Ms. Liliana Tanguy questions the Minister of State, Minister of Ecological and Inclusive Transition, on France's desire to strengthen its actions to reduce air pollution due to maritime transport and to support the extension of a low emissions zone for ships to the entire European coastline. According to the Agency's Transport and Environment Reporting Mechanism (TERM) Annual Report 2017 European Environment Agency (EEA), the international maritime transport sector represents 2.5% of all global CO2 emissions and is among the largest emitters of sulfur and nitrogen oxides, contributing 8% and 15% of global emissions respectively. However, despite the announcement by the International Maritime Organization, in April 2018, of the signing of an agreement aimed at reducing, compared to 2008, by at less 50% CO2 emissions from maritime transport by 2050, the rapid growth of the sector and the fact that it is not covered by the Paris Agreement, calls for complementary preventive actions. France defends the establishment of a low emissions zone for ships in the Mediterranean. Already in place since 2015 in the Channel, the North Sea and the Baltic Sea, these zones require a reduction in sulfur dioxide emissions from ships at 0.1%, instead of 1.5%. What progress has been made in the negotiations concerning the establishment of such a controlled emission zone in the Mediterranean Sea? If such a zone were to be established, would it only concern sulfur or also other pollutants? Does France defend the establishment of a low emissions zone for ships in all waters of the European Union? If a ZEC were to be set up, Would it only concern sulfur or also other pollutants? Mme Liliana Tanguy interroge M. le ministre de l'agriculture et de l'alimentation sur la position défendue par la France face à la proposition faite par la Commission européenne d'attribuer une plus grande marge de manœuvre aux États membres en matière d'attribution des aides de la politique agricole commune (PAC). La Commission européenne a présenté, fin novembre 2017, sa communication sur « l'avenir de l'alimentation et de l'agriculture » (COM (2017) 713 final) qui s'inscrit dans un mouvement de réforme et de simplification de la PAC. La communication prévoit d'attribuer, à compter de 2021, d'avantage de compétences aux états membres en matière de choix et de modalités d'affectation des ressources de la PAC. Cette question de subsidiarité est d'autant plus importante dans un contexte de pression budgétaire pesant sur la PAC. En tant que principal bénéficiaire des ressources de la PAC, elle lui demande quelle est la position défendue par le Gouvernement face à cette proposition de « renationaliser » l'attribution des aides aux agriculteurs. De plus, elle lui demande de quelle manière le Gouvernement souhaite-t-il réagir à la probable diminution des lignes budgétaires allouées à la PAC en conséquence du Brexit, tout en maintenant son engagement, exprimé lors des EGA, à mettre un terme à la paupérisation de la profession agricole en France.

Ms Liliana Tanguy questions the Minister for Europe and Foreign Affairs about the ongoing negotiations aimed at establishing an international agreement on the high seas. On December 24, 2017, the United Nations General Assembly adopted a resolution convening an intergovernmental conference responsible for developing an international instrument relating to the United Nations Convention on the Law of the Sea and relating to the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction. Negotiations for this legally binding international agreement have been launched and concern, in particular, the establishment of marine protected areas. The President of the Republic declared himself in favor of increasing, in France, the share of these areas to 30% by 2022. She asked him about France's desire to raise the same level of ambition at the international level, on the high seas. Another issue concerns the definition of marine genetic resources, their preservation and the management of the benefits linked to them. She asks him what France's position is on this issue which has sparked controversy among the States participating in the negotiations.

Mrs Liliana Tanguy questions the Minister for Europe and Foreign Affairs on France's position vis-à-vis the “EU-China” strategy; A strategic perspective” presented by the European Commission, jointly with the High Representative of the Union for Foreign Affairs and Security Policy, ahead of the next European Council on March 21 and 22, 2019. Ms Liliana Tanguy questions the Minister for Europe and Foreign Affairs on the suspension of the Treaty on Intermediate-Range Nuclear Weapons (INF-FNI). This 1987 treaty, constituting the cornerstone of security in Europe, prohibits the two signatory powers, the United States and Russia, from possessing land-based missiles with a range of between 500 and 5,500 km. Both parties accuse each other of not comply with the text and announced, at the beginning of February 2019, that they wanted to suspend their obligations. This process risks, if no outcome is found within the six-month period provided for by the treaty, of weakening European and global stability and, ultimately, of relaunching an arms race. The Secretary General of NATO announced, Tuesday February 12, 2019, the preparation of “dissuasive measures” to strengthen territorial defense against the threat of new Russian nuclear-capable missiles. She would like to know the French position on these announcements.

Ms Liliana Tanguy questions the Minister of the Economy and Finance on the proposal for a European regulation [COM (2017) 487 final] establishing a framework for the screening of foreign direct investments (FDI) in the European Union. This proposal aims, in particular, to enable better exchange of information likely to “endanger the security and public order” of the Member States of the European Union (EU). GOOD While essential to the economic development of the single market, FDI may also be likely to harm the legitimate interests of the EU and Member States. This risk is particularly high for FDI carried out in strategic sectors and threatening to impact security or public order within the EU. Purchase operations of European port terminals such as that of Zeebrugge in Belgium or Piraeus in Greece by the state-owned Chinese company Cosco Shipping Ports, one of the world's largest maritime transport groups, are illustrations of this. Following the political compromise reached in December 2018 within the Council, the adoption of this proposed regulation will involve, in particular, compliance with the general conditions set out in Article 6 of the proposed regulation by the member states which have a FDI filtering mechanism. These conditions concern in particular deadlines and avenues of appeal. Mrs Liliana Tanguy draws the attention of the Minister of Agriculture and Food to the entry into force, by January 1, 2019, of the landing obligation. Introduced in 2013, this obligation prohibits the discards of certain species at sea and involves the retention on board of non-compliant catches, on the grounds that they are composed of juvenile or unauthorized species. Undeniably leading to an increase consequent volumes of catches to be brought ashore, this “zero discards” policy arouses concern among fishing professionals in France. To meet this obligation, vessels will have to increase their storage capacity or accept that the market value of catches unloaded in ports is lower. However, the possibility of a choke-effect, that is to say the impossibility, with current tools, of carrying out a selective capture in fishing zones where several species with different quotas coexist cannot be ruled out. The fear of fishermen is that the vessels will be forced to stay at the quay so as not to risk catching species for which there is no longer or no quota, even though they still have fishing rights for other species. Professionals would thus be obliged to cope with a drop in profitability of their activities, an increase in sorting time, as well as a deterioration of safety on board. Ms. Liliana Tanguy questions the Minister for Europe and Foreign Affairs about the French position regarding the American desire to tax automobile imports. In addition to the imposition since June 1, 2018 of taxes on imports of steel and aluminum into the United States, the American president plans to introduce customs duties of up to 20%, compared to 2.5% at present, on all cars assembled in Europe and imported to the United States. In its written observations, dated June 29, 2018, addressed to the American Department of Commerce, the European Union takes note of this desire to tax these imports and maintains, as was the case with the tariffs on steel and aluminum, that the investigation concerning the importation of motor vehicles lacks legitimacy, factual basis and violates the rules of international trade law. The European Union adds that the implementation of these restrictive trade measures would not only harm the European market but also American exports, estimating that up to $294 billion in American exports could be subject to trade retaliatory measures from trading partners. German companies would be particularly affected by the application of these restrictive taxes. According to calculations by the Institute for Economic Research, Germany would in fact suffer a loss estimated at 5 billion euros, or 0.16% of its gross domestic product. On July 5, 2018, the German Chancellor Ms. Merkel declared herself “ready” to negotiate a reduction in automobile taxes, on condition of finding “a common European position”. Mme Liliana Tanguy attire l'attention de M. le ministre de l'agriculture et de la souveraineté alimentaire sur les critères d'éligibilité aux aides au titre de la politique agricole commune (PAC). Le décret n° 2022-1755 du 30 décembre 2022 relatif aux aides du plan stratégique national de la politique agricole commune prévoit la définition du statut d'agriculteur actif qui conditionne le bénéfice des aides de la PAC pour la période 2023-2027. Toutefois, ce décret exclut les exploitants ayant plus de 67 ans qui auraient fait valoir leur droit à la retraite quels que soient le régime et l'activité exercée et quel que soit le montant de cette retraite. Ainsi, un agriculteur ayant eu une activité par le passé, en parallèle ou bien antérieurement à son activité d'agriculteur, et qui aurait fait valoir ses droits à la retraite à 67 ans, n'est désormais plus éligible aux aides de la PAC alors même qu'il est toujours à la tête de son exploitation. Nombre d'agriculteurs sont en proie à cette situation, alors même qu'ils sont contraints de poursuivre leur activité agricole afin de compléter leur retraite souvent d'un faible montant et qui, à elle seule, ne permet de vivre décemment. Par ailleurs, la perte des aides de la politique agricole commune entraînement nécessairement une baisse de la valeur de l'exploitation. Aussi, elle souhaite connaître la position du Gouvernement sur ce point et savoir s'il entend adapter ces critères d'éligibilité pour mieux en prendre la situation de ces exploitants.

Ms. Liliana Tanguy draws the attention of the Minister of Higher Education, Research and Innovation to the direction of the attractiveness strategy for international students in French development aid policy. This attractiveness strategy notably provides for the establishment, in 2019, of a seed fund with 5 million euros by the Ministry of Europe and Foreign Affairs. This fund aims to purpose of supporting training projects set up by French and foreign establishments, as part of their international development. The French Development Agency will, for its part, set up a fund of 20 million euros annually to support successful projects. However, among the infrastructures about to see the light of day, none is located within the Western Balkans area, which is not no longer mentioned as a target for future communication campaigns. She questions him on the opportunity to strengthen bilateral educational partnerships with the countries of the Western Balkans, so as to contain the emigration of young people constituting the driving forces of these countries. Mrs Liliana Tanguy questions the Minister of Agriculture and Food on the prospect of a no-deal Brexit which is causing serious concern, in particular among the fishing sector. Even if the withdrawal agreement, which has not yet been adopted, preserves the status quo by the end of 2020, a lack of agreement could, in fact, lead to a sudden, economically dramatic closure of an area essential to the survival of numerous fleets. At the end of September 2019, European agriculture ministers reaffirmed, in Helsinki, their desire to carry out concerted and firm management of the consequences of a no-deal Brexit on the fisheries sector. The European Commission, for its part, presented a proposal to modify the regulation on the sustainable management of external fishing fleets which proposes to extend, in the event of a contingency measure, until 31 December 2020 the possibility of reciprocal access of vessels to the waters of both parties. The MP questions the Minister about the funding compensating temporary stoppages in the absence of an exchange of reciprocal fishing authorizations. She also wishes to know whether the coordination of Member States in the management of fishing grounds postponements gives tangible results. The preparatory documents for a no deal called “ Yellow hammer” explicitly mention the danger that European fishermen will violate British waters on the day they are closed, at the risk of violent clashes. Ms. Liliana Tanguy draws the attention of the Minister, to the Minister of State, Minister for Ecological and Inclusive Transition, responsible for transport, to the saturation of airport traffic and the advisability of implementing a national airport load shedding strategy. The strategic air transport sector contributes significantly to the economic and tourist attractiveness of France. The rapid progression of air transport of passengers in France and the EU is, moreover, one of the most striking characteristics of the development of the transport sector in recent years. Traffic is expected to reach 14.4 million flights in 2035 in Europe, i.e. 50% more than in 2012 and to include more than 145.9 million air passengers in France in 2016 compared to 103 million in 2004. This growth generates overconcentration and saturation of main French airport platforms and consequently, a poor quality of reception at the airports. Paris-Charles de Gaulle airport (128th in the ranking; 138th for Orly) is thus the second busiest airport in Europe and the Île-de-France region recorded, with that of Greater London, the highest number of passengers in the European Union in 2015. These developments have only accentuated the problems linked to pollution, noise pollution and access to infrastructure. It alerts him to the current policy which is limited to strengthening existing airport sites and draws his attention to the advisability of implementing a complementary national airport load shedding strategy. Such a strategy would allow the transfer of passenger flows to (pre)existing relief airports (Colmar, Châteaudun, Carcassonne, Angers), generally underused and drivers of local economic development in the different French territories. Mrs Liliana Tanguy questions the Minister of Agriculture and Food on the measures envisaged to mitigate the negative effects of the United Kingdom's exit from the European Union on the management of maritime and fishery resources, fishing and the marketing of its products. Given the uncertainty surrounding the implementation and progress of "Brexit", local and regional authorities must be supported in protection of economic activity linked to fishing on their coastal territories. However, as part of the negotiations for the next multiannual financial framework (MFF), the European Commission proposed, at the beginning of May 2018, a reduction in the budget devoted to the European Maritime and Fisheries Fund (EMFF) for the period 2021-2027 of which France is, for the current programming period (2014-2020), the second beneficiary country. THE European Committee of the Regions encourages, in a report adopted in mid-May 2018, the increase in the budget devoted to maritime and fisheries policies within the next MFF by providing in particular, an additional envelope for the integrated maritime policy. Ms. Liliana Tanguy draws the attention of the Minister of National Education to the place of the teaching of economic and social sciences within the Baccalaureate reform project. This reform, presented on February 14, 2018, provides for a new organization of teaching with the end of the series in the general route and the introduction of a general route in the first and final years. Furthermore, the reform project recommends the implementation place of a “common culture base”, currently providing for the teaching of seven subjects, and “specialty disciplines”, including economic and social sciences. The teaching of this discipline was introduced into the French educational system, in its current configuration, more than 50 years ago, allowing, alongside the humanities and sciences, to enrich intellectual and student citizenship. Since then, the ES series, of which economic and social sciences are the pivotal discipline, has undeniably participated in the democratization of high school by welcoming, in 2017, more than a third of general baccalaureate holders. This series presents varied social recruitment, benefits from diversified opportunities as well as good success rates in higher education. This discipline being absent from college and teaching compulsory in first and final year, the MP considers that it would be beneficial to grant economic and social sciences a full place in second year class. It is, in fact, essential that tomorrow's students have effective analytical tools in order to be able to understand contemporary societal issues. She suggests that the baccalaureate reform offers the teaching of economic and social sciences in each high school and integrates this discipline into the common core of the general and technological second year class, for a schedule of 3 hours per week.

Mme Liliana Tanguy attire l'attention de M. le ministre d'État, ministre de la transition écologique et solidaire, sur le non-respect par la France de la « directive relative à la qualité de l'air ambiant » en dépassant les valeurs limites d'émission de dioxyde d'azote et particules fines. La pollution de l'air est considérée comme la première cause environnementale de mort prématurée dans le monde. Selon la Commission européenne, cette pollution cause toujours le décès prématuré de près de 400 000 personnes en Europe. En France, plus de 48 000 citoyens meurent chaque année prématurément de maladies respiratoires et cardiovasculaires. Depuis 2008, la Commission a engagé plusieurs procédures d'infraction à l'encontre d'États membres, dont la France, qui a fait en 2015 et en 2017 l'objet d'un avis motivé pour non-respect des valeurs limites. En 2017, elle avait, par ailleurs, proposé aux États concernés, un plan d'action les aidant à faire respecter les règles de prévention de la pollution et des atteintes à l'environnement. Après le sommet ministériel du 30 janvier 2018 à Bruxelles, elle lui demande en conséquence quelles mesures seront prises par le Gouvernement afin de réduire les émissions polluantes et de garantir une bonne qualité de l'air aux Français.

Mme Liliana Tanguy attire l'attention de M. le ministre d'État, ministre de la transition écologique et solidaire, sur le non-respect des plafonds d'épandage contenus dans directive Nitrate (91/676/CEE) entraînant des conséquences environnementales et une déstabilisation du marché laitier européen. Depuis 2005, une dérogation au plafond d'épandage est obtenue par certains États membres dont les Pays-Bas. Cette dérogation est conditionnée au respect d'un plafond de phosphate, soit de 172,9 millions de kg incluant un plafond de cheptel laitier de 84,9 millions de kg. Ces dernières années, la politique néerlandaise de gestion des effluents d'élevage a été confrontée à de nombreux problèmes. Début 2018, un système de fraude a ainsi été dévoilé impliquant la falsification, par de nombreux agriculteurs, du nombre de vaches ayant mis bas, des volumes de lisier épandues, mais également des déclarations de surfaces d'exploitation supérieures à la réalité. Ces constats vont à l'encontre des engagements environnementaux souscrits par les Pays-Bas et contribuent, en raison d'une surproduction illégale de lait, à déstabiliser le marché laitier européen. Les agriculteurs français s'inquiètent de ce non-respect des règles européennes, engendrant une distorsion de concurrence et une rupture d'égalité entre agriculteurs. Des négociations concernant la prolongation de la dérogation néerlandaise à la directive Nitrate sont en cours. L'adoption de la décision sur un éventuel renouvellement, par la Commission européenne, devait être rendue publique le jeudi 31 mai 2018. Il semblerait qu'un compromis ait été trouvé sur un renouvellement de la dérogation pour une durée de deux ans, conditionné à la mise en place d'une « stratégie de mise en application renforcée » de contrôle. Elle l'interroge sur la position défendue par la France dans le cadre de ces négociations.
