Condemns any publication or program that lends legitimacy to the Protocols of the Elders of Zion. Expresses the belief that such heinous propaganda, especially in the Arab world, incites popular sentiment against Jews and the State of Israel, rather than promoting religious tolerance and preparing Arab populations for peace with Israel. Commends the Department of State for denouncing the "Horseman Without a Horse" television series. Urges the Government of Egypt and other Arab governments: (1) not to permit their government-controlled television stations to broadcast this program or other racist and untrue material; and (2) to vigorously and publicly condemn anti-Semitism as a form of bigotry.

Expresses the sense of Congress that the Secretary of Agriculture should: (1) reevaluate the conditions under which the conservation reserve program is designated to permit haying and grazing, taking into consideration rainfall, temperature, crop production, partial county designations, State disaster relief criteria, and other relevant factors; and (2) review and promulgate new rules and regulations regarding the appropriate use and availability of haying and grazing on conservation reserve program lands to better reflect the needs of farmers and ranchers in times of disaster.

Expresses the sense of Congress that deployment of U.S. armed forces against Iraq without prior authorization by the United Nations (UN) Security Council and congressional authorization pursuant to a declaration of war would constitute a violation of U.S. obligations under the UN Charter and a violation of Article I, section 8, clause 11 of the U.S. Constitution, respectively.

Expresses the sense of the Senate that the United States should adopt a global strategy with coordinated activities in Latin America, Africa, and Asia to address the short-term humanitarian needs and long-term rural development needs of countries affected by the collapse of coffee prices. States that the President should explore measures to support and complement multilateral efforts to respond to the global coffee crisis. Urges private sector coffee buyers and roasters to work with the United States to find a solution to the crisis which is economically, socially, and environmentally sustainable for all interested parties, and which addresses oversupply in the world coffee market.

Calls on North Korea to: (1) abide by specified articles of the Treaty on the Non-Proliferation of Nuclear Weapons, which it has signed; (2) abide by the U.S.-North Korea Agreed Framework of 1994 by honoring its commitments to freeze its nuclear programs and by allowing the International Atomic Energy Agency (IAEA) to carry out inspections; and (3) comply with specified United Nations resolutions. Calls on the IAEA to report to the United Nations on the status of North Korea's compliance with inspections. Calls on members of the Korean Peninsula Energy Development Organization (KEDO) to suspend construction of the light water reactor in North Korea and shipment of heavy fuel oil to North Korea if the IAEA reports non-compliance by North Korea. Calls on concerned countries to support the suspension of the U.S. commitment under the Framework pending compliance by North Korea with IAEA inspections criteria.

Commends: (1) members of the task force that investigated the October sniper attacks in the Washington, D.C. area and specified others who assisted in that investigation; (2) the unprecedented coordination among local, State, and Federal government in working collectively to capture two alleged snipers; and (3) local officials, especially school principals and teachers, for their role in providing counseling and remaining calm. Declares that Congress expresses its condolences to the families and friends of the ten victims who died and its prayers for the recovery of the three victims who were wounded in the attacks.

Provides that with the approval of the majority leader or the minority leader, specified provisions of law shall apply with respect to the attendance of a Member or Member-elect at a program conducted by the Committee on House Administration for the orientation of new members of the 108th Congress in the same manner as such provisions apply to the attendance of the Member or Member-elect at the organizational caucus or conference.

Congratulates the people and Government of the Republic of Kazakhstan on the 11th anniversary of its independence and the establishment of diplomatic relations with the United States and for its achievements in economic development. Calls upon the Government of Kazakhstan to further carry out democratic reforms. Expresses gratitude for the support and assistance of the people of Kazakhstan in the antiterrorist campaign. Applauds the decision of Kazakhstan's leadership to renounce the deployment of its inherited nuclear weapons. Calls on the President to expand: (1) assistance for environmental rehabilitation programs in Semipalatinsk and the Aral Sea region; and (2) cultural and educational exchange programs with the Central Asian countries, particularly Kazakhstan. Welcomes the agreement with Kazakhstan (the Houston Initiative) aimed at maintaining and developing relations between small and medium sized businesses in the two countries. Recognizes the need to terminate the application of the Jackson-Vanik amendment and provide permanent normal trade relations status to Kazakhstan. Praises President Nazarbayev's initiative to convene the Conference on Interaction and Confidence Building Measures in Asia. Urges further strengthening of strategically important relations between Kazakhstan and the United States.
