Congratulates the people and Government of Kazakhstan on the tenth anniversary of its independence. Declares that the Senate: (1) welcomes the partnership between such Government and U.S. companies in developing its natural resources in an environmentally sustainable manner; (2) applauds the cooperation between such Government and the United States on national security matters, including the war against terrorism; (3) encourages such Government to continue to make progress toward institutionalizing democracy, respecting human rights, reducing corruption, and implementing broad-based market reforms; and (4) looks forward to further enhancing the economic, political, and national security cooperation between Kazakhstan and the United States.

Expresses the sense of Congress that the President should: (1) negotiate a new base rights agreement with the Government of Panama to permit stationing U.S. forces in Panama and to ensure that the Panama Canal remains open, secure, and neutral; and (2) ensure that U.S. military facilities which could be utilized for stationing such forces are fully maintained and secured if that Government is willing to enter into good faith negotiations for a continued U.S. military presence in Panama.

Expresses the sense of Congress that, in response to the September 11, 2001 terrorist attacks, State and local officials should: (1) designate school nurses as first responders; and (2) remove any legal or regulatory barriers that would impede such nurses in responding medically to a biological or chemical attack.

Authorizes leave without pay status for certain Senate employees (except members or civilian employees of the Capitol Police) who are deemed to be on furlough or leave of absence by reason of service in the uniformed services. Requires treatment of such employees, while placed in that status, as congressional employees and as Federal executive agency employees in a leave without pay status for purposes of the Civil Service Retirement System (CSRS), the Federal Employees Retirement System (FERS), and Federal life and health insurance requirements.

Amends rule XXV of the Standing Rules of the Senate to revise current committee structure by designating the following standing committees of the Senate: (1) National Priorities; (2) Agricultural Policy; (3) Defense Policy; (4) Commercial Policy; (5) Economic Policy; (6) Energy Policy; (7) Environmental Policy; (8) Foreign Policy; (9) Governmental Policy; (10) Judicial Policy; (11) Social Policy; (12) Native American Programs; (13) Senior American Programs; (14) Veteran American Programs; and (15) Entrepreneurial American Programs. Maintains the committees on Rules, Ethics, and Intelligence. Sets forth procedures for making committee assignments. Provides that each standing committee shall be responsible for appropriations legislation.
