Après l’alinéa 20, insérer l’alinéa suivant : « Le Gouvernement remet au Parlement, chaque année avant le 30 juin, un rapport présentant les recettes extra-budgétaires bénéficiant à la mission « Défense ». Ce rapport précise leur montant, leur origine, leur affectation, ainsi que leur caractère pérenne ou exceptionnel. Il évalue leur impact sur la sincérité et la soutenabilité de la programmation militaire. »
