The Government fully shares the observation that the development of storage capacities constitutes an essential lever to support the decarbonization of the economy, promote the integration of renewable energies, and strengthen the resilience of the electricity system. It is also about contributing to France's industrial and energy sovereignty. In this regard, the French strategy is based on an approach open to all relevant technologies. If electrochemical batteries occupy an important place today, other storage solutions also have strong potential depending on the uses, in particular thermal storage, pumped energy transfer stations (STEP), or even technologies based on hydrogen. The Government is working to create a framework favorable to the industrial deployment of these solutions. The work undertaken as part of the 3rd multi-annual energy program (PPE 3) highlights the growing role of flexibilities, including storage, to ensure the balance of the electricity system in a context of strong electrification of uses and the development of renewable energies. PPE 3 constitutes a strong signal in favor of investments in the energy transition. By defining a clear trajectory, coherent and sustainable for the coming years, it offers all stakeholders the essential visibility to plan their projects, mobilize financing and accelerate the deployment of the solutions necessary to achieve decarbonization objectives. Furthermore, the Government is implementing changes to the regulatory framework and market mechanisms aimed at enabling the valorization of services provided by different storage technologies. The implementation of the PPE3 is also based on a research and innovation policy, an essential lever for accelerating and achieving the low-carbon energy transition. The State supports the development of these innovations through several mechanisms. As part of France 2030, calls for projects support research, development and demonstration work relating to technologies for flexibility of energy systems, including storage. Furthermore, the ministry is fully mobilizing European support mechanisms to finance our French projects working on the energy transition and decarbonization. It is notably the first EU Member State to receive subsidies from the innovation fund and the LIFE program - Transition to clean energy. The call for projects “First Usine”, operated by Bpifrance, was renewed. It aims to support projects to establish pilot sites or first industrial production units intended for the marketing of innovative products. Alternative energy storage technologies, more sustainable and more resource-efficient, are among the innovations likely to be supported in this framework. The next round of this call for projects will take place on September 8, 2026 and this system is currently open until April 2027. The Government remains attentive to the emergence of these innovative technologies making it possible to reduce dependence on critical materials, improve the durability of equipment and strengthen national industrial sectors. Innovation support systems will continue to support solutions presenting potential for competitiveness, decarbonization and industrialization on the national territory, in compliance with European rules relating to state aid.

The national energy transition strategy favors the electrification of uses, and in particular that of housing, an approach supported by mature and efficient technologies. In particular, heat pumps benefit from high efficiencies, even in the harshest climates, and constitute an effective and economical solution to reduce heating-related emissions. The plan electrification plan, launched by the Prime Minister in April 2026, is intended to enable this transition throughout the country, including in rural areas, via new or reinforced transition support systems. This orientation is accompanied by ongoing efforts aimed at strengthening the resilience of electricity networks, in particular through the financing of community aid for rural electrification (FACÉ). THE Biopropane is mainly a co-product from the production of biofuels. Currently, it is mainly used in refineries and other industrial applications. A reorientation of its use towards the building sector, through an incorporation mandate for example, could have the effect of shifting the consumption of fossil fuels rather than reducing it, and would raise the question of distribution of a limited biomass resource. Finally, biopropane has a significant production cost. A generalization of its use could thus lead to an increase in costs for households, including the most precarious, without guaranteeing a significant reduction in France's CO2 emissions. The socio-economic benefits of biopropane for rural buildings are therefore not proven.

Offshore wind power constitutes a pillar of France's energy strategy and a major lever for sovereignty, reindustrialization and the fight against climate change. France today has 2 GW of offshore wind power in service, and nearly 5 GW under construction or development. In order to achieve the objectives set out in the third multiannual energy program (PPE 3), the specifications of the tenth call of offers for offshore wind power (AO10) was published on June 12, 2026, for an unprecedented total power of 10 GW, in accordance with the multi-annual energy program. Regarding this call for tenders, the State used all the possibilities offered by the European regulation for a “net zero” industry of June 28, 2024 to promote the localization of the value chain and industrial investments in Europe and France. through eligibility and rating criteria relating to the place of supply of the main components of offshore wind turbines, which will thus make it possible to promote production sites located near future parks. Concerning floating wind power, France has an industrial lead thanks to the support of three pilot farms, the launch of first commercial calls for tenders and the co-financing of the adaptation of port infrastructure to this new industry via a France 2030 call for projects, the results of which were announced on July 30, 2026. This strategy thus makes it possible to build a real value chain in the territory with significant economic benefits for French industrial-port sites. The industrial-port zone of Fos-sur-Mer concentrates industrial activities that consume a lot of energy and is experiencing growing electricity needs, linked in particular to the decarbonization of industrial processes and the development of new projects. More than 6 GW of connection requests have now been identified by 2030. To meet these needs and strengthen the security of the region's electricity supply Provence-Alpes-Côte d'Azur, RTE plans in particular the creation of an air link with two 400,000 volt circuits of approximately 65 kilometers between the substations of Feuillane, in Fos-sur-Mer, and Jonquières-Saint-Vincent, in Gard. As the Government has already indicated to Parliament, the studies carried out have confirmed the need for a new very high voltage axis; different technical solutions, particularly underground, were examined before choosing the current solution. The project is subject to close monitoring by the State, ongoing consultation and support with local authorities, economic players, the agricultural world, associations and residents. After a first public consultation in 2024 and the “Fos-Berre-Provence” public debate organized in 2025, the State began processing the declaration request in May 2026. of public utility filed by RTE. The commissioning of the link is currently estimated for 2029-2030. This strengthening of the network is part of the decarbonization strategy of the Fos-Étang de Berre area more broadly, supported in particular within the framework of France 2030 and the “Low carbon industrial zones” program. This mobilizes several complementary levers: energy efficiency, electrification of processes, low-carbon hydrogen, renewable and recovery energies as well as, where necessary, carbon capture. The energy check is a flat-rate aid from the State aimed at helping low-income households pay their energy bills (electricity gas bill, purchase of heating fuels or payment of energy charges for social housing). In 2024, an IGF/CGEDD/CGE mission studied the new methods of awarding the energy check and recommended basing it on tax information and retaining the sending of a single check per accommodation by associating them with the accommodation's electricity meter number (delivery point number). Thus, from 2025, in order to maintain the sending of a single check per accommodation, the energy check is allocated by crossing the delivery point number of the accommodation, with the reference tax income and the number of people attached to the tax household associated with the tax number of the holder of the supply contract of electricity. In order to maintain maximum automaticity in the sending of the energy check, the list of beneficiaries of the energy check is established by the crossing by the Service and Payment Agency (ASP) of a list of tax data established by the DGFIP with: * the data already in the possession of the ASP (pre-allocations, online payment, automatic activation of associated protections) and those of electricity suppliers; * data from public electricity distribution network managers (GRD). For the 2025 campaign, 3.8 million households have been automatically identified. For the 2026 campaign, thanks to an improvement in the cross-referencing method, 4.5 million beneficiaries were automatically identified. The figures for the 2026 campaign are close to the pre-reform levels of the 2023 and 2024 campaigns (5.5 million). The homes that were not automatically identified could declare their tax number and their delivery point number on an online platform or by mail to request their energy check. For the 2025 campaign, the window was open between October 15, 2025 and February 28, 2026. More than 375,000 checks were issued under this window. For the 2026 campaign, it opened on April 1, 2026 and will close on December 31, 2026.
