Summary

Authorizes the Martin Luther King, Jr. Federal Holiday Commission to place a time capsule honoring Dr. Martin Luther King, Jr., on Federal land in the District of Columbia. Prohibits the use of Federal funds for the creation or placement of the time capsule. Terminates the authority conferred by this Act if placement of such capsule does not begin within five years of this Act's enactment.
