I. – Il ne peut être créé, par décret, d’agence, d’opérateur, d’autorité administrative indépendante ni d’instance consultative relevant de l’État. II. – Tout projet de loi ayant pour objet de créer l’une des entités mentionnées au I est assorti d’une étude d’impact démontrant la nécessité de cette création et indiquant les mesures de rationalisation envisagées en contrepartie, dans un objectif de maîtrise de la dépense publique.
