Avant l’alinéa 1, insérer les quatre alinéas suivants : « I. - L’article L571‑10‑1 du code de l’environnement est ainsi rédigé : «  Art. L. 571-10-1 . – Les entreprises ferroviaires faisant circuler des trains sur le réseau ferré contribuent à la réduction du bruit dans l’environnement, en adaptant notamment les dispositifs de roulage et de freinage de leur matériel roulant.  « Les trains à quai en stationnement doivent avoir leur moteur arrêté, sauf en cas de nécessité.  « Un décret en Conseil d’État précise les modalités d’application du du premier alinéa du présent article. »
