Requests: (1) the people of the United States to observe Global Family Day and One Day of Peace and Sharing on January 1, 2010, with activities stressing the need to eradicate violence and poverty and to establish greater fellowship among peace-loving countries and families everywhere; and (2) American businesses, labor organizations, and faith and civic leaders to join in promoting appropriate activities for Americans and in extending appropriate greetings from the families of the United States to families in the rest of the world.

Supports the right of the people of Iran to peacefully express their voices despite repression. Condemns: (1) the human rights abuses and suppression of freedom committed by the government of Iran against Iranian citizens; and (2) the government of Iran for violating the International Covenant on Civil and Political Rights. Welcomes the the Department of State decision to support the free flow of information to Iranian citizens by recommending that the Department of the Treasury's Office of Foreign Assets Control (OFAC) issue a general license that would authorize downloads of free mass market software to Iran. Urges implementation of the Victims of Iranian Censorship Act.

Requests the President, and directs the Secretary of Health and Human Services (HHS), to transmit to the House of Representatives copies of documents, records, or communications in their possession referring or relating to: (1) any agreement by their office relating to specified health care legislation (i.e., H.R. 3200, H.R. 3590, H.R. 3961, H.R. 3962, S. 1679, and S. 1796) entered into on or after January 20, 2009; (2) negotiations relating to such an agreement, including the dates of any meetings and the identities of any parties involved; (3) any such negotiations with the Advanced Medical Technology Association, the American Medical Association, America's Health Insurance Plans, the Pharmaceutical Research and Manufacturers of America, the American Hospital Association, or the Service Employees International Union regarding decreasing the annual health care spending growth rate; or (4) implementation of any such agreement.

Condemns the gross abuses of the rights of Iranian citizens by the government of Islamic Republic of Iran and calls on the government to immediately honor its obligations under its own constitution and International Human Rights Laws. Supports the rights of Iranian citizens to peacefully protest. Urges the government of Iran to release all those peaceful protectors and opposition supporters it has detained, stop the harassment and violent acts against these Iranian citizens committed by security forces and the Basij militias, and bring to justice the government authorities responsible for such unlawful acts of violence.

Expresses the sense of Congress that the President and the Secretaries of State and Defense (DOD) should urge France and the other North Atlantic Treaty Organization (NATO) and European Union (EU) members not to sell major weapons systems or offensive military equipment to the Russian Federation until that country has: (1) withdrawn its troops from Georgia and revoked its recognition as sovereign states of the separatist regions within Georgia; (2) fulfilled its commitments to withdraw its military forces from the Transnistrian region of the Republic of Moldova; (3) ceased actions that violate or threaten the sovereignty and territorial integrity of neighboring states; (4) halted weapons and related technology sales to state sponsors of terrorism; and (5) taken steps to enforce the rule of law and human rights within the Russian Federation.

Expresses the sense of the House of Representatives that: (1) the guidelines of the United States Preventive Services Task Force would not prohibit an insurer from providing coverage for mammography services in addition to those recommended by the Task Force and should not be used by insurers to deny coverage for services that are not recommended on a routine basis; and (2) the National Cancer Institute should continue to invest and provide leadership regarding research to develop more effective breast cancer screening tools and strategies.

(Thus abolishes the procedure for automatic adjustment of the public debt level upon passage of a new concurrent resolution on the budget setting forth an amount different from the amount of the statutory limit on the public debt otherwise in effect for the period covered by the budget resolution.) Redesignates Rule XXIX (General Provisions) as Rule XXVIII.
