Permits such proposed transfer to become effective immediately if the President certifies to Congress that a state of emergency exists which requires such transfer in the national security interests of the United States.

Provides that counseling offered by the Administrator of Veterans' Affairs to veterans eligible for educational assistance may include assisting any veteran: (1) to select the occupation or training objective suitable to him in terms of his personal circumstances, characteristics, financial resources, dependent responsibilities and other relevant factors; (2) to select the occupation or training objective which will provide him, after he has developed the required job skills, with reasonable opportunities for employment and with job satisfaction; (3) to select the educational institution that will effectively assist him in attaining his educational or vocational objective; and (4) to develop a program of education that will lead to a recognized and predetermined educational, vocational, technical or professional objective within the veteran's period of entitlement. Authorizes specified veterans pursuing full-time programs of institutional training to apply to have their monthly educational assistance allowance accelerated. Stipulates required information to be included in such application. Sets forth criteria to be met in the application for approval of nonaccredited courses.

World War I Pension Act - Establishes a monthly pension for qualified World War I veterans of $135 if unmarried and with no children, or $150 if married and living with or contributing to the support of a spouse or with children. Provides an additional monthly payment of $50 if the veteran is permanently homebound, or $125 if he is in need of regular aid and attendance. Provides that no pension shall be paid to a veteran who has income in excess of $3,000 if unmarried or $4,200 if married. Provides that a veteran entitled to another pension shall receive whichever amount is greater. Establishes for widows of qualified World War I veterans a monthly Pension of $100 if there is no child or $125 if there is one child, with an additional $20 for each additional child. Provides that no pension shall be paid if the total annual income of the widow with children exceeds $3,000 or $4,200 in the case of a widow with children. Establishes a monthly pension for the children of qualified World War I veterans when there is no widow. Sets such pension at $45 for the first child and $18 for each additional child. Requires each pension to be equally distributed among the eligible children and makes any child with an annual income, excluding earned income, in excess of $2,000 ineligible for a pension. Exempts increases in Social Security benefits, railroad retirement annuities or pensions, or Federal government employee annuities from the determination of annual income. Gives priority for hospital care to those veterans receiving a pension under the Act.

Authorizes the Administrator to adjust the amount of supplemental tuition according to changes in the estimation of the national tuition average.

Authorizes the Administrator of Veterans' Affairs to purchase from one or more life insurance companies a policy or policies of mortgage protection life insurance on a group basis for veterans (other than permanently and totally disabled veterans), who are unable to obtain commercial life insurance because of a service-connected disability. Sets forth the maximum amount of insurance under a policy provided under this Act at no more than $30,000. Authorizes the Administrator to deduct insurance premiums from any compensation or other cash benefits payable to veterans by the Veterans' Administration, and to pay such premiums to the insurers. Provides that the United States shall bear all costs of the insurance provided under this Act, except the amount of premium rates. States that any amount of insurance in force under this Act on the date of death of an insured veteran shall be paid only to the holder of the mortgage loan on the veteran's home as a credit toward loan indebtedness. Requires each policy purchased under this Act to provide for the following: (1) reinsurance with other insurers which meet the Administrator's criteria; (2) that the Administrator may discontinue a whole policy, or exclude from issuance to each insured veteran of a certificate setting forth the benefits to which he is entitled; (3) any other provisions necessary to carry out this Act; and (4) an annual accounting to the Administrator of the amount of premiums paid, the total of all mortality and other claim charges incurred, and the amount of the insurer's expenses and risk charges. States that insurance under this Act shall terminate upon whichever first occurs: (1) satisfaction of the veteran's indebtedness under the loan upon which the insurance is based; (2) the veteran's 70th birthday; (3) termination of the veteran's ownership of the property securing the loan; (4) discontinuance of payment of premiums by the veteran; or (5) discontinuance of the entire contract or agreement.

Establishes a new program of mortgage protection life insurance, which includes the following provisions: (1) sets the maximum amount of insurance under a policy provided under this Act to no more than $40,000; and (2) expands eligibility to include any veteran entitled to compensation for (a) permanent and total service-connected disability, or (b) the loss or loss of use of one lower extremity together with residuals of organic disease or injury which so affect the functions of balance or propulsion as to preclude locomotion without resort to a wheelchair, and any veteran who establishes to the satisfaction of the Administrator of Veterans' Affairs that he is unable to obtain commercial life insurance at a standard rate because of his service-connected disability.

Provides that the amount of death compensation, dependency and indemnity compensation, or death pension to which a payee shall shall be entitled for the month in which the death of the individual occurred on which the payment of such compensation or pension is based shall be an amount which bears the same ratio to the amount of such compensation or pension, as the case may be, which would be payable for such entire month, as the number of days in such month after the date on which such death occurred bears to the total number of days in such month.

Revises the method of computing retired or retainer pay for members of the armed forces who later serve on active duty. Stipulates that in the case of an individual who has not been entitled to basic pay for a continuous period of two years such pay shall be increased by any applicable adjustments in such pay due to changes in the Consumer Price Index after the individual initially became entitled to it. Provides that if any cost-of-living increase is made in old-age and survivors insurance benefits payable under title II of the Social Security Act after December 31, 1975, or if any general benefit increase is made under such Act after such date, the Administrator of Veterans' Affairs shall increase specified benefit payments to veterans by the same percentage. Specifies that the following benefits shall be subject to such provision: (1) compensation for both service-connected and non-service connected disability; and (2) dependency and indemnity compensation. Provides that recipients of veterans' pension and compensation shall not have the amount of such pension or compensation reduced because of increases in monthly social security benefits or railroad retirement benefits.
