Finds that the Islamic State in Iraq and Syria (ISIS), its affiliated organizations, and supporters are parts of an expanding worldwide criminal network. Finds that ISIS and its affiliated organizations maintain publishing and social media networks that seek to attract others to join their efforts and to incite the murder of Christians, Shia and Sunni Muslims, Jews, and any religious believers who refuse to convert to their jihadist ideology. Declares that ISIS and its leaders should be charged with genocide, crimes against humanity, and war crimes. Calls upon: the Department of Justice to investigate and prosecute any U.S. citizens or residents alleged to be perpetrators of or complicit in these crimes; and the Department of the Treasury to investigate and sanction any person, organization, business, or financial institution alleged to be perpetrators of or complicit in these crimes. Calls on the President, the Department of State, and the U.S. Permanent Representative to the United Nations, working through the Security Council and its member states, to provide humanitarian assistance, protect civilians, and help reestablish livelihoods for displaced and persecuted persons in their communities of origin. Calls upon the contracting parties to the United Nations Convention on the Prevention and Punishment of the Crime of Genocide and other similar international agreements to join with the United States to investigate, arrest, and prosecute individual and organizational perpetrators responsible for such crimes. Calls upon the Secretary-General to urge member states to cooperate in an international effort to investigate, try, and prosecute all cases in which the accused have committed such crimes. Appeals to the Cooperation Council for the Arab States of the Gulf to collaborate on establishment of domestic, regional, and hybrid international tribunals with jurisdiction to punish the individuals and organizations responsible for or complicit in such crimes. Commends the governments of the Kurdistan Region of Iraq, Jordan, Lebanon, Turkey, and every other country sheltering individuals fleeing the violence of ISIS.

Expresses condolences for the victims of anti-Muslim hate crimes. Declares that the House of Representatives: confirms its dedication to the rights and dignity of all citizens; denounces the increase of hate speech and hate crimes targeted against mosques, Muslims, or those perceived to be Muslim; and recognizes the positive contributions made by the U.S. Muslim community to U.S. society. Declares that the civil rights and liberties of all U.S. citizens, including Muslims in the United States, should be protected. Urges law enforcement authorities to work to prevent hate crimes and to prosecute the perpetrators of such crimes. Reaffirms the inalienable rights of every citizen to live without fear and intimidation and to practice freedom of faith.

Establishes in the House of Representatives the Select Committee on Oversight of the Joint Comprehensive Plan of Action to conduct comprehensive oversight and investigate compliance of the Joint Comprehensive Plan of Action (JCPOA) and issue annual reports of its findings to the House regarding: all enrichment activities, including relevant limitations pertaining to uranium enrichment levels, centrifuge capacity, and related research and development; all international collaborative partnerships formed and the agreed upon research interests; all uranium stockpile levels, including enrichment levels as well as the amount and price of any excess uranium sold to international buyers; all International Atomic Energy Agency oversight activities relating to the JCPOA, including the effectiveness of relevant inspections into JCPOA tenants; compliance with all enacted international and domestic sanctions, including potential violations of relevant sanctions; all financial transactions including establishment of banking relationships, trade in gold and precious metals, and investment in Iran's oil, gas, and petrochemical sectors; all research and development of missile technology and the acquisition of relevant technology from international partners; and all acquisition of conventional weaponry by the Iranian regime.

Opposes: (1) the European Commission interpretive notice regarding labeling Israeli products and goods manufactured in the West Bank and other areas; and (2) politically motivated acts of boycott, divestment, and sanctions against Israel or Israeli-controlled territory. Calls upon the European Commission, the Council of the European Union, and the European Parliament to oppose boycott, divestment, or sanctions initiatives aimed at singling out Israel, and to refrain from actions counterproductive to resolving the Israeli-Palestinian conflict. Encourages European Union (EU) member states to exert prudence in the implementation of the EU labeling guidelines. Urges the Administration to increase its influence in international forums to oppose boycott, divestment, and sanctions actions against Israel. Supports efforts by U.S. state legislatures to enact measures that oppose such acts against Israel. Reaffirms support for a negotiated two-state solution to the Israeli-Palestinian conflict.

Expresses the sense of the Senate that a protocol, amendment, extension, or other agreement (agreement) relating to the United Nations Framework Convention on Climate Change, entered into force March 21, 1994, shall have no force or effect in the United States and no funds shall be authorized in its support, including for the Green Climate Fund, until it has been submitted to Senate for advice and consent, if the agreement: fulfills mitigation commitments through existing and future regulations that would put our national industries at a disadvantage compared to the industries of developing countries; includes a financial commitment that will not go into effect without subsequent congressional legislation or authorization; represents an agreement to be overseen by an international administrative entity covering a wide range of topics, including mitigation, adaptation, finance, technology transfer, capacity building, transparency, implementation, and compliance; or establishes a mechanism to assess contributions or commitments for future compliance.
