L’article L. 232‑1 du code de l’énergie est complété par un alinéa ainsi rédigé : « La région, sur son territoire, a pour mission de coordonner la mise en œuvre du service public de la performance énergétique de l’habitat. Cette mission inclut notamment la coordination du réseau des guichets d’accompagnement à la rénovation énergétique mentionné à l’article L. 232‑2 du présent code, chargés de proposer un service indépendant d’information et de conseil des maîtres d’ouvrage privés. »
