare de Paris Austerlitz à 10 h 01. Cependant, à partir du 1er février 2026, une modification majeure apparaît. En effet, chaque lundi, deux trains permettront d'assurer cette liaison au départ d'Issoudun : à 6 h 31 - pour une arrivée en gare de Paris Austerlitz à 8 h 54 - et à 8 h 30 - pour une arrivée en gare de Paris Austerlitz à 10 h 34. Les mardis, mercredis, jeudis et vendredis, le train de 6 h 31 est supprimé et deux arrêts sont prévus : à 7 h 33 pour une arrivée en gare de Paris Austerlitz à 9 h 38 - et à 8 h 30 - pour une arrivée en gare de Paris Austerlitz à 10 h 34. Cette modification des grilles, découverte grâce à l'alerte d'une citoyenne de l'Indre, va enclaver tout ce bassin de vie, qui doit pouvoir bénéficier de ce service de transport, permettant aux usagers de se rendre à Paris avant 9 heures. Ce train de 6 h 31 existe depuis des années. Les usagers de la ligne POLT sont déjà assez résilients face aux travaux de la ligne qui empêchent toute desserte de train entre 8 h 30 et 16 heures - concernant l'Indre. Les entreprises, les habitants qui ont des obligations professionnelles ou médicales, à Paris, les étudiants, doivent pouvoir retrouver une certaine confiance en l'avenir vis-à-vis du fait que leur territoire continue d'être desservi par des trains à des heures stratégiques. L'on ne peut pas casser cette confiance. Cela aurait un impact très négatif vis-à-vis de l'attractivité du département de l'Indre. C'est pourquoi elle lui demande s'il entend se battre pour que les horaires des dessertes actuelles à Issoudun soient rétablis à partir du 1er février et ce, sur le long terme.

Mme Alix Fruchon attire l'attention de Mme la ministre de la santé, des familles, de l'autonomie et des personnes handicapées sur la future convention entre la Caisse nationale d'assurance maladie (Cnam) et les infirmiers libéraux. Les négociations qui portent sur le cycle 2022 ont été entamées le 7 juillet 2025. Les discussions stagnent et aucune avancée ne se dégage sur les revalorisations de l'acte médico-infirmier (AMI) et l'indemnité forfaitaire de déplacement (IFD). L'AMI n'a pas été revalorisé depuis 2009 malgré l'établissement de nouvelles conventions qui vaut, avec l'évolution du coût de la vie, 2,42 euros aujourd'hui. Ce sont cinq années perdues en revalorisation depuis la dernière convention de 2019. L'IFD, lui, n'a pas pris en compte la prise en charge croissante des patients dépendants ou chroniques. En première ligne pour l'accès aux soins, d'autant plus dans des territoires désertifiés médicalement comme l'Indre ou le Cher, les infirmiers libéraux constituent un rouage essentiel du système de santé. Répondre à leurs demandes de revalorisation contribue à une juste reconnaissance des professionnels qui assurent des soins de qualité. Aussi, elle souhaite obtenir des éléments concrets sur l'avancement des négociations avec la Cnam sur les revalorisations qui seront accordées aux infirmiers libéraux et connaître les mesures de la nouvelle convention soutenues par le Gouvernement pour une meilleure prise en compte de la réalité du terrain et du quotidien des infirmiers libéraux.

Or elle rappelle la situation alarmante des examens du permis de conduire renforcée par la hausse du nombre d'inscriptions : absence de recrutements adaptés et délais d'attente de plusieurs mois. Les conséquences sont nombreuses notamment en milieu rural où l'obtention du permis de conduire est un prérequis pour l'autonomie des jeunes. Pour défendre l'égalité des chances et le maintien d'un service public de proximité et de qualité, elle lui demande quelles sont les pistes que comptent développer le Gouvernement pour pallier cette situation et augmenter le nombre d'inspecteurs du permis de conduire.

Mme Alix Fruchon attire l'attention de M. le ministre de l'intérieur sur la nécessité d'une publication du décret d'application de article 24 de la loi n° 2023-270 du 14 avril 2023 de financement rectificative de la sécurité sociale pour 2023, qui prévoit que les sapeurs-pompiers volontaires ayant accompli au moins 10 ans de service puissent bénéficier de d'une bonification des trimestres selon des modalités fixées par décret en Conseil d'État. Or ce décret n'est, à ce jour, pas publié. Au 131e Congrès des pompiers, en octobre 2025, le Gouvernement a confirmé la mise en œuvre de l'attribution des trimestres supplémentaires en 2026. Les sapeurs-pompiers volontaires attendent depuis deux ans le décret d'application. Mme la députée souligne que cette disposition est une reconnaissance donnée à l'engagement des citoyens qui choisissent de s'engager, en première ligne et sur les territoires, dans des missions parfois périlleuses. Leur rôle est essentiel dans l'organisation de la protection civile en France. Le Gouvernement a indiqué que les travaux interministériels étaient en cours pour aboutir à un décret sérieux et dans l'esprit de la loi. En conséquence, elle lui demande un point d'étape des discussions sur ce décret et si une date définitive de publication sera prochainement établie.
