Ms. Marina Ferrari draws the attention of the Minister of Ecological Transition and Territorial Cohesion to the implementation of the extended producer responsibility (EPR) sector for construction products and materials in the building sector (PMCB). The establishment of the REP PMCB sector, provided for by the law of February 10, 2020 relating to the fight against waste and the circular economy, was initially scheduled for January 1, 2023. Due to numerous technical difficulties, the deployment of the sector was delayed until May 1, 2023. However, to date, representatives of building professionals and the wood sector have reported a large number of malfunctions. Concerning the wood sector, the notice relating to the scope of application of the REP PMCB published in the Official Journal of December 10, 2022 states that manufacturers of the first transformation (sawyers, slicers, wood peelers) must pay the eco-contribution, going against the initial idea of the PMCB REP. Furthermore, it is expected that the amount of this eco-contribution - which in 2023 was six times higher for wood compared to concrete - will gradually increase by 2027. In addition, there is also an absence of control and sanction towards companies which are not affiliated to any eco-organization, while imported products are not subject to the eco-contribution. All these reasons contribute to the erosion of the competitiveness of the timber sector, while the latter plays a key role in the country's ecological transition. Concerning the construction sector, the network of collection points in the territory is incomplete and its implementation has fallen behind schedule, making access to the collection and deposit of waste impossible in certain areas. In addition, not all approved collection points accept all types of waste, even sorted. In practice, Baha'is are expelled from public service and universities, cannot assemble and practice their worship and are subject to arbitrary arrests. Ms. Marina Ferrari questions the Minister of Health and Prevention on the cost of anticancer drugs and on their unit dispensation (DAU). According to the health insurance report on the evolution of costs and products for 2024, the treatment of cancers represented a cost of 22.6 billion euros to health insurance in 2021. In addition, among all pathologies, the largest increase between 2015 and 2021 is observed on the treatment of cancers (+7.2 billion euros). This increase is largely due to the reimbursement of anticancer drugs. Although the national agreement of dispensing pharmacists, which came into force on May 7, 2022, encourages in particular the DAU of medicines, anticancer treatments are not subject to such dispensation, which generates difficulties in managing the medicines for the patients themselves or the healthcare establishments on which they depend, with waste which results in unnecessary public expenditure. Furthermore, the construction of the price of these treatments raises questions and risks jeopardizing the budgetary sustainability of the French health insurance system. The implementation of this project raises questions about the evolution of the missions of land surveyors and the sustainability of their profession. Given the current tensions on the electricity markets, these Companies benefit from unprecedented one-off support from the Government in order to reduce their costs and preserve their competitiveness. Furthermore, having a very significant weight for the French economy, electro-intensive and hyper-electro-intensive companies are also supported through various measures such as the promotion of consumption flexibility, the reduction in tariffs for the use of public electricity networks or compensation for the costs of the community system of carbon quotas incorporated in the price of electricity. Despite the latest decisions to increase the ceiling quota, regulated access to historic nuclear electricity as well as the above-mentioned measures do not constitute a lasting solution for the survival of electro-intensive and hyper-electro-intensive companies. In addition, some hyper-electro-intensive companies benefit from the provisions of article 8 of Law No. 46-628 of April 8, 1946 on the nationalization of electricity and gas, but these provisions expire on December 31, 2022. Finally, the competitiveness of these companies - which operate in a competitive global market - remains strongly subject to the variation in electricity prices on the wholesale markets, while they need a supply between 20 and 30 euros/MWh delivered to the terminals of their factories, transport and taxes included, before flexibility, with a minimum visibility of 15 years. This long-term visibility is necessary for manufacturers to continue to stimulate employment in the territories (hyper-electro-intensive industries represent 50,000 direct and indirect jobs; 50% of hyper-electro-intensive sites are located in the Department of Savoie and neighboring departments), but also to avoid disruptions in the global value chains of which they are upstream. Given the nature of the issues, the Government launched, during an interministerial round table with electro-intensive manufacturers, a working group on long-term contracts led by Philippe Darmayan from January to June 2022. The report submitted to the Government aims to identify possible contractual formulas for the future. To date, the question still arises of the operational suites that the Government will propose to electro-intensive and hyper-electro-intensive industries. In order to develop the collection and recovery of the 46 million tonnes of waste produced by the building sector, article L. 541-10-9 of the construction code environment, introduced by law no. 2020-105 of February 10, 2020 relating to the fight against waste and the circular economy, provided for the establishment of a new extended producer responsibility sector, commonly called “REP”, for construction products and materials in the building sector. Its implementation planned for January 1, 2023 nevertheless seems to raise difficulties. Indeed, in less than a month, the “marketers”, i.e. manufacturers of construction products or materials, will have to ensure that waste from construction products and materials in the building sector will be collected and treated to establish a true circular economy. In practice, construction companies should therefore, within less than a month, update their quotes by including an eco-contribution. Néanmoins, des douleurs lourdes peuvent apparaître suite à l'opération, nécessitant le retrait de celle-ci. Les médecins français capables de réaliser cet acte médical étant très peu nombreux, un bon nombre de patientes font appel aux services de médecins à l'étranger, où l'opération de retrait se déroule avec succès mais à un coût élevé. Elle le sollicite pour connaître ses intentions concernant une éventuelle prise en charge de ces frais médicaux par la sécurité sociale en raison de la difficulté d'effectuer l'opération en France.
