M. Auguste Evrard attire l'attention de M. le ministre délégué auprès du ministre de l'économie, des finances et de la souveraineté industrielle, énergétique et numérique, chargé de l'industrie, sur la situation des sites FORVIA implantés dans le Pas-de-Calais et plus largement sur les causes profondes de la crise qui frappe aujourd'hui la sous-traitance automobile française dans les territoires industriels. Le site d'Auchel emploie 94 salariés en contrat à durée indéterminée. Son niveau d'activité est aujourd'hui inférieur à ses capacités réelles et aucune perspective claire n'a été portée à la connaissance des salariés ni des élus locaux. Le groupe FORVIA est par ailleurs présent dans le département sur un second site, à Hénin-Beaumont, qui se trouve exposé aux mêmes incertitudes. C'est donc the whole of l'empreinte industrielle du groupe dans le Pas-de-Calais qui est aujourd'hui menacée. Cette situation intervient alors que FORVIA, issu du rapprochement entre Faurecia et l'équipementier allemand Hella, conduit depuis plusieurs années une restructuration de grande ampleur à l'échelle européenne, comprenant des cessions d'activités significatives et un plan de réduction des effectifs de 10 000 postes d'ici 2028, dont plus de 6 000 ont déjà été réalisées. Dans ce contexte, le maintien des sites du Pas-de-Calais ne peut être considéré comme acquis et l'absence d'engagement visible des pouvoirs publics sur ce dossier est préoccupante. Ces sites ne sauraient être réduits à leurs seuls effectifs. Ils constituent des points d'ancrage essentiels de l'industrie manufacturière dans des bassins d'emploi que plusieurs décennies de mutations économiques ont profondément fragilisés. Le Pas-de-Calais est l'un des départements français où le poids de la désindustrialisation a été le plus lourd. Chaque fermeture de site industriel entraîne des conséquences en chaîne sur les sous-traitants locaux, le commerce de proximité, les services publics et les finances des collectivités. La fragilisation simultanée des deux sites FORVIA du département aggraverait durablement des équilibres territoriaux déjà précaires, dans des zones où la capacité d'absorption du marché du travail est structurellement limitée. La crise que traverse la sous-traitance automobile française n'est pas conjoncturelle. Elle procède pour une large part de choix réglementaires dont les conséquences industrielles et sociales n'ont pas été suffisamment anticipées. En fixant une trajectoire d'interdiction totale de la vente de véhicules neufs à motorisation thermique à horizon 2035, la réglementation européenne a conduit les équipementiers à anticiper la disparition de pans entiers de leur activité. Les sous-traitants spécialisés dans des composants liés à la motorisation thermique ont ainsi été contraints d'engager des restructurations dont ils n'étaient pas responsables, sans que les pouvoirs publics ne mettent en place les outils nécessaires pour accompagner cette transition sur les territoires concernés. La Commission européenne a elle-même reconnu, en décembre 2025, le caractère excessivement rigide de cet objectif initial, en révisant les normes d'émission imposées aux constructeurs pour 2035 et en ouvrant la voie à une plus grande diversité technologique. Cette révision tardive confirme que les territoires industriels ont supporté pendant plusieurs années le coût d'une politique dont la soutenabilité n'avait pas été sérieusement évaluée. Les restructurations déjà engagées, les investissements abandonnés et les compétences perdues ne se reconstituent pas par le seul fait d'un ajustement réglementaire. Des mesures concrètes de réparation et d'accompagnement sont désormais nécessaires. À cette responsabilité réglementaire s'ajoute l'absence de réponse efficace à une concurrence extérieure structurellement déloyale. Des producteurs étrangers, bénéficiant de soutiens publics massifs de leurs États respectifs, accèdent au marché européen dans des conditions tarifaires que l'industrie européenne ne peut atteindre à coûts réglementaires et sociaux comparables. Cette situation a mécaniquement accentué la pression exercée par les constructeurs automobiles sur leurs fournisseurs, réduisant les marges des sous-traitants et leur capacité à maintenir leur outil industriel et leurs effectifs. L'industrie française a ainsi subi simultanément le durcissement des normes et l'affaiblissement de sa position concurrentielle, sans que les pouvoirs publics n'aient mis en place de protection commerciale ou de politique industrielle à la hauteur de ces deux pressions conjuguées. Dans ce contexte et sans attendre les conclusions d'une politique industrielle de long terme qui ne saurait bénéficier aux salariés dont l'emploi est menacé dès aujourd'hui, il lui demande quelles démarches le Gouvernement a engagées ou entend engager auprès de la direction du groupe FORVIA pour obtenir des garanties concrètes sur le maintien de l'activité et des emplois des sites d'Auchel et d'Hénin-Beaumont; quels dispositifs d'accompagnement spécifiques (soutien aux sous-traitants en difficulté, formations adaptées aux réalités économiques locales, parcours de reconversion pour les salariés concernés) le Gouvernement entend déployer dans les bassins d'emploi du Pas-de-Calais affectés par la crise de la filière automobile; comment il entend tirer les conséquences concrètes, dans la politique industrielle nationale, de l'assouplissement européen de décembre 2025, afin que les sous-traitants qui ont anticipé un calendrier que la Commission elle-même a depuis reconnu comme intenable ne soient pas les seuls à en avoir supporté le coût; et quelles positions le Gouvernement défend au niveau européen pour que la transition de la filière automobile s'opère dans le respect des équilibres industriels et sociaux des territoires, notamment par l'instauration d'une préférence européenne effective dans les commandes publiques et par des mécanismes de protection commerciale opposables aux importations bénéficiant de subventions publiques étrangères.

Mr. Auguste Evrard alerts the Minister of National Education about the class closures planned in Pas-de-Calais for the start of the 2026 school year. After 59 job cuts and 136 class closures for the start of the 2025 school year, the department is facing a new bleeding: 127 class closures for only 28 definitive openings and 10 provisional openings, for a net balance of 89 classes deleted, in a territory where the indicators educational and social are already among the most degraded in the country. Parents of students and union organizations, who have increased alerts and mobilizations for several weeks, are raising legitimate and converging concerns: overcrowded classes in prospect, inclusion of students with disabilities made more difficult due to lack of sufficient staff, imposed groupings which lengthen the travel and disorganize the lives of families and a purely accounting logic which treats the demographic decline as an opportunity for savings rather than as a chance to finally improve teaching conditions. The department educates proportionally more students with disabilities than the national average and yet this is where the State chooses to eliminate classes, making each closure all the more serious consequences for the most vulnerable students. The worrying demographic decline could nevertheless have been used to reduce class sizes, among the highest in Europe, and to strengthen the supervision of students with special needs. The Government made the opposite choice, to the detriment of the territories which most need the schools of the Republic. He asks him what concrete measures he intends to take to stop these cuts, guarantee the sustainability of rural schools and priority education establishments in the district, ensure a staffing rate commensurate with the specific needs of Pas-de-Calais and to specify according to which criteria the demographic decline is used to justify closures rather than to improve schooling conditions.

Mr. Auguste Evrard alerts the Minister of Labor and Solidarity on the social consequences of the judicial recovery of ARC France, pronounced on January 7, 2026 by the Lille commercial court and on the capacity of public support systems to respond to the scale of the job cuts envisaged in the Audomarois catchment area. The sole takeover offer submitted for examination by the court on March 10, 2026 would provide, according to available information, several hundred layoffs as well as a significant volume of early retirements and voluntary departures. On a site employing around 3,500 employees, a workforce which itself represents less than a quarter of the jobs on the site at the start of the 2000s, located in a town of nearly 10,000 inhabitants and a living area of more than 116,000 inhabitants whose economy is historically and structurally backed by the glassmaking activity, the effect of such a restructuring would be profound and lasting. In Pas-de-Calais, where large industrial establishments structure the economic and social balance of the territories, each massive job loss has chain consequences on subcontractors, local businesses, local public services and community finances. Mr. Auguste Evrard questions the Minister Delegate to the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty, responsible for industry, on the consequences of the judicial recovery of ARC France, pronounced on January 7, 2026 by the Lille commercial court and on the major industrial and territorial consequences that it entails for the survival of the national industrial fabric. Located in Arques in the Pas-de-Calais for almost two centuries, ARC France constitutes one of the most important industrial sites in the country and one of the last large integrated European glass centers. In this territory, historically shaped by mining, steelmaking and processing industries, the Arques site represents much more than an industrial establishment: it is a structuring pillar of employment, professional training, local subcontracting and the productive identity of an entire living area. Despite more than 200 million euros in public aid mobilized since 2019, the company has not been able to absorb the rapid deterioration of its market environment. The group indicates that the tableware sector has declined by 15 to 20% in 2025, in a context of imports offered at prices four to five times lower than French production costs. This situation highlights the particular vulnerability of energy-intensive industries, faced with massive differences in production costs and standards with certain third countries. The examination of the sole takeover offer from ARC France announced on March 10, 2026 directly involves the future of thousands of industrial jobs in a department whose unemployment rate remains structurally higher than the national average and where the possibilities of heavy industrial reconversion are limited. Mr. Auguste Evrard alerts the Minister of the Interior to the shortcomings in the legal framework surrounding driving under the influence of nitrous oxide, a recent and rapidly growing phenomenon, the consequences of which raise significant road safety issues. On November 1, 2025, a 19-year-old young man from Arques in Pas-de-Calais was fatally struck in Lille by a 31-year-old motorist who refused to obey a police check. The driver, already known to the services for traffic offences, had consumed nitrous oxide at the time of the events, as established by the judicial investigation. This tragedy reflects a particularly worrying situation. The national medicines safety agency has recorded, in France, nearly 1,500 cases of adverse effects linked to the consumption of nitrous oxide between 2012 and 2021, a significant proportion of which associated with driving situations. The network of addictovigilance centers indicates that the number of cases evaluated has increased tenfold in recent years, with a continued increase in serious cases. According to the French observatory of drugs and addictive tendencies, 14% of 18-24 year olds declared in 2022 to have already experimented with this substance. The Hauts-de-France region is particularly affected: the regional addictovigilance center recorded 120 cases of serious complications in 2023, compared to 99 in 2022. Despite the law of June 1, 2021 prohibiting in particular the sale to minors and in drinking establishments, as well as the legislative proposals adopted at first reading in 2025 aimed at restricting its availability to professional uses only, the highway code does not currently provide for any independent offense of driving under the influence of nitrous oxide. The law on the road homicide of July 2025, although authorizing an aggravating circumstance in the event of a fatal accident, does not allow preventive sanctioning of this conduct. This substance is not classified as a narcotic, is not subject to any rapid screening test due to its very rapid dissipation in the body and does not, as it stands, fall under the definition of psychoactive substances provided for in Article L. 235-1 of the Code of road. Therefore, even when a fatal accident occurs and the consumption of nitrous oxide is the only cause, no independent offense can be upheld. The police only have the possibility of issuing a fine for failure to control the vehicle, a sanction limited to a second class fine. Health professionals, particularly at Lille University Hospital, emphasize that the identification of blood biomarkers reliable would require specific funding which is currently not available, even though screening systems exist in the United Kingdom and the Netherlands. He also notes that several parliamentarians have already questioned the Ministry of the Interior on this subject, without a response having yet been provided until now. Mr. Auguste Evrard draws the attention of the Minister of State, Minister of the Interior, to the worrying situation in the Longuenesse penitentiary center and, more broadly, to the difficulties encountered in French penitentiary establishments. The Longuenesse penitentiary center is experiencing insufficient staffing and prison overcrowding which affects both the working conditions of staff and the security of the establishment. According to the data communicated, the theoretical workforce of the establishment is 177 supervisors, but only 158 agents are currently in post, while 19 positions remain vacant. Three additional agents are also made available, further reducing the resources available to ensure continuity and quality of service. The prison density is particularly high there, with 861 prisoners for one operational capacity of 738 places. The remand center, designed for 193 places, accommodates 354, representing a prison density of 183.4%, while the detention center is approaching its maximum capacity with 387 inmates for 399 places. This capacity overrun complicates the care of detainees and increases tensions within the establishment. The prison population also has characteristics that make it more complex daily management: around 50% of prisoners are incarcerated for acts of domestic violence and almost a quarter are of foreign nationality. These factors, combined with detention conditions, contribute to the increase in incidents and violence against staff. As such, 322 insults and threats as well as 66 physical attacks were recorded during the year 2024. These local difficulties are part of a national context marked by an increase in acts of violence targeting prison establishments and their staff, such as attacks, fires or damage committed outside prison premises. In this context, he asks what measures the Government intends to implement to address the shortage of staff, improve the working conditions of prison guards, fight against prison overcrowding and strengthen security within establishments.

Already heavily affected by successive episodes of flooding during the winter of 2023-2024, having affected more than 540,000 people and causing 262 million euros in public expenditure, the department is now faced with increasingly frequent episodes of heat; in June 2025, for example, it experienced high temperatures and a change to yellow alert for violent thunderstorms. These extreme events are part of a context of structural climate vulnerability. This observation highlights the need for an accelerated transformation of infrastructure and buildings, which are currently insufficiently adapted to climate change. Dry rot is a formidable wood-eating fungus, which makes housing uninhabitable, causes high costs and threatens health with allergies, respiratory irritations, and even lung problems, particularly in vulnerable people. Despite the law on access to housing and renovated urban planning (Alur) of 2014, the reporting obligation remains unapplied. Town halls do not transmit cases to prefectures, preventing any official decree and any coordinated action. Thus, the Pas-de-Calais department, although one of the most affected, is not mapped as infected. However, systematic reporting would make it possible to precisely identify the affected areas, to establish a reliable mapping. Mr. Auguste Evrard questions the Minister of Ecological Transition, Biodiversity, Forests, Sea and Fisheries on the fate of non-dangerous but non-inert sediments extracted during post-flood cleaning in the Pas-de-Calais department. Following the floods of 2023 and 2024, Voies navigables de France (VNF) carried out emergency cleaning operations, resulting in the extraction of approximately 83,000 m3 of sediment from the canals and waterways in the region. Although these materials are not classified as dangerous, their non-inert nature strongly limits their reuse. Today, these sediments are mainly used to backfill quarries or, for lack of a local solution, sent abroad, notably to Belgium. This situation raises questions, while several regional initiatives have demonstrated their potential. The Sedimaterials program, launched in 2009, led to the creation of the ECOSED standard to regulate the reuse of sediments. In 2018, VNF produced sedimented concrete with performances comparable to those of conventional 30 MPa concrete. Why are these sediments still not used, even though their potential is well established? The main obstacle therefore remains legal, in particular the maintenance of waste status. Exiting this status, priority for the Union of French Ports, would make it possible to open up new sectors, particularly agricultural ones. In this context, what concrete measures is the State planning to remove these obstacles and encourage contractors to engage in valorization? The question is all the more urgent as the Nord and Pas-de-Calais have several hundred thousand tons and 5 million cubic meters of port sediments, which leads to very high storage costs. It is therefore necessary to accelerate the transition towards a circular economy to structure a real sector for the recovery of sediments. Consequently, he asks what concrete measures the Government intends to implement to support the recovery of non-dangerous and non-inert sediments, in a circular economy logic.

Mr. Auguste Evrard alerts the Minister of Culture to the situation of Westhove Castle, located in Blendecques in Pas-de-Calais and listed as a historic monument since 2011. This building, erected in 1905, is today in an advanced state of disrepair. The municipality issued an order on December 20, 2024 to prohibit access to the site due to its instability and the imminent danger it represents for the public. Despite these measures, intrusions and damage persist and the demolition of the castle now seems inevitable, due to the lack of a viable renovation and rehabilitation project. In 2022, a rescue project carried out by the company Manualis specializing in heritage restoration was able to emerge, before being abandoned two years later due in particular to the constraints imposed by the French building services. Mr. Auguste Evrard alerts the Minister of the Economy, Finance and Industry to the Government's policy to combat deindustrialization in France and more particularly in the employment area of Audomarois and the Mining Area, faced with a worrying increase in business and factory closures. Despite presidential promises and efforts undertaken by local authorities and stakeholders local economies in order to protect and strengthen the industrial vitality of this territory, the latter continues to lose skills and industrial jobs at an alarming rate. For several decades, this historically industrial region has undergone a succession of restructurings and closures of businesses and factories which are profoundly weakening the balance of its socio-economic fabric. For example, the closure of the Blendecques RDM stationery plant in September 2024 led to the elimination of nearly 180 jobs. Furthermore, the glassworks of Arques, Arc France and Alphaglass, among the main employers in this region, face continuous financial and organizational difficulties, threatening the sustainability of thousands of jobs and the maintenance of unique industrial expertise. These recent examples are part of the long litany of closures and relocations of industrial production units contributing to the growing precariousness of thousands of employees and their families. Despite the existence of support systems and local initiatives aimed at diversifying the economy, the absence of ambitious, lasting and coordinated solutions to support populations and businesses accentuates the feeling of abandonment felt by populations, while aggravating the territorial divides. In this context, the MP questions the Minister on the concrete measures envisaged by the State to anticipate and prevent industrial closures. He asks him if a reindustrialization plan specific to Pas-de-Calais could be deployed, in consultation with local authorities and economic players, in order to preserve local know-how, maintain industrial jobs and instil sustainable economic dynamics; he underlines that these actions are necessary to preserve a French industrial sector of excellence.

Mr. Auguste Evrard alerts the Keeper of the Seals, Minister of Justice, of the measures taken against the perpetrators of anti-Christian acts targeting places of worship in France. In recent years, a series of arsons and other acts of vandalism have targeted Catholic religious buildings, arousing strong emotion among the population, attached to this historical and spiritual heritage. The increase in attacks targeting buildings and religious property and the historical heritage of France raises questions about the effectiveness of existing judicial and security systems to prevent and repress such acts. Thus, on September 2, 2024, the Immaculée-Conception church in Saint-Omer was set on fire by a repeat offender, already convicted of burning down four churches in Pas-de-Calais in 2021. Previously, on July 18, 2020, it was the Nantes cathedral which suffered an arson attack caused by a Rwandan asylum seeker under an obligation to leave French territory (OQTF) and who, later, murdered a priest while he was on parole. These events are part of a series of vandalism targeting churches and Catholic faithful in France. A parliamentary report from March 2022 also noted a “ increasing severity” of anti-religious acts in the country, with 857 anti-Christian acts reported for the year 2021, although these figures are already considered underestimated by the Senate and the Ministry of the Interior. In this context, the MP asks the Keeper of the Seals, Minister of Justice, to specify the monitoring and support systems implemented for individuals with known criminal records, particularly in matters of prevention of recidivism, as well as the criteria for their possible release or continued detention. Finally, he questions him on the specific actions envisaged to strengthen the criminal response to anti-Christian acts, particularly in cases involving repeat offenders or individuals identified as potentially dangerous, in order to improve the prevention and repression of these acts and to guarantee security of places of worship.

Mr. Auguste Evrard questions the Minister of Health and Access to Care about the worrying situation of family caregivers. According to the BVA/Collectif Je t'Aide barometer, it is estimated that in 2024, 25% of French people would be caregivers. In other words, millions of people, often family members or loved ones, devote a large part of their time to supporting and caring for their loved ones in a dependent situation, disabled, or suffering from chronic illnesses. Family caregivers play an essential role in the daily support of people in situations of dependency, in a context of an aging population and the progression of chronic diseases. They often take on this responsibility without appropriate training or sufficient financial support, to the detriment of their own physical and mental health. This role, often invisible, constitutes yet a pillar of the solidarity system. But aid has a cost on employment, finances, social life, health and pensions. However, despite recent legislative advances, notably the recognition of carer status and the establishment of carer's leave, many of them believe that existing systems are insufficient. They denounce the lack of respite measures, the cumbersome procedures administrative requirements to access aid, as well as the insufficiency of compensation provided for within the framework of specific leave. In this context, he would like to know the measures that the Government plans to implement to adjust the 2023-2027 national strategy for mobilization and support for caregivers, in order to improve their recognition, their well-being and the support necessary for the exercise of their public utility mission.
