Cette situation a conduit à la mise en œuvre de mesures de restriction budgétaire ayant des conséquences directes pour les agriculteurs et les organismes de formation : réduction des droits individuels à la formation, priorisation restrictive des thématiques financées et refus croissant de dossiers. Sur le terrain, ces décisions se traduisent par l'annulation de nombreuses formations pourtant essentielles à l'adaptation des fermes, à la transition agroécologique, ainsi qu'à la sécurisation des projets d'installation et de diversification. Elles fragilisent également les organismes de formation, dont l'activité repose en grande partie sur ces financements et remettent en cause l'accès effectif au droit à la formation pour les agriculteurs. Par ailleurs, une part importante des ressources du fonds est aujourd'hui mobilisée pour le financement de formations obligatoires, notamment le Certiphyto, ce qui réduit d'autant les marges de manœuvre pour répondre aux besoins choisis par les professionnels. Dans ce contexte, cette situation interroge tant sur la soutenabilité du modèle de financement du fonds que sur l'équité d'accès à la formation entre les agriculteurs. L'article L. 115-4-1 du code de l'action sociale et des familles, tiré de la loi de 2008 généralisant le revenu de solidarité active et réformant les politiques d'insertion, établit l'obligation du Gouvernement de définir un objectif quantifié tous les 5 ans, visant à réduire le nombre de personnes en situation de pauvreté dans le pays et de rendre compte auprès du Parlement, chaque année, dans un rapport, des conditions de réalisation de cet objectif, ainsi que des mesures et des moyens financiers mis en œuvre pour y satisfaire. Cet objectif quantifié, adopté pour la seule et unique fois en 2008, visait à faire passer le nombre de personnes en situation de pauvreté de 7,8 millions à 5,2 millions. Ce dernier n'a pas été respecté et les objectifs n'ont pas été remis à jour, laissant plus de 9 millions de personnes en situation de pauvreté en 2022. L'absence de rapport depuis 2011 pour rendre compte au Parlement de l'état de la réduction de la pauvreté, non conforme à l'obligation de l'article L. 115-4-1, maintient l'incertitude de l'efficacité des dispositifs permettant de lutter contre la pauvreté. Sans objectif clairement défini et sans évaluation, la France ne parviendra pas à diminuer la pauvreté et condamne une partie de la population à vivre dans des conditions insatisfaisantes, amplifiées depuis la crise du covid-19.
