Public Library Act

The bill envisages updating the role, tasks and management of public libraries and the Estonian National Library and creating a unified database of libraries. The goal is a pan-Estonian user-oriented and accessible library service. According to the draft, in addition to cultural institutions, public libraries are also treated as educational institutions, the tasks of which include, among other things, the formation of reading habits, instruction in the use of public e-services and supporting participation in community life. The library network will also be made more flexible, taking into account local conditions, such as the number of inhabitants and population density, and municipalities will be given a greater role in the design and management of the network. The bill renews the management of the field and the organization of the state's administrative tasks, giving the Estonian National Library more tasks than before, including the processing of development grants. It also establishes a unified library a database, the subscription to which becomes mandatory and free of charge for public libraries, and to which other Estonian libraries can also join. The law is scheduled to enter into force on January 1, 2027, with provisions regarding the acquisition of the database and publications on July 1, 2027.

The bill obliges the government to eliminate the Russian versions of the websites of ministries and other government agencies. Therefore, the non-native population will not change either political attitudes. Act on Amendments to the Basic School and Gymnasium Act and other laws (transition to Estonian-language education)

The draft creates the foundations and conditions for switching to Estonian-language education. According to the bill, the transition to the Estonian language of instruction will begin in 2024/2025. of the academic year in preschools and 1st and 4th grade. In vocational education institutions, the change concerns students studying according to the curriculum of vocational secondary education. The bill has been developed to fulfill the government's action program, according to which by November 1, 2022, kindergartens and elementary schools must be admitted to Estonian-language education. transition law with the condition that the transition to Estonian-language education ends in 2030. The draft stipulates the deadlines for transition to different levels of education. While schools and pre-school institutions can currently use a language other than Estonian as the language of instruction by the board of trustees and the local government unit, the draft no longer provides for this. According to the bill, it is possible in gymnasium, as well as in studies conducted on the basis of vocational secondary education curricula 2024/2025. until 2029/2030. until the academic year, the share of another language should be up to 40 percent of the amount of study specified in the school's curriculum. Educational and educational activities in preschools may be conducted in a language other than Estonian from 2024/2025. of the academic year also in the event that the municipal or city council has requested the Government of the Republic to make an exception for a specific childcare institution or group of childcare institutions. The bill provides for the possibility to use Estonian as well another language for the language of instruction or another language instead of Estonian for certain target groups as recommended by the out-of-school counseling team, for example for students in coping and care education or students with special needs. The bill supplements the qualification requirement of educational workers with the requirement of knowledge of the Estonian language, i.e. the teacher must know the Estonian language at the C1 level, and the same level of knowledge of the Estonian language is also required for the head of the educational institution. Meeting the language requirements administrative supervision is carried out by the Keeleamet according to its competence. In order to more effectively fulfill the language requirements, according to the draft, the ceiling of the fine will be raised to 9,600 euros (currently 640 euros). According to the draft, the law will enter into force on September 1, 2024, but the provisions regarding the request for an exception will enter into force a year earlier, which will allow municipal or city councils to submit applications in connection with 2024/2025. with the requirements for studying in Estonian, which will come into force from the academic year.
