Compléter cet article par les deux alinéas suivants : « III. – L’article L. 541‑26 du code de l’environnement est complété par un alinéa ainsi rédigé : « En cas de recours judiciaire ou administratif à l’encontre d’une installation ou d’une infrastructure dont les activités contribuent aux intérêts fondamentaux de la Nation tels que définis à l’article 410‑1 du code pénal, il est requis une caution dont le montant est égal à deux fois les garanties exigées. »
