The bill regulates the activities of debt collection companies and related persons, debt buyout financiers, and the activities of debt collection companies are also brought under the control of the Financial Supervision Authority.
In Estonia, debt collection companies deal with the collection of various types of debts and/or the purchase of these claims. However, not all debt collection companies fall under the scope of the bill, but only those that deal with loans from banks or other creditors by collecting the resulting debts or by buying them up. Among other things, in addition to consumer credit, the bill also applies to activities related to debts arising from bank loans granted to entrepreneurs. Therefore, both the title of the draft and the content of the draft define debt collection companies and persons related to them as credit debt collectors.
However, it is known that the majority of debt collection companies established and operating in Estonia deal with the collection of debts arising from credit agreements and therefore, it can be assumed that the law will apply to a larger part of the Estonian debt collection market in the future. However, if a debt collection company deals, for example, only with the collection of fines or maintenance arrears, the bill does not apply to such debt collection company. It is estimated that the bill would apply to about 7-8 debt collection companies operating in Estonia.
According to the bill, debt collection companies must apply for an operating license from the Financial Inspectorate, which is also granted to the Financial Inspectorate the authority to supervise credit collections, including various sanctioning options (from injunctions to misdemeanor proceedings). A minimum capital requirement of 25,000 euros and separate rules on how the credit collection agency must keep funds received from debtors are provided for.
Reliability requirements for managers and owners of credit collections are also provided for, e.g. the requirement that the manager of credit collections cannot be a person who has previously dealt with usury.

The bill transposes into national law Directive (EU) 2019/1937 of the European Parliament and of the Council on the protection of persons reporting violations of EU law (OJ L 305, 26.11.2019, pp. 17–56) (whistleblower protection directive), the purpose of which is the protection of those reporting violations of European Union (EU) law. A minimum framework will be created for accepting notices of violations of requirements arising from European Union law that have been made known through professional activities, to provide follow-up measures and feedback and to protect the whistleblower. The bill establishes the conditions and scope of the protection of whistleblowers from violations that have become known through professional activity, provides for the personal and substantive scope of whistleblower protection, the conditions and scope of receiving protection, and the ways and channels of notification.

The bill supplements § 58, point 14 of the Penal Code (KarS), which stipulates the punishment as an aggravating circumstance for the commission of an offense against a person due to his nationality, race, skin color, gender, disability, language, origin, religion, sexual orientation, political beliefs or property or social status. § 151 of the Criminal Code (incitement to hatred) is also amended, which stipulates that public incitement to hatred is punishable as a crime, to violence or discrimination against a group of persons or a member of a group on the basis of nationality, race, skin color, gender, disability, language, origin, religion, sexual orientation, political beliefs or property or social status in a way that gives grounds to fear an act of violence following the incitement or a significant threat to the safety of society. The purpose of the bill is also to bring Estonian criminal law into line with the law of the European Union (primarily with the 2008 Framework Decision No. 2008/913/JSK, the deadline for transposition was in 2010) and other international obligations in terms of punishing crimes committed with a motive for enmity and incitement to enmity.

The bill envisages changing the content of the institution of marriage, known from family law, in such a way that in the future two natural persons of legal age can enter into marriage, regardless of their gender. In addition to marriage, individuals also have the option of entering into a cohabitation agreement as an alternative. The draft stipulates the provisions necessary for the implementation of the Cohabitation Act, which are currently missing in the legal system, and creates a simplified procedure for the transition from a cohabitation agreement to marriage. With the bill the family law also specifies the regulation of descent, related to the adoption right of same-sex couples.

The President notes in the explanatory letter that the current Auditor General Janar Holm took office by taking the oath of office in front of the Riigikogu on April 9, 2018. Thus, his powers will expire on April 8, 2023. Based on Section 78, Clause 11 of the Constitution of the Republic of Estonia, I propose to appoint Janar Holm as Auditor General for the next five years (2023–2028). Janar Holm, who is still working as a state auditor, has nearly 25 years of management experience.
State Comptroller His time in office, direct and constant communication with the Riigikogu, its committees and the Government of the Republic have given him a very good understanding of the state's functioning and problems. As the head of the National Audit Office, Janar Holm has considered it important to communicate directly with decision-makers and the public at different levels in order to clarify the views of the country's highest audit institution, and has emphasized the need to prevent problems and mitigate risks as effectively as possible.

The bill implements European Union regulations that create the European Travel Information and Authorization System (ETIAS) for third-country nationals who do not require a visa to enter the Schengen area. From now on, the person must apply for a travel permit before the trip. The application is submitted via a website or mobile application, it is checked automatically in the EU information systems, on the watch list and based on the background check rules. If necessary, a request will be sent additional control to the national entity.
A central access point (PPA) and competent authorities with access to ETIAS must be designated nationally. EU regulations also create a framework for the interoperability of EU information systems and a common personal data repository for its implementation. Institutions with the right to query the repository must be designated nationally. The time of implementation of EU regulations is determined by the European Commission. In addition, a basis for migration supervision is created to establish a database and other minor changes are made.

Riigikohtu esimehe Villu Kõve hinnangul on Margit Vutt kogenud ja tunnustatud jurist, kelle senine pikaajaline ning mitmekülgne töökogemus kohtusüsteemis ja Tartu Ülikooli õigusteaduskonna tsiviilõiguse lektorina võimaldab tal oluliselt panustada Riigikohtu tsiviilkolleegiumi töösse ning Eesti tsiviilõiguse edasiarendamisse. Kõve teeb ettepaneku nimetada Vutt Riigikohtu liikmeks alates 17. juulist 2023.

When granting temporary protection, it must be clarified whether these are not people who have left Ukraine illegally. The latter must be denied temporary protection and sent back to Ukraine. Persons who have been granted temporary protection, but who have not had the right to leave Ukraine, must be identified and they must also be returned to Ukraine.

Eelnõuga nähakse ette, et kohalike omavalitsuste valimistel kandideerivad isikud oskaksid eesti keelt vastavalt keeleseaduses sätestatud C1 keeletasemele, mis on vajalik juhtimisega seotud töökohtadel, kus tööülesannete hulka võib kuuluda tegevuste kavandamine ja koordineerimine, samuti nõustamine ning avalike ettekannete, sõnavõttude ja kirjalike tekstide koostamine jne. Nõude kehtestamine on vajalik selleks, et tagada volikogu liikme vajalik keeleoskus osalemiseks volikogu töös, istungitel ja erinevates komisjonides.

Eelnõu seletuskirjas märgitakse, et muudatuste eesmärk on vältida Eesti kujunemist odava tööjõu sissevoolu maaks, kuna see pärsib tehnoloogilist arengut ning surub alla Eesti töötajate palgataset. Teiseks eesmärgiks on Eesti ülikoolide ingliskeelestumise peatamine Eesti maksumaksja kulul ja ülikoolide õppekvaliteedi toetamine, samuti välistamine, et ülikoolid muutuksid nn migratsioonipumbaks ehk hüppelauaks, mille kaudu kolmandate riikide kodanikud saavad võimaluse tulla Euroopa Liitu. Kolmandaks eesmärgiks on täita Eesti põhiseadust, mille kohaselt on Eesti Vabariik loodud selleks, et tagada eesti rahvuse, keele ja kultuuri säilimine läbi aegade. Põhiseaduse täitmist ohustab suuremahuline immigratsioon, mida on vaja mõistlikult reguleerida.

Eelnõu näeb ette suunata tööandjaid kasutama Eesti kohalikku tööjõudu ja välistööjõudu värbama eelkõige töökohtadele, mis nõuavad kõrgelt kvalifitseeritud tööjõudu. Sellel eesmärgil nähakse ette tõsta üldtingimusena VMS-is sätestatud palgakriteeriumi 1,5 kordseks. Real tingimustel kõnealune palgakriteerium ei kohaldu. Eelnõuga eemaldatakse erandite hulgast iduettevõtetes töötamise alusel ning iduettevõtluseks antavad tähtajalised elamisload, kuna sellekohased erandid ei ole vajalikud ning nende alusel elamisloa taotlemine võib järsult suureneda, kui üldtingimusena tõstetakse palgakriteerium 1,5 kordseks.
Eelnõuga korrastatakse õppimise eesmärgil elamisloa taotlemist, välismaalaste õpingute järgset Eestisse elama asumist ning välisüliõpilaste pereliikmete Eestisse asumist ja välisüliõpilastele stipendiumite maksmist.

Eelnõu eesmärk on suunata tööandjaid kasutama Eesti kohalikku tööjõudu ja välistööjõudu värbama eelkõige töökohtadele, mis nõuavad kõrgelt kvalifitseeritud tööjõudu. Sellel eesmärgil tõstetakse üldtingimusena VMS-is sätestatud palgakriteeriumi 1,5 kordseks. Reaal tingimustel kõnealune palgakriteerium ei kohaldu. Käesoleva eelnõuga seda ei muudeta. Teiseks eesmärgiks on korrastada õppimise eesmärgil elamisloa taotlemist, välismaalaste õpingute järgset Eestisse elama asumist ning välisüliõpilaste pereliikmete Eestisse asumist ja välisüliõpilastele stipendiumite maksmist. Korrastamine on vajalik, sest senine praktika demonstreerib, et õpingud lõpetanud välismaalastel on raske Eesti ühiskonda sulanduda ja siin
hakkama saada. Põhjuseks on nii vähene eesti keele oskus kui ka asjaolu, et Eesti kõrgkoolid ei koolita välistudengeid Eesti tööturu vajadustest lähtudes. Peale õpinguid Eestisse elama jäädes satutakse ootustest madalama kvalifikatsiooniga tööle. Võivad tekkida suletud kogukonnad ja paralleelühiskonnad, kus eiratakse riigi kombeid ja tavasid. Lisaks välditakse eelnõuga olukordi, mil Eestisse tulevate välistudengite peamiseks motiiviks ei ole õpingud, vaid Euroopa Liitu elama
asumine.

Eelnõuga reformitakse doktoriõpet selliselt, et doktorandid oleksid alustavad teadlased, kes teevad ülikooli või tööandja juures teadustööd. Lisaks muudetakse riigi tagatud õppelaenu tingimusi õppurite jaoks soodsamaks ja kutsehariduse põhitoetuse määramist paindlikumaks.
Uue regulatsiooniga soovitakse tagada noorteadlaste järelkasv ja luua ettevõtlusdoktorantuur, mis edendab teadusasutuste ja ettevõtete koostööd. Lisaks laienevad doktorantide karjäärivalikud ja senine jäik akadeemiline karjäärimudel muutub mitmekesisemaks ja paindlikumaks.
Doktoriõppe osas tehakse muudatusi, mille tulemusel enamik doktorante on edaspidi ülikoolis, teadus- ja arendusasutuses või ettevõttes lepingulised teadustöötajad, kelle töö põhisisu on teadus- ja arendustegevus doktoritööga seotud valdkonnas kooskõlas doktorandi õppe- ja teadustöö kavaga.
Kujundatakse ümber doktorantide töötingimused ja keskkond, mis võimaldaks selget ja ühetaolist doktoriõppega seonduvate tööülesannete fikseerimist ja tasustamist, et tõsta seeläbi doktoriõppe efektiivsust. Eelnõuga kaotatakse doktoranditoetus ja see asendatakse nooremteaduri töötasuga.
Töölepinguline suhe võimaldab doktorandile tagada sotsiaalsed garantiid, näiteks iga-aastane tasustatud puhkus, võimalus saada haigushüvitist, töötervishoiunõuete kohaldumine.
Muudetakse doktorantuuri läbimise tingimusi. Edaspidi lepitakse täpne doktorandi doktoriõppes viibimise aeg kokku tema õppe- ja teadustöö kavas, mis jääb üldjuhul kolme kuni kaheksa aasta sisse, mis on ka tänane õppimise maksimaalne periood.
Muudetakse riigi tagatud õppelaenuga seonduvat regulatsiooni, et õppelaenu tingimused muutuksid õppuritele soodsamaks. Vähendatakse õppelaenu tagamisel nõutavate käendajate arvu senise kahe asemel ühele. Endiselt jääb kehtima võimalus tagada õppelaenu Eestis asuvale kinnisvarale seatud hüpoteegiga.
Seletuskirjas märgitakse, et eelnõu koostamise ajendas senise doktoriõppe ebaefektiivsus, madal lõpetamiste ja doktorikraadi kaitsmiste määr. OECD riikidega võrreldes oli Eestis 2016. aastal tuhande tööealise inimese kohta keskmiselt kaheksa doktorikraadiga inimest, samal ajal kui OECD keskmine näitaja oli kümme inimest ning Soome näitaja oli 12,6 inimest. Vaatamata doktorikraadi kaitsmiste arvu ja akadeemiliste töötajate osakaalu mõningasele suurenemisele on doktoriõppe lõpetajate arv Eestis endiselt madal ning majanduse struktuuri muutmiseks ja ühiskonna vajaduste täitmiseks ebapiisav.
