Title VII: General Provisions - Directs the Secretary of Defense to include a recommendation for authorization for a 5-year naval ship new construction and conversion program in the President's budget for fiscal year commencing October 1, 1976. Places limitations on the upward adjustment of compensation for members of the uniformed services. Directs the Secretary of Defense to submit quarterly reports to Congres on the acquisition of major defense systems. Provides that no defense article in the inventory of the Department of Defense included in the approved force acquisition objective and the approved force retention stock shall be transferred to any foreign country at less than the current replacement cost, less depreciation, if any, of that article, unless the facts of the proposed transfer are reported to the Committees on Armed Services and Appropriations of both the House and Senate, and no objection has been raised to the proposed transfer by either body within 90 days.

Provides that such investigation shall include an examination of the need for additional international inspection teams to determine whether there are servicemen still held as prisoner of war. Authorizes the Committee to hold hearings, issue subpenas, and maintain a staff as necessary to carry out its responsibilities under this resolution. Directs the committee to report to the House the results of its investigation no later than one year after adoption of this resolution. Provides that the committee's authority shall expire 30 days after the filing of such report. Directs that the expenses of the select committee shall be paid from the contingent fund of the House of Representatives upon vouchers signed by the Chairman.

Authorizes the President to enter into voluntary agreements with representatives of industry, business financing, agriculture, labor and other interests to insure productive capacity in the event of an attack on the United States. Permits the President to provide for the establishment of such advisory committees as he determines are necessary. Directs the Attorney General and the Federal Trade Commission to jointly promulgate standards and procedures by which such industry representatives may develop and implement voluntary agreements and programs to carry out the objectives of the Act. Permits the Federal Trade Commission to exempt types or classes of meetings, conferences, or communications from the requirements of keeping a full verbatim transcript. Directs the Attorney General and the Federal Trade Commission to participate from the beginning in the development, implementation, and carrying out of voluntary agreements and programs as authorized by this Act. Requires the Federal Trade Commission and the Attorney General to monitor the carryout of such voluntary programs, and to promulgate joint resolutions concerning the maintenance of necessary and appropriate documents, minutes, transcripts, and other records. Permits the Attorney General and the Federal Trade Commission to prescribe such rules and regulations as may be necessary to carry out the provisions of this Act. Directs the Attorney General to request the Federal Trade Commission to make surveys for the purpose of determining any factors which may tend to eliminate competition, create or strengthen monopolies, injure small business or otherwise promote undue concentration of economic power during the implementation of this Act.

Veterans Disability Compensation and Survivor Benefits Act - Title I: Veterans Disability Compensation - Increases the rate of wartime disability compensation for veterans. Authorizes the Administrator of Veterans' Affairs to adjust the rates of disability compensation for specified persons. (Amends 38 U.S.C. 314). Increases the additional compensation for dependents for those who qualify for disability compensation. (Amends 38 U.S.C. 315) Increases the veterans disability clothing allowance to $175 per year. (Amends 38 U.S.C. 362) Title II: Survivors Dependency and Indemnity Compensation - Increases the dependency and indemnity compensation to be paid to a widow based on the pay grade of her deceased husband. (Amends 38 U.S.C. 411) Increases the dependency and indemnity compensation to be paid to the children where there is no widow. (Amends 38 U.S.C. 413) Increases the supplemental dependency and indemnity compensation of children of a deceased veteran where such child has become disabled. (Amends 38 U.S.C. 414) Directs the Administrator to pay dependency and indemnity compensation to the widow, children, and parents of any veteran who dies after December 31, 1965, and who dies from a service connected disability, or who was receiving compensation for total service connected disability permanent in nature. Title III: Effective Date - Declares this Act to be effective as of July 1, 1975.

Defense Civilian Manpower Requirements Act - Establishes a commission to be known as the Advisory Commission on Future Civilian Manpower Requirements at United States Military Installations. Authorizes the Commission to: (1) make a comprehensive study and appraisal of the present situation and trends regarding the use and employment of civilians at United States military installations; (2) evaluate the current policies, programs and practices of the Department of Defense relating to the utilization of qualified civilian manpower; and (3) make recommendations regarding actions the Federal Government can take to lessen the economic impact that a reduction in the civilian work force has on host communities. Stipulates that the Commission shall be composed of 25 members. Specifies the officials from government and private industry who shall make up the membership of the Commission. Empowers the Commission to hold such hearings and act at such times and places as the Commission deems advisable. Authorizes to be appropriated such sums as are necessary to carry out the provisions of this Act.

Provides that an appeal from a final order of a district court may be made only to the Supreme Court. Grants access to all business records of a person or corporation being investigated to the Secretary or his agent. Provides for a fine of not more than $100,000 or imprisonment for not more than 2 years, or both, for the willful violation of this Act. (Adds 10 U.S.C. 2390-2396)

Provides that any person who has lived in the United States for at least ten years and served during World War I or II as a member of the Armed Forces of Canada shall, upon authenticated certification of such service, be entitled to hospital, domiciliary and medical service in the United States to the same extent as if such service had been performed in the Armed Forces of the United States. Directs that the benefits of this Act shall not apply to such persons who are entitled to payment for equivalent care and services under the Canadian War Veterans Allowance Act. (Adds 38 U.S.C. 109(c)(1))

Clemency Board Reorganization Act - States that the Presidential Clemency Board shall be composed of nine members to be appointed by the President, one of whom shall be designated by the President to serve as Chairman. Provides that all jurisdiction, responsibility, or function with respect to any draft evader or military deserter is transferred from the Department of Defense to the Presidential Clemengy Board. Authorizes the Board to recommend alternate service of up to 2 years for draft evaders and military deserters. Authorizes the reacquisition of United States citizenship by appearance before a United States district court judge, renouncement of citizenship acquired from another country, and pledging allegiance to the United States. Provides that veterans benefits may be conferred in the discretion of the Veterans' Administration or Department of Defense after issuance of a clemency discharge under this Act.

United States Amnesty Commission Act - Establishes the United States Amnesty Commission. Provides that an application for amnesty may be filed with the Commission under this Act not later than January 1, 1980, by any individual who, during the period beginning August 4, 1964, and ending January 1, 1974, violated, or is subject to prosecution for violation of the Military Selective Service Act or other specified provisions of Federal law pertaining to military service. Prohibits the Commission from recommending amnesty or any other action with respect to any applicant unless it has determined that the overriding purpose of such applicant in violating the law was to dissent from the policy of the United States with respect to the Vietnam war. Allows an applicant 90 days in which to appeal Commission determinations. Provides that, upon completion of its determinations with respect to any applicant, the Commission shall submit to the President its recommendations for amnesty (conditional or unconditional) and other appropriate actions to be taken by him with such respect to such applicant. Sets forth the method of selection of the members of the Commission. Permits the Commission to issue subpenas requiring the attendance and testimony of witnesses and the production of any evidence that relates to any matter under investigation by it. States that any individual filing an application for amnesty who is entitled under this Act to appear before the Commission may not be arrested or prosecuted for any violation described in this Act during: (1) the period beginning 48 hours prior to his first scheduled appearance before the Commission and ending 48 hours after his final appearance before the Commission; and (2) any additional period which the Commission certifies is necessary to facilitate the appearance of such an individual before the Commission. Terminates the Commission on January 1, 1983.
