Mme Mathilde Feld appelle l'attention de Mme la ministre de l'agriculture, de l'agro-alimentaire et de la souveraineté alimentaire sur l'absence de publication du décret permettant la reconnaissance des organisations de producteurs dans le secteur vitivinicole. Le règlement (UE) n° 1308/2013 portant organisation commune des marchés (OCM) prévoit expressément la possibilité de reconnaître des organisations de producteurs (OP) dans la filière vitivinicole. Ces structures constituent un outil essentiel de coordination économique permettant notamment aux producteurs d'organiser l'offre, d'adapter la production aux évolutions du marché, de renforcer leur pouvoir de négociation et d'améliorer durablement leurs revenus, dans le respect du cadre européen de la concurrence. Alors que de nombreuses filières agricoles françaises, notamment dans les secteurs des fruits et légumes, du lait, de la viande ou des céréales, bénéficient de tels dispositifs, les viticulteurs demeurent dans l'impossibilité de constituer des OP reconnues. Cette situation résulte non d'une limitation du droit européen, mais de l'absence persistante du décret national nécessaire à leur reconnaissance effective. Cette carence intervient dans un contexte particulièrement difficile pour la viticulture française, confrontée à la baisse de la consommation, à la volatilité des marchés, à la pression sur les prix, à la concentration des opérateurs en aval ainsi qu'à de nombreuses difficultés économiques conduisant à des arrachages ou à des cessations d'activité. L'exclusion de fait de la viticulture d'un dispositif prévu par le droit européen apparaît difficilement conciliable avec l'objectif de « renforcer la place des agriculteurs dans la chaîne agro-alimentaire pour renforcer leur revenu » annoncé dans l'exposé des motifs de la loi d'urgence agricole. Cette situation soulève également des interrogations quant au respect du principe d'égalité entre agriculteurs, dès lors qu'une catégorie entière de producteurs ne peut accéder à un mécanisme dont bénéficient d'autres filières placées dans des situations comparables. D'autant que, conformément au souhait de Mme la ministre, les acteurs de la filière sont maintenant unanimes pour défendre la mise en place de ce dispositif. Elle lui demande quelles sont les raisons qui expliquent l'absence de publication du décret permettant la reconnaissance des organisations de producteurs dans le secteur vitivinicole et si le Gouvernement entend procéder rapidement à cette publication afin de permettre aux viticulteurs français de disposer des mêmes outils d'organisation économique que ceux ouverts aux autres productions agricoles.

Ms. Mathilde Feld questions the Minister of National Education about the application of the emotional, relational and sexuality education program (EVAR-S). At the end of this first year of compulsory EVAR-S education, the MP went to several schools in her constituency in order to take stock of the actual teaching of EVARS. She was able to observe numerous obstacles to good progress of these sessions and in particular the total absence of training for teachers on these specific issues. Beyond this necessity, the MP believes that external speakers are needed to provide this teaching which is sometimes very poorly received by families. Not only are teachers too physically exposed, but this hostility tarnishes all the learning provided outside of EVAR-S. She also noted that no time slot was dedicated to it in the program. This gap between legal obligations and the reality on the ground raises questions about the Government's real ambition to deploy the EVAR-S program. Thus, the MP notes that the application of the program is based on the voluntary work of certain aware teachers who try to bring these subjects to life as best they can. He As a result, these notions are only briefly addressed in a transversal manner within the framework of their courses and the school program, for example, during SVT sessions on reproduction. If these initiatives are laudable and are a sign of the unfailing involvement of the teaching staff, it is essential to provide real resources to educational establishments. As a reminder, the CIIVISE revealed to us that each year 160,000 children are victims of repeated sexual violence, most often incestuous. Since 2020, a 56% increase in people accused of rape or sexual assault of a minor has been recorded. Homophobic and transphobic crimes and offenses tripled between 2016 and 2024. Faced with these very worrying figures, there is therefore a real urgency to provide tools of understanding and defense to potential victims who are our children. The EVAR-S program is very well designed to meet this requirement. It must now be provided correctly in all educational establishments and an appropriate budget allocated to it. The effectiveness of teaching and the application of public policy cannot rely on the goodwill and involvement of teachers. In order to truly protect children, she insists on the absolute necessity to establish agreements with specialized associations responsible for intervening in schools, colleges and high schools. She therefore questions him about the measures he will actually put in place to ensure the successful completion of these 3 sessions of 2 hours per level and asks him to publish an annual report on the teaching of EVAR-S in order to be able to evaluate the effects and adjust them.

Ms. Mathilde Feld draws the attention of the Minister of Territorial Planning and Decentralization to the gradual erasure of the architecture, town planning and environment councils (CAUE), a direct consequence of the persistent dysfunctions of the reform of the development tax (TA). Created by the law on architecture of 1977, the CAUE effectively supports communities, individuals and professionals on all questions related to development: architecture, town planning, landscape, environment. They are valuable partners for training elected officials and informing the public. This public service, financed mainly by the development tax, advises free of charge small municipalities which do not have specialized services and which cannot always call on private firms, particularly in rural areas. He them supports their development projects and trains elected officials on these complex issues. However, the sudden drop in revenue linked to this tax is destroying their economic model. The National Federation of CAUE (FNCAUE) reports a collapse in departmental TA payments, which have fallen by 65% since 2022. The “uncollected” differential, caused by the sabotage of environmental taxation from 2022, is equivalent to approximately 223 million euros missing for the departments for the year 2025, or 40 million euros missing for the CAUE for the year 2025 alone. In Gironde, after 6 layoffs in 2025, 10 jobs are threatened, or half of the team still in place. With only 10 people, the CAUE will no longer be able to carry out some of its missions assigned by law, namely: information, awareness, advice and training. Funding difficulties raise fears that the CAUEs will no longer be able to sustain their public service action throughout the territory. Seven departments already no longer have CAUEs. Consequently, she asks what rapid measures the Government intends to put in place to stem the disappearance of CAUEs.

Ms. Mathilde Feld questions the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty on the choices made by the Government in the implementation of the digital invoicing reform and their consequences on the lives of small businesses. On September 1, 2026, companies will be faced with the first step in implementing the reform, namely the obligation to register on a platform approved by the State to receive electronic invoices. From September 1, 2027, companies will be obliged to issue electronic invoices. Mme Mathilde Feld attire l'attention de Mme la ministre de l'agriculture, de l'agro-alimentaire et de la souveraineté alimentaire sur les évolutions récentes des modalités de contrôle du critère de « mise à disposition » des surfaces agricoles dans le cadre de la PAC 2026. Suite à des audits de la Commission européenne, l'administration française a renforcé ces contrôles. Désormais, un dispositif reposant sur un échantillonnage aléatoire et une analyse de risque pourra concerner tout agriculteur, y compris en l'absence d'agrandissement ou de modification significative de son exploitation. Si cette exigence découle du règlement (UE) 2021/2115, sa mise en œuvre soulève de nombreuses difficultés sur le terrain. Dans de nombreux territoires, notamment en zones de montagne et pastorales, une part importante des surfaces agricoles est exploitée dans le cadre d'accords ou baux verbaux, ces derniers étant pourtant reconnus par le droit civil et le code rural. Dans ces situations, il est souvent matériellement impossible de produire des justificatifs écrits, en raison de propriétaires inconnus, d'indivisions anciennes, de l'absence de réponse des ayants droit, ou encore le refus des propriétaires de faire un écrit dans le cadre d'une mise à disposition orale et gratuite. En l'état, les agriculteurs se retrouvent dans une situation de double contrainte : déclarer des surfaces sans pouvoir en justifier la mise à disposition, avec un risque de retrait et de pénalités, ou ne pas les déclarer, ce qui peut constituer une sous-déclaration également sanctionnée, si l'administration juge que le terrain est considéré comme à disposition. Cette situation crée une insécurité juridique majeure et fragilise l'accès aux aides. Par ailleurs, de nombreuses interrogations subsistent quant aux conséquences de ces contrôles sur les dispositifs pluriannuels tels que les MAEC ou les aides à l'agriculture biologique, ainsi que sur l'ICHN, notamment en cas de modification du chargement suite au retrait de surfaces. Enfin, ces modalités de contrôle apparaissent en contradiction avec d'autres principes du droit rural, notamment la possibilité de mise en valeur de terres incultes ou sous-exploitées, qui traduit une responsabilité des propriétaires dans l'usage agricole des terres. Dans ce contexte, il lui demande quelles solutions le Gouvernement entend mettre en place pour sécuriser les agriculteurs qui ne peuvent pas justifier formellement de la mise à disposition de certaines surfaces pourtant effectivement exploitées ; si la possibilité de déclarer ces surfaces sans demande d'aide, ou de ne pas les déclarer sans pénalité, est envisagée ; quelles garanties seront apportées quant à l'absence de remise en cause des contrats pluriannuels (MAEC, agriculture biologique) et des aides liées au chargement (ICHN) ; si le Gouvernement envisage de reconnaître explicitement les baux verbaux et d'élargir les moyens de preuve admis, notamment par un faisceau d'indices concordants ; enfin, comment il entend adapter ces règles aux spécificités des territoires à foncier morcelé, afin de ne pas pénaliser les pratiques agricoles existantes.

Mme Mathilde Feld attire l'attention de Mme la ministre de l'agriculture, de l'agro-alimentaire et de la souveraineté alimentaire sur la hausse continue du prix du gazole non routier (GNR) qui frappe particulièrement durement les exploitations agricoles. Depuis plus d'un mois et le début des hostilités au Proche et Moyen Orient, les prix des carburants utilisés au quotidien pour l'activité agricole ont bondi. En effet, le prix du GNR, indispensable au fonctionnement des tracteurs et des machines agricoles, est passé de 0,70 centime le litre au début du conflit à 1,40 euros hors taxe début avril, entraînant mécaniquement une multiplication par deux des coûts liés aux carburants pour ces exploitations. Cette évolution soudaine et imprévisible pour les agriculteurs et agricultrices met très clairement en danger de nombreuses exploitations pour lesquelles le carburant constitue un poste de dépense majeur. En effet, une hausse de quelques centimes par litre peut représenter plusieurs milliers d'euros supplémentaires par an pour une exploitation, les machines consommant plusieurs milliers de litres de GNR chaque année. Ce nouveau coup pour la filière agricole est particulièrement inquiétant, alors que les agriculteurs se battent pour maintenir leurs exploitations à flots et que les problèmes de santé mentale des agriculteurs sont bien connus, avec un suicide d'agriculteur par jour en France. Dans ce contexte, elle lui demande quelles mesures immédiates elle entend prendre pour protéger les revenus agricoles face à la hausse du GNR.

Gironde and particularly the villages of Entre-deux-Mers and Sud-Gironde are experiencing a meteorological sequence of intense exceptional, mixing floods, floods, violent winds and disruptions to essential networks, as the Minister was able to observe during her trip to Cadillac-sur-Garonne and Béguey, on February 16, 2026. In this context, the declaration of a natural disaster is of paramount importance to accelerate the processing of files for disaster victims and the obtaining of immediate benefits and compensation. Ms. Mathilde Feld draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the situation of social workers working within social security organizations, in particular the Family Allowance Fund, the Agricultural Social Mutuality Fund and the Retirement and Occupational Health Insurance Fund. Although they carry out missions essential to the implementation of public solidarity policies, these professionals remain excluded from benefiting from the so-called “Ségur” bonus and do not benefit from the effective application of the remuneration scale corresponding to the level 6 diploma now recognized. This situation creates a significant pay gap with their counterparts working in other structures, particularly within departments, which can exceed 10% at the start of their career and represent more than 500 euros per month at the end of your professional career. It weakens the attractiveness of these professions, even though they are on the front line in supporting the most vulnerable groups. Ms. Mathilde Feld draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the dismissal of a nurse from the Pitié-Salpêtrière hospital for wearing a cap. On December 8, 2025, the newspaper Mediapart reported that a nurse at the Pitié-Salpêtrière hospital had been fired for wearing a cap, a common and widespread practice within hospital establishments. Seven years of impeccable practice, accompanied by unanimously laudatory assessments (“highly appreciated by her colleagues, doctors, but also management”, “listening”, “concerned about the quality of patient care”), will not have been enough to protect Madjouline from a real hunt for headgear, revealing a barely veiled Islamophobia. Indeed, Blandine Chauvel, elected representative of the Sud Santé union at Salpêtrière, indicates that the people targeted by these calls to order are, on a recurring basis, Muslim caregivers or perceived as such. According to his statements, hundreds of health professionals would be affected by such practices. For the Pitié-Salpêtrière hospital alone, twenty similar cases have already been identified, among which nine caregivers have been licensed. In the same way that professionals wear caps in the catering sector, caregivers wear caps in the hospital sector, without this referring to any manifestation of religious proselytism. How can we explain such differential treatment, if not by a clear desire to discriminate against Muslim women or those perceived as such? In addition, in a decision rendered in 2020, the Council of State affirmed that the mere wearing of a beard by a doctor cannot be regarded, in itself, as the manifestation of a religious conviction. Even though successive governments have continued to weaken the public hospital through budget cuts, only nearly 15,000 nursing positions remain vacant in hospitals according to the French Hospital Federation, Islamophobia is undermining the hospital institution. Ms. Mathilde Feld alerts the Minister of Territorial Planning and Decentralization to the growing fragility of the architectural, town planning and environmental councils (CAUE), a direct consequence of the dysfunctions of the reform of the development tax (TA). The information consolidated by the national federation of CAUE (FNCAUE) shows a collapse in departmental TA payments: 591 million euros in 2023, 352 million euros in 2024, only 154 million euros as of August 31, 2025, a projection of around 200 million euros over the whole of 2025 - a third of the pre-crisis level. In 2024, the departmental share will fall by an average of 40%. In total, more than 1.5 billion euros of TA (municipal and departmental shares) would not have been collected or returned to communities over 2024-2025. These figures come from data DGFIP compiled by the FNCAUE. This crisis is linked to the transfer, in 2022, of the liquidation of town planning taxes from the DDT to the tax services (DDFIP and DRFIP), as well as to the delay in the payment of the tax upon completion of the work. Implementation was insufficiently anticipated: workforce reductions, unsuccessful transfer of skills, unsuitable digital tools (notably “Manage my real estate”), incomplete data, disappearance of a form useful for automatic taxation, absence of a timetable for ending the crisis. These findings are consistent with those of the Court of Auditors (January 23, 2025) and the Amiel-Pirès Beaune information report (June 18, 2025) on dysfunctions in the management of local taxes and their consequences. The Ministry of the Economy recognized recovery difficulties on January 29, 2025, announcing a catch-up of the amounts due ; However, no timetable or compensation mechanism has been communicated and the situation has worsened in 2025. However, the CAUE, financed mainly by the departmental share of the TA (with the ENS), ensures a mission of general interest of territorial engineering: support for municipalities and residents, neutral and free architectural advice, sober planning, quality of the living environment, preservation of landscapes, sobriety land, climate adaptation, revitalization of town centers. The departmental CAUE carried out six economic layoffs this summer (a secretary, a graphic designer, an urban planner, a landscaper and two architects), while the CAUE of La Manche entered into liquidation proceedings, depriving residents and elected officials of free and independent expertise. This situation is part of a context of disengagement from the local ecological transition (reduction of MaPrimeRénov', reduction of the green fund, freezing of the DGF, increased constraints of the FCTVA), going against ecological planning commitments. The departments thus find themselves dependent on a State which controls the resource without guaranteeing its stability, which weakens decentralization. She therefore asks what rapid measures she intends to put in place to resolve the fall in collection of the development tax and, in the meantime, whether the establishment of a transitional support system to compensate for this fall in CAUE resources is being studied.

Les recettes non budgétaires perçues par le service industriel de l'aéronautique (SIAé), dont l'atelier industriel de l'aéronautique (AIA) de Bordeaux fait partie, ne représentent que 6 % de ses ressources totales. Elles sont générées notamment par une sous-traitance marginale au profit d'industriels privés, responsabilisés et engagés dans la disponibilité de nos forces via les marchés verticalisés de la direction de la maintenance aéronautique (DMAé). Concernant le contrat relating to moteur M88 équipant le Rafale (contrat BOLERO), il s'agit d'un marché passé en co-traitance entre la société Safran et le SIAé. Ce dernier n'est donc pas sous-traitant de Safran sur le maintien en condition opérationnelle du moteur M88 équipant les avions français. En revanche, un partenariat de sous-traitance entre Safran et le SIAé a été conclu pour le volet export. L'organisation retenue permet de maîtriser les coûts et de garantir la résilience et l'autonomie stratégique de défense. Ce partenariat permet en effet au SIAé de bénéficier de recettes externes au budget de l'État, assurant ainsi la rentabilisation et le partage des investissements étatiques, la pérennisation de l'expertise étatique, tout en garantissant le maintien du niveau de service aux forces armées. Le ministère des armées et des anciens combattants est conscient de l'atout que constitue le SIAé et ses différents AIA pour le soutien des flottes actuelles et futures et in fine l'autonomie stratégique de la France

Mrs. Mathilde Feld questions the Minister of the Armed Forces and Veterans on the persistent difficulties encountered by the aeronautical industrial workshop (AIA) of Bordeaux concerning the attractiveness of the establishment and the loyalty of its staff. The AIA is a state establishment of the Ministry of the Armed Forces, strategic for the autonomy of national defense. By being an expert in repair and maintenance in operational condition of aircraft engines of the French army, it allows the State to keep control of the level of expenditure for this maintenance in operational condition and therefore, to exercise a counter-power role against large private defense companies. This establishment faces problems regarding the retention of its staff. Over the past two years, more than 40 qualified state workers have chosen to resign. Mme Mathilde Feld alerte Mme la ministre d'État, ministre de l'éducation nationale, de l'enseignement supérieur et de la recherche, sur les fermetures de classes programmées à la rentrée 2025 dans la douzième circonscription de la Gironde. La Gironde paye un lourd tribu dans les fermetures de classes pour la rentrée prochaine. La direction des services départementaux de l'éducation nationale (DSDEN) prévoyait 137 fermetures de classes du premier degré contre 37 ouvertures seulement. Suite à la mobilisation des syndicats, des enseignants, personnels d'éducation, des élus locaux et des parents d'élèves, la DSDEN a revu une première fois sa copie, ne prévoyant « plus que » 106 fermetures désormais. C'est encore bien trop, du point de vue de tous les acteurs mentionnés précédemment et dont Mme la députée se fait ici le relais. Les enfants qui habitent dans la ruralité ne doivent pas servir de variables d'ajustement. Ils n'ont pas à subir une logique purement comptable et court-termiste. Ils ne sont pas des élèves de seconde zone. Ces fermetures ne feraient que renforcer les conclusions de l'ouvrage « Géographie de l'école », publié le 29 juin 2021 par la direction de l'évaluation, de la prospective et de la performance (DEPP) du ministère de l'éducation nationale, qui mettait en lumière les disparités territoriales et d'où il ressort que les élèves des territoires urbains denses s'en sortent mieux que le rural éloigné, indépendamment de leur niveau socioéconomique. Dans les communes rurales, les écoles jouent un rôle essentiel dans la cohésion sociale et le maintien des services publics de proximité. Elles sont un point de ralliement dans un habitat dispersé. « L'école, c'est le poumon de notre village » pour reprendre l'expression du maire de Saint-Martin-de-Sescas. L'attractivité et les perspectives de développement des communes se trouvent fragilisées par des décisions prises en déconnexion avec les besoins identifiés localement. L'argument avancé concernant la baisse des effectifs ne semble pas judicieux, car c'est au contraire l'occasion de favoriser un meilleur encadrement, de renforcer l'accompagnement pédagogique et de garantir de meilleures conditions d'apprentissage pour les élèves et les enseignants. Elle lui demande donc quelles mesures elle entend prendre afin de revoir ces décisions et garantir une offre scolaire à la hauteur des attentes des familles et des enjeux pédagogiques.

Mme Mathilde Feld appelle l'attention de Mme la ministre de l'agriculture et de la souveraineté alimentaire sur la baisse significative des moyens alloués à l'enseignement agricole public et son impact sur la filière agricole française. Selon des informations du SNETAP-FSU, début 2025, la direction régionale de l'alimentation, de l'agriculture et de la forêt (DRAAF) Nouvelle-Aquitaine a annoncé la suppression de 5 500 heures de dotation globale horaire (DGH). À l'échelle nationale, ce sont 28 830 heures de DGH qui seraient supprimées. Cette réduction devrait entraîner la disparition de 45 équivalents temps plein (ETP) au niveau national, dont 25 affectant directement les établissements publics agricoles. En Nouvelle-Aquitaine, l'enseignement agricole public perdra pour sa part 8,5 ETP. Plus précisément, le lycée de Blanquefort perdra ainsi 1 100 heures, menaçant une classe de BTSA viticulture-oenologie, tandis que le lycée de Bourcefranc devra fusionner des classes de première bac pro avec une réduction de 550 heures. Ces décisions semblent aller à l'encontre des objectifs affichés par le ministère dans le projet de loi d'orientation pour la souveraineté agricole et le renouvellement des générations en agriculture, concernant la formation nécessaire d'effectifs croissants et la transition agricole et environnementale. Elles fragilisent la capacité de l'enseignement agricole à former des professionnels aptes à relever les défis stratégiques du secteur, notamment dans des domaines cruciaux tels que la viticulture, l'ostréiculture, les cultures céréalières et la production laitière. De plus, cette diminution budgétaire est particulièrement incompréhensible alors que le Gouvernement a renforcé les crédits des maisons familiales rurales (+ 12 millions d'euros), accentuant la disparité entre l'enseignement public et privé. Face à ces mesures, elle lui demande de bien vouloir lui exposer les raisons de cette contradiction entre l'objectif annoncé de renouvellement des générations en agriculture ainsi que de leur nécessaire formation pour la transition agricole et environnementale et la réalité des financements accordés à l'enseignement public agricole, amputé de 45 ETP dans ce nouveau budget 2025.

Mme Mathilde Feld appelle l'attention de Mme la ministre de l'éducation nationale sur la crise affectant le système éducatif public. Il est révélé par l'ensemble des syndicats de l'éducation nationale, dans une déclaration intersyndicale du 21 octobre 2024 adressée à Mme la ministre de l'éducation que « dix semaines après la rentrée, des élèves n'ont encore pas eu certains cours, n'ont pas d'AESH ou n'ont pas de remplaçants ». Dans le territoire du Girondin, ce sont notamment des enseignements de mathématiques et de français qui ne sont pas assurés depuis la rentrée, faute de remplacement, au collège Max Linder de Saint Loubès, au collège Jules Ferry de Langon et au collège Philippe Madrelle de Marsas. Dans le premier degré, en Gironde, depuis la rentrée de septembre, le Syndicat national Force ouvrière des lycées et collèges (SNFOLC) dénombre 57 congés non remplacés dont 8 congés longs (supérieurs à 15 jours), 16 titulaires remplaçants bloqués sur des postes à l'année et plus largement 12 % du remplacement non réalisé. Face à cette situation le Gouvernement a annoncé la semaine du 7 octobre 2024 la suppression de 4 000 postes d'enseignant lors de la présentation du budget 2025, suscitant de vives réactions des syndicats enseignants qui ont évoqué « une véritable saignée ». Le ministère de l'éducation nationale met en avant la baisse du nombre d'élèves « qui devrait s'accélérer avec 97 000 élèves en moins à la rentrée 2025 » pour justifier ces suppressions de postes. En 2023, selon la base de données européennes Statista, en France, le nombre moyen d'élèves par classe au collège atteint 25,9, contre 23 dans les années 1980. C'est largement au-dessus de la moyenne européenne qui se situe à 20,9 élèves par classe. De la même manière, en 2022 la moyenne pour les pays membres de l'OCDE est de 19 élèves par classe à l'école élémentaire. Et c'est la France qui présente la taille moyenne de classe la plus élevée à ce niveau, avec 22 élèves par classe. Si la baisse de la démographie scolaire est une réalité, n'est-il pas cependant illégitime qu'elle soit une excuse à la fragilisation du service public de l'éducation qui est déjà aujourd'hui mal en point ? Cette baisse démographique ne devrait-elle pas plutôt être l'occasion de retrouver des conditions d'enseignement acceptables et de rentrer dans les rangs des bons élèves européens en matière d'effectifs moyens d'élèves par classe ? La représentation nationale s'est par ailleurs clairement exprimée le mardi 29 octobre 2024 en commission des finances, contre ces suppressions de postes, en adoptant un amendement (N°II-CF519), de rétablissement des 4 000 postes supprimés. Elle lui demande donc sa position sur ce sujet.

Mme Mathilde Feld appelle l'attention de Mme la ministre de l'agriculture, de la souveraineté alimentaire et de la forêt sur les difficultés rencontrées par les producteurs de vin en France et particulièrement en Gironde. Le secteur viticole est sous le coup d'une triple crise structurelle mondiale (climatique, économique, comportementale) dont les impacts régionaux et locaux sont à la fois dramatiques et inéluctables. Au cours des huit dernières années, le vignoble bordelais a connu trois épisodes de gels majeurs (en 2017, 2021, 2022), des épisodes de grêles localement dévastateurs (en 2018, 2023, 2024) et une pluviométrie excédentaire qui a occasionné des épidémies ravageuses de mildiou (en 2018, 2023 et 2024). Ces effets entraînent des rendements insuffisants, voire inexistants et des coûts de production explosifs. Cette situation se conjugue paradoxalement avec une crise de surproduction liée à la chute de la consommation : victimes d'un cours du vin qui ne fait que diminuer, les viticulteurs sont étranglés, le prix du tonneau flirtant avec les 500 euros alors que le coût de production serait de 1 400 euros. La détresse est massive : un vigneron sur deux a déposé un dossier pour toucher les fonds d'urgence alloués aux entreprises en difficultée et un sur quatre a fait une demande d'arrachage auprès de la préfecture. De cellules d'urgence en plans d'arrachage, aucune sortie de crise ne se dessine alors qu'il en va de la vie et de la survie de centaines de producteurs et de tout le tissu socio-économique des régions viticoles. Sans réelle mesure significative, la colère et le désespoir des agriculteurs provoquera une révolte d'une ampleur inédite qui pourrait coûter beaucoup plus cher à l'État que le statu quo actuel. Mme la députée demande à la Mme la ministre quelles sont les mesures immédiates envisagées. Dans un premier temps la création d'un fonds d'aide d'urgence aux viticulteurs semble être le minimum. Dans un second temps le ministère va-t-il répondre à la demande pressante des producteurs pour la création d'une organisation de producteurs de la filière viticole qui permettra d'assurer durablement des prix rémunérateurs pour les producteurs et envisager une sortie de crise ? Il souhaite connaître ses intentions à ce sujet.
