The bill provides for confirming the principles of the electricity market reform, according to which, as a new universal service, electricity sellers have the obligation to offer small consumers an off-exchange electricity package, the pricing of which is coordinated with the Competition Authority. The bill stipulates that the dominant power producer in the Estonian price range of the Nord Pool electricity market has the obligation to sell directly, without the intermediary of the stock exchange, electricity to electricity sellers, which is necessary for the new to fulfill the universal service obligation. Pricing is based on the costs of electricity production and the return on capital in accordance with the rules established by the Competition Authority, and the prices are coordinated with the Competition Authority. According to the draft, the state compensates the costs of the CO2 quota of electricity produced as a universal service to electricity producers as a budgetary allocation. The bill stipulates that the Government of the Republic must prepare taking into account the above plan for the implementation of the electricity reform no later than one month from the entry into force of this decision and submit it to the factions of the Riigikogu.

The Law on Amendments to the Building Code

Liquid Fuel Act Amendment Act

The draft makes the obligation to add a bio component to fossil fuel more flexible from 2020 and increases the transparency and efficiency of the trading of bio component and renewable electricity statistics. From 2020, the obligation to add biofuel to every liter will be replaced by a half-yearly obligation. According to the bill, the supplier himself decides how to fulfill the biofuel obligation most efficiently on a semi-annual basis. As another amendment an electronic database for trading statistics will be introduced, with which suppliers have a transparent opportunity to sell statistics exceeding the minimum share of the obligation to add biofuel to a supplier who has a need according to the statistics.

Act on amending the Consumer Protection Act and amending other related laws

The bill strengthens the protection of consumers' interests in e-commerce and improves cooperation between agencies in the detection and resolution of cross-border violations. The bill makes additions necessary for the implementation of the new directly applicable EU regulation on ensuring compliance with consumer protection legislation and cooperation between agencies (the so-called CPC regulation). In addition, the procedure of the Consumer Disputes Commission will be made more flexible. by CPC regulation Member States are directed to ensure that supervisory authorities have sufficient powers to enable effective supervision in the digital environment. Therefore, the Consumer Protection and Technical Supervision Agency (TTJA) is given additional rights when performing supervision in the digital environment - the right to receive information from any person (including credit institutions), upon identification of the person responsible in the transaction. The TTJA is also given the right to prevent consumer rights in extreme cases to ensure access to the web interface (e.g. e-shop, mobile application). The use of rights must be justified and proportionate, taking into account the nature of the violation and the size and nature of the possible damage. In order to implement the regulation, sanctions in the areas covered by the CPC regulation will be supplemented and harmonized. Changes will be made to the procedure of the Consumer Disputes Commission in order to improve and simplify the out-of-court settlement of consumer disputes. For example it is possible to settle disputes in a one-member committee and with the consent of the applicant in a written procedure without a hearing.

Law on the ratification of the agreement between the Government of the Republic of Estonia and the European Space Agency regarding the accession of Estonia to the Convention establishing the European Space Agency

The bill provides for approving the agreement to amend the accession agreement in order to extend the transitional period of Estonia's ESA membership and enable ESA to allocate a larger amount to projects aimed at Estonia. Estonia received the status of a full member of the European Space Agency (ESA) on September 1, 2015. According to the agreement between the Government of the Republic of Estonia and the European Space Agency regarding Estonia's accession to the Convention establishing the European Space Agency as a new member of the ESA, six years of new member state status and participation in the "Industrial Initiative" measure aimed at Estonia only, amounting to 500,000 euros per year, are foreseen for Estonia. In 2018, the ESA concluded that the status of a new member state should last nine years instead of six, and the minimum size of the targeted allocation should be 750,000 euros per year, according to the ESA. The size of the mentioned allowance is determined by the new member state of the ESA in the measure may not affect the Estonian ESA membership fee or bring additional obligations. Estonia will get better conditions for the next six years than originally agreed.
