Senate GATT Negotiations Observer Group Resolution - Establishes a bipartisan group of Senators to be known as the Senate GATT Negotiations Observer Group to monitor the conclusion of the Uruguay round of GATT (General Agreement on Tariffs and Trade) negotiations. Terminates the Group upon the adjournment sine die of the 103d Congress.

Amends rule XXVI of the Standing Rules of the Senate to require each report accompanying a bill or joint resolution reported by a committee (except those by the Committee on Appropriations) to contain: (1) an evaluation of the financial impact that Federal mandates in the bill or resolution would have on State and local governments; or (2) in lieu of such evaluation, a statement of the reasons why compliance with such requirement is impracticable.

Authorizes: (1) the Committee on the Judiciary to produce documents in United States v. John M. Kent, Sr., et al., except concerning matters for which a privilege is asserted; and (2) the Senate Legal Counsel to represent the Committee, any of its employees, and Senator Biden in connection with the subpoenas in such case.

Amends rule XXIX of the Standing Rules of the Senate to make Senators liable to expulsion and officers and employees of the Senate liable to dismissal and punishment for contempt if such a person discloses the secret or confidential business or proceedings of the Senate, its committees, subcommittees, or offices.

John Heinz Senate Fellowship Program Resolution - Establishes the John Heinz Senate Fellowship Program to: (1) encourage identification and training of new leadership in issues affecting children; and (2) advance development of public policy with respect to such issues. Authorizes the Heinz Family Foundation to select such Senate fellowship participants. Sets forth requirements for such selection process. Authorizes the Secretary of the Senate to appoint and fix the compensation of each eligible participant selected, for a period determined by the Secretary. Limits to two the number of fellowship participants so employed. Directs the Secretary to place eligible participants in positions in the Senate that are, within practical considerations, supportive of the fellowship participants' areas of expertise. Requires that a limited amount of funds to compensate eligible participants for FY 1993 be paid from the Senate contingent fund. Authorizes appropriations.

Expresses the sense of the Congress that each congressional committee that reports legislation which requires employers to provide new employee benefits shall secure an objective analysis of the impact of the legislation on employment and international competitiveness and include such analysis in the committee's report on the legislation.

Expresses the sense of the Congress that the United States should continue negotiations with the Government of Canada and State, provincial, and local governments in the urbanized Cascadia corridor along Interstate 5/Highway 99 from Vancouver, British Columbia, to Eugene, Oregon, to establish a Cascadia Corridor Commission to: (1) act as a forum to coordinate consideration of regional issues in the Cascadia area; (2) develop a strategy for environmentally sound economic development in the region; and (3) submit a plan, developed by the Commission and incorporating such strategy to the Congress, the Canadian Parliament, the legislature of British Columbia, and the State legislatures of Oregon and Washington.

Congratulates the people of Angola on their successful elections of September 29 and 30, 1992. Commends the United Nations, particularly Special Representative Margaret Anstee, and the Governments of Portugal, Russia, and the United States for their efforts to implement the Peace Accords for Angola. Urges all parties to accept the results of these elections and work together to bring about a peaceful, democratic, and prosperous Angola.

Declares that the Environmental Protection Agency (EPA) should modify regulations that implement the Clean Air Act to permit any State in nonattainment to adopt a State Implementation Plan that relies on a selective inspection and maintenance program. States that such program should focus on how best to locate and repair that proportion of the fleet that causes the majority of pollution. Declares that States should adopt the most cost-effective method of locating and fixing gross polluters. States that EPA regulations under such Act should provide that States that opt for a selective program will receive credits that are no less than the actual pollution reduction achieved by such a program and that they may rely on actual data accumulated during the program in determining the reduction achieved. Declares that such regulations should require States to compile information gained through methods of on-road testing and that an individual panel of experts should evaluate such information to report on emission status and trends and the effectiveness of vehicle emission control activities and make recommendations to correct deficiencies and enhance capabilities of EPA's mobile source emission models.

Subjects the accounts and operations of the House of Representatives to an annual financial and performance audit conducted on a fiscal year basis by an independent accounting firm. Requires the Director of Nonlegislative and Financial Services to: (1) use a competitive bidding process to select the firm to conduct the audit; and (2) oversee the firm in conducting such audit.

Expresses the sense of the House of Representatives that: (1) the United States should be on the side of the victims, of democracy, and of independence and freedom with respect to the crisis in the former Yugoslavia; (2) the most constructive role that United Nations (UN) forces can play is on the border of Serbia and Bosnia-Hercegovina; (3) funding for radio broadcasting to Serbia and Montenegro should be authorized for Radio Free Europe through the Board for International Broadcasting; (4) until human rights are completely respected, the current Federal Republic of Yugoslavia should not regain its seat at the UN and Yugoslavia's preferential trade status with the United States should be withdrawn; (5) a war crimes forum should be convened in conjunction with the UN Human Rights Commission and Helsinki Watch and a central office for collecting information on human rights abuses, initiating cases, and pressing charges with respect to the crisis should be established and supported; (6) the actions by Serbia to purposely mislead the United States and the UN by hiding its heavy military weapons from UN inspection teams and by using such weapons against a civilian population should be considered a specific war crime and should be stopped immediately; and (7) the United States should immediately close its embassy in Belgrade and break all diplomatic ties with Serbia and Montenegro, the current Federal Republic of Yugoslavia.

Condemns human rights abuses by the Government of Sudan. Calls upon such Government to cease such abuses. Calls upon: (1) the Sudan Peoples' Liberation Army to end its human rights abuses and interference with relief efforts; and (2) the President to work with United Nations Secretary General Boutros Boutros-Ghali to convene a Security Council meeting to discuss the human rights situation in Sudan and to consider further international means to ameliorate the humanitarian situation.

Expresses the sense of the Congress that: (1) the acquisition by a foreign person of Allison Transmission, a division of General Motors Corporation that is the sole provider of high technology transmissions equipment for the M1 tank program, would threaten to impair the national security; and (2) the President should prohibit such acquisition under the Defense Production Act of 1950.

Urges the President to: (1) express to the United Nations (UN) Security Council that the United States is willing to participate in the deployment of armed UN security guards, to secure emergency relief activities for Somalia and that the exigency of the crisis warrants authorization by the Security Council of the deployment of UN security guards even without an invitation by the various warring factions; (2) encourage discussion of alternative strategies for solving the political crisis in Somalia; (3) support the UN-sponsored relief coordination conference for Somalia scheduled for mid-October 1992; and (4) ensure that adequate U.S. financial support exists for the UN to carry out its mission in Somalia.
