Supports the principles of the Addis Ababa Agreement and U.N. Security Council Resolution 1706 (2006) concerning Darfur. Declares that the deployment of a United Nations-African Union peacekeeping force under U.N. command is the minimum acceptable international effort to protect the people of Darfur. Supports strengthening the African Union (AU) peacekeeping mission in Sudan. Calls upon the government of Sudan to: (1) allow implementation of the U.N. support packages as provided for in the Addis Ababa Agreement; and (B) work with the United Nations and the international community to deploy U.N. peacekeepers to Darfur. Calls upon all parties to the conflict to: (1) adhere to the 2004 N'Djamena ceasefire; and (2) respect the neutrality of humanitarian agencies so that relief workers can have access to their beneficiary populations. Urges the President to: (1) continue to work with the international community, including the permanent members of the Security Council, the AU, the European Union (EU), the Arab League, Sudan's trading partners, and the government of Sudan to facilitate deployment of the U.N. peacekeeping force; (2) ensure the ability of any Darfur peacekeeping force to carry out its mandate by providing adequate funding and working with our international partners to provide technical assistance, logistical support, intelligence gathering capabilities, and military assets; (3) work with Security Council members and the international community to develop and impose economic and diplomatic sanctions against the government of Sudan should such government continue to refuse to cooperate with implementation of Resolution 1706 and the Addis Ababa Agreement; and (4) work with Security Council members and the international community to address insecurity in Chad and the Central African Republic.

Supports efforts by the United States and the European Union to fulfill commitments made in recent summits to implement all aspects of the United States-European Union Initiative to Enhance Transatlantic Economic Integration and Growth. Calls upon the leadership of the United States and the European Union to identify and eliminate unnecessary regulatory compliance costs and non-tariff barriers to trade and investment at an accelerated pace. Urges such parties at the 2007 United States-European Union Summit to agree to a target date of 2015 for completing the transatlantic market and a study of existing obstacles to creating a transatlantic market that includes estimates of the costs of existing barriers to trade and investment and a timetable for removing those barriers.

Provides for severance pay to committee and leadership staff of the House of Representatives displaced by a change in majority party status. Requires continuing payment of eligible displaced House staff members, upon application to the Chief Administrative Officer, at his or her respective salary for up to 60 days following separation from employment or until he or she becomes otherwise gainfully employed, whichever is earlier. Declares eligible for such severance pay any individual who: (1) is separated from employment with a House committee or a leadership office solely and directly as a result of a change in the party holding the majority of the membership of the House; and (2) was an employee of the committee or leadership office involved, before separation, for at least 183 days (whether or not service was continuous).

Expresses the sense of the House of Representatives that the President should: (1) instruct the U.S. Ambassador to the People's Republic of China and the U.S. Trade Representative to send a letter of support for the workers' rights and protection provisions of China's "Draft Labor Contract Law" to the government of the People's Republic of China (PRC); and (2) publicly repudiate the efforts of some U.S. corporations to weaken or obstruct the workers' rights and protection provisions of such Law.

Prescribes requirements for affixing permanent or semi-permanent artwork to, or removing it from, the public spaces and committee rooms of the Senate wing of the Capitol and the Senate office buildings. Requires the Senate Commission on Art to recommend the affixation, in an appropriate location, or removal. Requires that at least 25 years have passed since: (1) the death of any subject in a portrait included in the artwork; or (2) the commemorative event that is to be portrayed in it. Requires also that the Senate has passed a Senate resolution approving the Commission's recommendation. Declares that it is the sense of the Senate that the Commission consider specified factors before making an affixation recommendation. Requires the Commission, if a request meets the requirements of this Act, to select the artist and supervise the creation of the artwork and its application to the selected surface.

Expresses the sense of the House of Representatives that: (1) the abolition of modern-day slavery should be a high priority of U.S. foreign and domestic policy and the United States should assume a leadership role in a global campaign to eliminate all forms of modern-day slavery by 2017; (2) U.S. trade, aid, and investment policies of should reflect and advance the U.S. commitment to freedom for all people; (3) the United States should expand protection and legal options for victims of modern-day slavery; (4) the United States should bring together governments, international organizations, nongovernmental organizations, and individuals to form a comprehensive coalition and forge a sustained global action plan to fight modern-day slavery; and (5) the abolition of modern-day slavery should be prioritized at the 2007 Group of 8 (G-8) Summit in Germany.

Condemns Iran's commitment to hold an international Holocaust denial conference in December 2006, and all anti-Semitic statements made by Iranian President Mahmoud Ahmadinejad and other Iranian leaders. Calls on: (1) the United Nations to officially and publicly repudiate all of Iran's anti-Semitic statements made at such conference and hold accountable U.N. member states that encourage or echo such statements; and (2) President George W. Bush to condemn President Ahmadinejad's stated intent to hold an international Holocaust denial conference. Calls on the U.N. Security Council to strengthen its commitment to prevent Iran from possessing nuclear power. Reaffirms the U.S. commitment to prevent a nuclear Iran. Reaffirms the long-standing friendship of the United States and Israel. Vows to never forget the murder of millions in the Holocaust and affirms that such genocide should never happen again.

Expresses condolences to the people of Lebanon and to the members of Lebanon's Cabinet for the terrorist assassination of Industry Minister Pierre Amin Gemayel. Affirms support for the international tribunal to try suspects in the 2005 assassination of former Prime Minister Rafik Hariri. Urges that the perpetrators of Pierre Gemayel's assassination be brought to justice. Expresses concern regarding the increasing polarization of Lebanon's religious sects and calls on the government of Lebanon to pursue electoral reform as a first step in reducing confessional tensions. Recognizes that a regional peace in the Middle East will greatly contribute to Lebanon's long-term security and stability. Designates November 2006 as National Lung Cancer Awareness Month. Reaffirms the Senate's commitment to: (1) advancing lung cancer research and early detection, particularly the Lung Cancer Alliance of Georgia's goal of significantly increasing the 5-year survival rate of individuals diagnosed with lung cancer in the United States to 50% within 10 years; and (2) working with all federal agencies involved in cancer research to develop a coordinated road map for accomplishing that goal.
