Petroleum Price Reduction Act This bill requires the President to prohibit exports of crude oil and finished oil products (other than natural gas) whenever the price for crude oil exceeds a specified threshold. The President may waive the prohibition in certain circumstances.

This bill establishes energy efficiency standards for consumer room air cleaners under the Energy Policy and Conservation Act (EPCA). The bill defines consumer room air cleaners as cleaners that (1) are portable or wall-mounted (fixed) units; (2) plug into an electrical outlet; (3) operate with a fan for air circulation; and (4) contain a means to remove, destroy, or deactivate particulates. The bill enumerates energy efficiency standards for air cleaners manufactured on December 31, 2023–December 30, 2025, as well as air cleaners manufactured on or after December 31, 2025. It also prescribes procedures to test the energy efficiency of air cleaners. Energy efficiency labeling requirements apply to air cleaners beginning on December 31, 2023.

National Laboratory Biotechnology Research Act of 2022 This bill directs the Department of Energy (DOE) to establish a National Laboratory Biotechnology Program to integrate the resources of DOE, including the Office of Science, the Office of Intelligence and Counterintelligence, and the National Nuclear Security Administration, to provide research and development and response capabilities to respond to long-term biotechnology threats facing the United States, and any remaining threats posed by COVID-19. The Office of Science shall support research that harnesses the capabilities of the national laboratories to address advanced biological threats of national security significance. The Office of Science shall promote cooperative research and development activities under the program, including collaboration between appropriate industry and academic institutions to promote innovation and the creation of knowledge. No less frequently than biennially, DOE shall develop a strategic research plan under the program.

Maintaining and Enhancing Hydroelectricity and River Restoration Act of 2022 This bill allows a new investment tax credit for 30% of the basis of any hydropower improvement property. The bill defines such property as property that, amount other things (1) adds or improves fish passage at a qualified dam (i.e., a hydroelectric dam licensed by the Federal Energy Regulatory Commission or legally operating without such a license before the enactment of this bill); (2) maintains or improves the quality of the water retained or released by such a dam; (3) promotes downstream sediment transport processes and habitat maintenance for such a dam; (4) removes an obsolete river obstruction; or (5) places into service an approved remote dam (i.e., a hydroelectric dam that services certain communities and does not contribute to atmosphere pollution).

Under the bill, DOE must also enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to examine research pathways for hydrogen production processes with net-zero direct and indirect greenhouse gas emissions.

Energy Security and Lightering Independence Act of 2022 This bill authorizes an alien crewman to obtain a permit to land in the United States for up to 180 days if, during this period, the crewman will perform ship-to-ship liquid cargo transfer operations involving a vessel engaged in foreign trade. Currently, an alien crewman may obtain a permit to land for up to 29 days.

National Drone and Advanced Air Mobility Initiative Act This bill establishes the National Drone and Advanced Air Mobility Initiative within the White House Office of Science and Technology Policy to advance relevant technologies and capabilities related to unmanned aircraft systems (or drones). It also requires the National Aeronautics and Space Administration (NASA), the National Institutes of Standards and Technology, the Department of Energy, and various other federal agencies to support research, development, and related activities concerning drones. Additionally, the bill (1) limits the Federal Aviation Administration's authority to regulate drones that are flown for research purposes and meet conditions to limit risks to other aircraft; and (2) prohibits the purchase or operation of a drone from China, Iran, North Korea, or Russia, except for research to improve U.S. capabilities to counter drones.

LNG For Allies Act This bill revises the approval process for applications to export natural gas. Specifically, the bill expedites the approval process for certain U.S. allies, such as Taiwan and Ukraine. However, the Federal Energy Regulatory Commission may not grant expedited approval for applications to export natural gas to any nation that is (1) designated as a state sponsor of terrorism, or (2) designated by acts of Congress from such expedited approval for reasons of national security.

Nuclear Regulatory Commission Survey Act or the NRC Survey Act This bill requires the inspector general of the Nuclear Regulatory Commission (NRC) to distribute surveys about NRC's efficiency and effectiveness. The inspector general must first draft and distribute an optional and anonymous survey to NRC's employees. If feasible, the inspector general must also draft and distribute a similar survey to stakeholders in the nuclear industry.

Ensuring America's Critical Infrastructure Act This bill expands the definition of critical infrastructure under the Critical Infrastructures Protection Act of 2001 in the USA PATRIOT Act. The term currently means systems and assets, whether physical or virtual, so vital to the United States that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, or national public health or safety. The bill includes certain sectors as part of the existing definition, including communications, dams, emergency services, energy, financial services, food and agriculture, healthcare, information technology, transportation systems, and water and wastewater systems.

Responsive Energy Demand Unlocks Clean Energy Act This bill requires organizations that operate electric grid transmission facilities (e.g., Regional Transmission Organizations or Independent System Operators) to accept bids from certain aggregators, which procure power for groups of electricity customers participating in demand response programs. In demand response programs, end-use electricity customers are typically remunerated for voluntarily decreasing their short-term electrical consumption generally in response to compromised grid reliability or high wholesale electricity prices.

Industrial Efficiency Incentive Act This bill requires the Department of Energy (DOE) to establish the Sustainable Industry Rebate Program to issue rebates to owners or operators of nonpower industrial facilities for purchases of qualified technology (i.e., certain energy efficient technology). Ocean Restoration Research and Development Act of 2022 This bill directs the Department of Energy (DOE) to establish a pilot program for the research and development of ocean replenishment and restoration technologies and techniques that have the potential to achieve regional-to-global scale ocean restoration, enhancement of fisheries, conservation of marine mammals, and emissions reductions. DOE shall prioritize activities that take place in pelagic waters and will not stimulate phytoplankton production that causes or accelerates harmful algal blooms in coastal waters. Pelagic waters means the part of the open sea or ocean other than coastal waters.

Reinvesting In Shoreline Economies and Ecosystems Act of 2022 or the RISEE Act of 2022 This bill expands the amount of revenue generated from leases for energy development on federal land or submerged lands in the Outer Continental Shelf that is shared with certain states and coastal communities. For example, the bill dedicates a percentage of the revenue generated from offshore wind leases for coastal states. Currently, this revenue is deposited in the U.S. Treasury. In addition, the bill increases the amount of revenue generated from offshore oil and gas leases that is shared with states under the Gulf of Mexico Energy Security Act. States must use the funding from the revenue for specified purposes, such as coastal restoration, conservation, or infrastructure.

Breaking Russia's Energy Addicted Kleptocracy and Punishing Uncivil Tyrant Invading Neighbor Act of 2022 or the BREAK PUTIN Act of 2022 This bill requires the President to take steps to sanction entities involved in the purchase of crude oil produced in Russia and to increase the production and refining of crude oil in the United States. Specifically, the bill requires the President to block the U.S. property of (1) any foreign person who knowingly purchased Russian crude oil; or (2) any foreign financial institutions, insurance companies, brokering services, international trading houses, port operators, or shipping companies that facilitated any significant financial transaction for the purchase of Russian crude oil. The bill also directs the President to establish a task force to combat evasion of these sanctions.

Investing in State Energy Act of 2022 This bill revises requirements concerning the distribution of funds under the Weatherization Assistance Program (WAP) and the State Energy Program (SEP) to state agencies and local partners that implement energy initiatives. Under WAP, the Department of Energy (DOE) reduces energy costs for low-income households by increasing the energy efficiency of their homes. Under SEP, DOE supports state energy conservation plans and energy security. This bill requires DOE, upon receiving state or area plans under WAP or SEP, to distribute funds to the recipients of the funding as quickly as practicable. Within 60 days of Congress making the funds available for WAP and SEP, DOE must (1) provide application guidance for financial assistance, and (2) publish the allocation of financial assistance to be provided to states under the programs.

Directing Responsibility to Interior for Leases and Licenses Act or the DRILL Act This bill requires the Department of the Interior to issue permits under the Mineral Leasing Act for all pending applications to drill for oil and gas on public land if the applications are complete and meet the requirements of the National Environmental Policy Act of 1969 and other applicable law. Determination of NEPA Adequacy Streamlining Act This bill requires the Department of Agriculture and the Department of the Interior to use a previously completed environmental assessment or environmental impact statement required under the National Environmental Policy Act of 1969 for a proposed transmission, pipeline, or renewable energy facility project if the proposed project is substantially the same as one addressed in the previous assessment or statement.
