Urban Grant University Act

Urban Grant University Act - Amends the Higher Education Act of 1965 to authorize appropriations for, and establish a program of grants to, urban universities for (1) development of urban-oriented educational, research, or service programs; and (2) assistance in carrying out such programs. Establishes a five year comprehensive grant to a university qualifying as an "urban grant university" and establishes criteria for such designation. Creates an Urban University Advisory Council to (1) review, along with the Commissioner of Education, "urban grant university " applications; (2) advise the Commissioner; and (3) make recommendations to the President and to the Congress.

Housing and Community Development Amendments - Title I: Community and Neighborhood Development and Conservation - Amends the Housing Act of 1964 to extend the rehabilitation loan program through fiscal year 1980. Places additional conditions on multifamily property loans assisted under such Act. Amends the Housing and Community Development Act of 1974 to extend the Urban Homesteading program through fiscal year 1979. Changes the requirements for application and eligibility for assistance under the Community Development Block Grant program. Title II: Housing Assistance Programs - Amends the United States Housing Act of 1937 to authorize funds to be appropriated for annual contributions for low-income housing projects through fiscal year 1979. Authorizes the Secretary of Housing and Urban Development to make assistance payments for the upgrading of low-income housing so as to make and keep such housing decent, safe, and sanitary without substantial rehabilitation. Amends the Housing Act of 1959 to set aside a specified amount of the funds appropriated for housing for the handicapped to be made available for loans for the development of rental housing and related facilities specifically designed to meet the needs of handicapped (primarily non-elderly). Public Housing Security Demonstration Act - Directs the Secretary of Housing and Urban Development to implement a demonstration program to provide increased security for public housing projects. Directs the Secretary to survey and report to Congress on crime in public housing projects. Authorizes the Secretary to make rental assistance payments with respect to real property on which is located a mobile home owned by a lower income family and used by such family as its principal residence. Provides supplementary rental assistance for very low-income families. Directs the Secretary to adopt measures which encourage tenant participation in multifamily housing projects. Makes other provisions for management and preservation of HUD-owned multifamily projects. Title III: Program Extensions - Amends the National Housing Act to extend specified Federal Housing Administration insurance programs including the following: (1) housing renovation and modernization; (2) general insurance authorization; (3) housing for moderate income and displaced families; (4) membership in cooperative associations for lower income families; (5) rental housing for low-income families; (6) coinsurance of mortgages; (7) experimental housing; (8) armed services housing; (9) group practice facilities and medical practice facilities; (10) new communities; and (11) crime and riot reinsurance. Permits the Secretary of Housing and Urban Development to insure, on a permanent basis, mortgages and loans with provisions for varying rates of amortization through fiscal year 1979. Extends the Emergency Home Purchase Assistance program through fiscal year 1979. Amends the Housing Act of 1954 to authorize appropriations for comprehensive planning for urban and rural development through fiscal year 1979. Calls for triennial, instead of biennial, review of the comprehensive plans developed by recipients of assistance under such Act. Amends the Housing and Urban Development Act of 1970 to extend research authorizations through fiscal year 1979. Authorizes the Secretary of such Department to conduct demonstrations to determine the feasibility of expanding home ownership opportunities in urban areas including encouraging the conversion of multifamily housing properties to cooperative or condominium ownership by individuals and families. Amends the National Flood Insurance Act to extend the National Flood Insurance program and flood insurance through fiscal year 1980. Amends the National Housing Act to increase the authorization of appropriations for fiscal year 1979 for losses sustained by the General Insurance fund. Amends the National Housing Act to increase: (1) the total amount of purchase authority of the Government National Mortgage Association; and (2) the limits on the amounts of principal obligations of various classes of mortgages which such Association may purchase. Title IV: Congregate Services - Congregate Housing Services Act - Authorizes the Secretary of Housing and Urban Development to enter into contracts with public housing agencies for the establishment of congregate housing projects which are supplemented by supportive services for handicapped and temporarily disabled households. Requires assisted public housing authorities to maintain any financial effort they are making in furtherance of congregate services prior to contract authority approval, unless the Secretary waives such requirement. Amends the United States Housing Act of 1937 to permit the provision of congregate services in existing public housing. Makes provisions for the administration of services and requires assisted public housing agencies to employ elderly and physically disabled residents to the maximum extent practicable. Sets forth application procedures, requirements for eligibility for services, and rules for the setting of fees for congregate services. Directs assisted public housing agencies to review this program with eligible residents and with the professional assessment committee within the 12-month period prior to the submission of an application for renewed funding. Title V: Rural Housing - Amends the Housing Act of 1949 to extend the following housing programs until September 30, 1979: (1) low-income repair loans and grants; (2) low rent housing for domestic farm labor; (3) rural rental housing loans; (4) rural housing loans; and (5) mutual self-help housing loans and grants. Directs the Secretary of Agriculture to conduct a study of housing which is available to migrant farmworkers. Requires that adequate written notification of the reasons for which assistance was denied be given to anyone who has applied for and been denied rural housing assistance. Authorizes the Secretary of Agriculture to provide additional assistance to persons receiving aid for rural housing under the interest credit program who are unable to afford a dwelling. Prescribes the formula for determining the amount of such additional assistance. Provides for the recapture of all or a portion of the assistance rendered upon the disposition or nonoccupancy of the property by the borrower. Directs the Secretary of Agriculture to study the following: (1) the effect of remote encumbrances or claims on persons in rural areas obtaining title insurance; and (2) the implementation of an emergency potable water and sewage program. Title VI: Neighborhood Reinvestment Corporation - Neighborhood Reinvestment CorporationAct - Establishes the National Neighborhood Reinvestment Corporation. Opens all meetings of the Board to public observation unless a Board majority votes to close a specific meeting. Empowers the Corporation to continue the work of the Urban Reinvestment Task Force in establishing neighborhood housing services programs, in providing grants and technical assistance to selected neighborhood preservation projects, and in supporting Neighborhood Housing Services of America. Requires the Corporation, in making grants, to determine reporting and management restrictions or requirements on recipients and to assure that recipients make information necessary to determine compliance with Federal laws available to the Corporation. Authorizes specified Federal departments and Federal banks to provide services to the Corporation with or without reimbursement. Directs the Corporation to publish an annual report to the President and the Congress. Requires an annual audit of the Corporation. Requires the Corporation to prepare annual business-type budgets for submission to the Office of Management and Budget. Requires inclusion of such budget as part of the President's annual budget to Congress. Title VII: Miscellaneous - Amends the National Housing Act to increase the maximum mortgage amounts for multifamily units of the Federal Housing Administration. Authorizes the Secretary to bid on specified properties which are not insured under the National Housing Act at foreclosure sales. Amends the National Housing Act to extend mortgage insurance to nonresident care facilities. Changes the eligibility requirements for condominium mortgage insurance under the National Housing Act. Authorizes the Secretary of Housing and Urban Development to insure loans for the acquisition of fee simple title to residential property from lessors beyond limits established by the National Housing Act, if such property is located in Hawaii. Amends the Department of Housing and Urban Development Act to authorize the establishment of more than one day care facility for the children of employees of such Department. Amends the Housing and Urban Development Act of 1969 to remove certain restrictions on the purchase or lease of surplus real property for use in providing housing for low- and moderate-income families and individuals. States the policy of Congress that in the administration of Federal housing and community development programs, the utmost care should be taken to minimize the displacement of persons from their homes and neighborhoods. Directs the Secretary to develop guidelines for rehabilitation of property. Amends the Federal Home Loan Mortgage Corporation Act to expand the authority of such Corporation. Revises certain disclosure requirements applicable to the sale of real estate under the Interstate Land Sales Full Disclosure Act.

Urban Park and Recreation Recovery Act - Authorizes the Secretary of Housing and Urban Development to establish an urban park and recreation recovery program to provide financial assistance for rehabilitation of recreation areas and facilities in the form of challenge grants to local governments. Sets the requirements for grant eligibility. Directs the Secretary to promulgate funding priority regulations, for processing and approval of grant proposals, which include the use of objective data to measure comparative need for assistance among local governments. Requires regulations to include criteria evaluating the extent to which local governments have demonstrated results in providing equal opportunity housing.

Rural Housing Act - Amends the Housing Act of 1949 to state that foreclosure of any rural housing loan made, insured, or guaranteed under Title V of such Act shall be undertaken only as a last resort. Authorizes and directs the Secretary of Agriculture to conduct specified programs of research, study and analysis of rural housing. Authorizes the Secretary to make expenditures from the Rural Housing Insurance Fund in order to correct construction defects or to pay claims of the owner of property arising from such defects. Makes changes with respect to the Secretary's power to make rules and regulations. Authorizes increases in assistance to specified rural housing programs for fiscal years 1978 and 1979. Extends rural housing loans for elderly and handicapped facilities to include supervisory assistance personnel for congregate housing facilities. Makes it mandatory for the Secretary to provide rural rental assistance. Amends the Housing Act of 1949 to direct the Secretary to withhold assistance for specified programs from any otherwise eligible borrower who fails to incorporate energy conservation features into any structure commenced by such borrower after January 1, 1979.

A bill to increase the authorization for the urban homesteading program under section 810 of the Housing and Community Development Act of 1974, to improve coordination between the urban homesteading program and the rehabilitation loan program, and for other purposes.

Condominium Act

Condominium Act - Title I: Findings and Purposes - States that abuses in the condominium industry have created a need for the establishment of national standards for consumer protection. Title II - Defines the terms used in this Act. Exempts from the terms of this Act condominium projects in which the units are restricted to non-residential uses and projects sold by a governmental agency. Makes any developer or agent liable for any fraudulent acts he commits in connection with a sale or offer to sell a condominium unit. Voids any provision in existing or future leases or management agreements which require owners to reimburse the developer for attorney's fees or money judgments. Grants the purchaser of a unit the right to cancel the sales contract within 15 days after signing the contract or after receiving the disclosure material, whichever is later. Sets forth national standards for consumer protection which must be followed by condominium developers, including: (1) placing any deposit made in connection with a reservation or sale of a unit in a trust or escrow; (2) terminating the right to control the owners association within five years; (3) refraining from displaying any advertising which is inconsistent with the information in the disclosure statement; (4) providing a one year warranty on each unit and a three year warranty on the common elements; and (5) in the case of condominium conversions, giving tenants 120 days' notice to vacate and a 60 day exclusive option to buy. Establishes standards for disclosure by developers of all material circumstances or features affecting their projects. States that this Act does not limit State and local governments from enacting or enforcing laws which do not conflict with the terms of this Act. Allows unit owners to terminate certain contracts which had to be accepted or ratified by the purchasers as a condition of purchase, and were entered into during the period when the developer was in control of the owner's association. Allows owners to seek a judicial determination that any lease or portion thereof is unconscionable if: the lease is for 21 years or contains provisions for automatic renewal for a period of more than 21 years and contains either an automatic rent increase clause or subjects the units to foreclosure for the owner's failure to make payments and contains provisions that shift all obligations and liabilities associated with the maintenance and use of the property to the owners. Provides criminal penalties for violations of the terms of this Act and civil remedies for persons aggrieved by such violations. Makes provisions for the administration of this Act and authorizes the Secretary of Housing and Urban Development to undertake research, education, information, and technical assistance activities designed to protect potential purchasers and owners of condominiums.

A bill to provide that Federal assistance under the Federal Housing Administration will not be denied for housing solely on the basis that such housing is located in an area identified by a Federal agency as an area subject to the highest noise level resulting from the air transportation conducted in connection with the operation of a nearby civilian or military airport, and for other purposes.

Directs the Mayor of the District of Columbia, consistent with an urban renewal plan approved by the Council of the District of Columbia, to transfer all title and interest of the United States to and in specified property in Southwest Washington, D. C. to the District of Columbia Redevelopment Land Agency. Authorizes the Agency, in accordance with the District of Columbia Redevelopment Act of 1945, to lease or sell all or part of the transferred parcel.

A bill to amend title I of the Housing and Community Development Act of 1974 for the purpose of providing rehabilitation grants to metropolitan cities and urban counties.

Authorizes the Secretary of Housing and Urban Development to make urban rehabilitation grants to severely distressed cities and urban counties for the following purposes: (1) to finance the acquisition of real property by private, nonprofit entities for residential rehabilitation; (2) to finance residential rehabilitation through grants, revolving loan funds, mortgage insurance, high-risk mortgage pools, and low interest loans; (3) to make grants to neighborhood groups to carry out residential rehabilitation; and (4) to finance the rehabilitation of publicly owned building when the recipient of the grant participates in such rehabilitation. Directs the Secretary to issue regulations for the purpose of assuring that rehabilitation activities conducted with grants made under this program are primarily moderate rehabilitation activities and that such activities do not displace low- and moderate-income people. Lists information to be included in applications for such grants.

Establishes an Office of Inspector General within each of the Departments of Agriculture, Commerce, Housing and Urban Development, Interior, Labor, and Transportation, the Environmental Protection Agency, and the Community Services, General Services, National Aeronautics and Space, Small Business, and Veterans' Administrations. Makes it the duty of such Offices to direct the auditing and investigation of the programs of the agency in which each such Office is established and to recommend policies to each respective agency to promote the efficiency and economy of and to prevent and detect fraud and abuse in the programs administered by each agency. Directs each such Office to coordinate the relationships between its agency and other Federal agencies, States, and local government agencies in carrying out its mission. Requires each such Office to keep Congress and the head of the respective agency fully informed concerning its activities and findings. Specifies the frequency and content of reports. Transfers to each Office the functions of specified existing audit and investigation offices within the appropriate agencies.

Congregate Services Act

Congregate Services Act - Authorizes the Secretary of Housing and Urban Development to enter into contracts with public housing agencies for the establishment of congregate housing projects which are supplemented by supportive services for frail and physically impaired residents. Requires assisted public housing authorities to maintain any financial effort they were making in furtherance of congregate services prior to contract authority approval, unless the Secretary waives such requirement. Amends the United States Housing Act of 1937 to permit the provision of congregate services in existing public housing. Makes provisions for the administration of services and requires assisted public housing agencies to employ elderly and physically disabled residents to the maximum extent practicable. Sets forth application procedures, requirements for eligibility for services, and rules for the setting of fees for congregate services. Directs assisted public housing agencies to review this program with eligible residents and with the professional assessment committee within the 12 months period prior to the submission of an application for renewed funding.

Veterans' Housing Benefits Act of 1978

Veterans' Housing Improvements Act - Increases from $25,000 to $30,000 the maximum amount of assistance available for specially adapted housing for certain disabled veterans. Makes Vietnam era veterans eligible for home, condominium, and mobile home loans, and for automatic 60 percent guaranteed home loans. Increases the amount of a home loan which may be guaranteed by the Veterans' Administration from $17,000 to $25,000. Revises veterans' mobile home and mobile home lot loans provisions with regard to guarantees and removes the restriction against multiple loan entitlements and the requirement that the Veterans' Administration periodically inspect manufacturers and make onsite inspections to ensure compliance with mobile home standards established by the Administration. Provides a formula for determining the maximum amount available for direct veterans' loans for mobile homes and mobile home lots.

Makes such accounts tax exempt and allows distributions from such an account to be tax free if such distributions are used exclusively for the purchase of a principal residence for the distributee.
