Un point particulièrement préoccupant a été évoqué : l'absence de dispositifs permettant l'enregistrement vidéo dans les cellules de garde à vue. He questions him about the correlation between the continued decline in the distribution of certain titles and the significant increase in public aid from which they benefit. For example, the newspapers L'Aisne Nouvelle and L'Union/L'Ardennais illustrate this situation. In 2015, according to ministry figures, L'Aisne Nouvelle distributed 3,457,315 copies and received 41,894 euros in public aid. In 2023, despite a drop in circulation to 2,600,927 copies, subsidies were multiplied by more than five to reach 221,490 euros. For their part, L'Union and L'Ardennais saw their cumulative circulation drop from 29,186,393 copies in 2015 to 22,119,081 copies in 2023, while the public aid allocated to them has tripled, from 378,439 euros to 1,082,385 euros. These figures show a growing gap between readers' interest in these newspapers and the subsidies they receive. Although this aid aims to support the pluralism of the local press, it is legitimate to question the adequacy of these subsidies with the evolution of readers' expectations and the capacity of these titles to offer pluralistic and quality information, essential in democracy. Mr. José Beaurain alerts the Minister of Ecological Transition and Territorial Cohesion of anti-democratic practices taking place in the fifth constituency of Aisne, as well as possible risks of reprisals against mayors of several municipalities in the department. Indeed, at the initiative of seventeen municipalities in the fifth district of Aisne, a charter was signed by the mayors of the latter leading to a citizen consultation on Sunday April 2, 2023 regarding the installation of wind turbines in the southern Aisne region. This democratic consultation, garnering 43% participation among the voters of the seventeen municipalities in question, saw the “No” win by 87.62% by sovereign decision of the people. However, and despite this act of local democracy chosen by the mayors of these seventeen municipalities, the prefecture of Aisne opposes, through its prefect, the result of this ballot. From the day before the vote until its counting, pressure from the prefecture was exerted on certain mayors so that it would not take place. How can we conceive that at a time when many fellow citizens are moving away from the polls and where local elected officials are mistreated on a daily basis, that such democratic initiatives are hampered and prevented by the representation of the State in the territories? Politics cannot be done against the people but by them and for them.
