The draft amends the Constitution in such a way that the President of the Republic is elected directly by the people in free, general, uniform and direct elections by secret ballot. At least 10,000 voting citizens of the Republic of Estonia can nominate a presidential candidate. Candidate registration starts 60 days before election day and ends 40 days before election day. The candidate who gets more than half of the votes of those who participated in the voting is elected. If no candidate achieves the required majority, a second round of voting is held between the two candidates with the most votes. In the second round, the candidate who receives the most votes is elected. In the event of a tie, the older candidate is preferred. Such a system ensures that the president is elected in any case and avoids a situation where the head of state remains unelected. In the event of interruption of the term of office of the President or premature termination of his powers, a new one is elected the president in the same order.

The main purpose of the changes made by the bill is to update the State Secrets and Foreign Classified Information Act (RSVS) so that the application for processing permits is more flexible than before. The bill significantly improves the quality and uniformity of the right to assess the reliability of legal entities and process state secrets. In the changed security situation, allied countries expect Estonian legal entities and supply chains to be more and more comprehensive check to ensure our credibility. Therefore, a clear and effective legal framework must support the competitiveness of Estonian entrepreneurs in foreign countries. The purpose of the bill is to establish a regulation, with which Estonian entrepreneurs would not perceive the requirements related to the processing of classified information as an inconvenient obligation, but instead would have the desire and motivation to meet the conditions stipulated by law.

The bill provides for appointing Vahur-Peeter Liin as a member of the Supreme Court from October 2, 2023. Villu Kõve, Chairman of the Supreme Court, notes in the accompanying letter that in addition to his long service in the judicial system, Vahur-Peeter Liin has also contributed significantly to the studies at the Faculty of Law of the University of Tartu, performing teaching duties in the field of civil court procedure and labor law there since 2009. He has participated in the Code of Civil Procedure and Estonia When preparing annotated editions of the Constitution of the Republic. V-F. Liin is an experienced and recognized lawyer, whose long-term and diverse work experience in the judicial system and as a lecturer at the University of Tartu allows him to significantly contribute to the work of the civil collegium of the Supreme Court and the further development of Estonian civil law.

Electoral associations, which are legally partnerships, do not guarantee the implementation of the principle of accountability necessary for the functioning of democracy. The draft stipulates the legal basis for the provision of paid services of environmental data analysis and forecasting by the Environmental Agency (KAUR). The purpose of the change is to reduce the workload of KAUR and the administrative burden of clients. Service provision contracts can be concluded with entrepreneurs interested in the service, on the basis of which the entrepreneur is freed from frequent inquiries.
According to the bill, KAUR can provide an environmental monitoring program related to its core business externally environmental data analysis and forecasting paid services. Such services are special-purpose weather forecasts, forecast models, toll-free forecasters' phone, wind rose preparation, analysis of meteorological and hydrological data, hydrological engineering calculations. Paid services are used by customers who need more specific data due to their personal needs compared to free publicly available services. The collection of such data often requires extensive analysis and preparation of separate forecasts. Paid services are mostly used by media, energy and construction companies and ports.
The upper and lower rates of paid services by type of service and the authorization norm for the Minister of the Environment to establish a specified list of paid services and fee rates are also set.
The explanatory letter states that national environmental monitoring is financed from the state budget, but historically there has been a need for such paid services. For example, last year, 61 customers submitted 267 service orders to KAUR, the amount of own income of which was around 140,000 euros. There are no other providers of meteorological and hydrological services in Estonia, as the services are closely related to large volumes of data. Small target groups in need of these services have already been served by KAUR's predecessors in addition to their main tasks.

According to the draft, the authorization norm for establishing the "procedure for the handling of oil and oil products at sea, Lake Peipsi-Pskov and the Narva River" and organizing the implementation of the Convention will be removed from Section 2 of the Act on Amendments to the Act on the Ratification of the Convention on the Protection of the Marine Environment of the Baltic Sea. Section 2¹ is added as a second unit of articulation, which stipulates the implementation of the Convention in Estonia. According to this, the implementation of the convention is organized in Estonia Ministry of Environment.
