The bill denounces the agreement between Estonia and Russia on legal aid and legal relations in civil, family and criminal matters, which entered into force in 1995. The denunciation of the legal assistance agreement does not preclude further cooperation between Estonia and Russia in criminal matters as well, since it is still possible to rely on various international conventions there as well, if both countries are its participants.

The bill provides for the ratification of the agreement between the government of the Republic of Estonia and the government of the Kingdom of Sweden on the amendment and termination of the investment promotion and mutual protection agreement, which will be concluded by exchanging notes after the adoption of the ratification act in the Riigikogu. The agreement between Estonia and Sweden was signed on March 31, 1992 in Stockholm and entered into force on May 20, 1992. With a note dated February 27 this year, Sweden made Estonia proposal to change the contract and terminate it. The agreement must be amended before termination, as its provisions make the agreement valid for 20 years after its termination for investments made while in force. Termination of the agreement is necessary to ensure equal treatment of investors from all EU member states as a result of the legislation of the European Union. Investment promotion and protection agreements deal with areas regulated by EU law. After joining the EU, Member States' need for such additional guarantees has disappeared, as all Member States are subject to the same EU Single Market rules, including those on cross-border investments. In the past, Estonia has concluded bilateral investment promotion and mutual protection agreements with Italy, the Czech Republic, Denmark and Poland. Bilateral agreements between EU member states were signed on May 5 this year to the Investment Treaty Termination Agreement, which terminates intra-EU bilateral investment treaties in a coordinated manner. The agreement terminates eight of the 12 intra-EU investment protection agreements signed by Estonia. These are agreements concluded with Spain, the Netherlands, Greece, Latvia, Lithuania, France, Germany and the Belgium-Luxembourg Economic Union.

Leping parandab investeerimiskliimat EL-i liikmesriikide ja Singapuri vahel. Seletuskirjas märgitakse, et lepingust on kasu Eesti investoritele, sest see tagab investeeringute kaitse ja aitab lahendada vaidlusi. Lepinguga luuakse kaheastmeline investeerimiskohtu süsteem, mille eesmärgiks on tagada investoritele parem õiguskaitse ning menetleda nende vaidlusi kiiremini ja läbipaistvalt. Samuti tagab leping ka Singapuri investorite kaitse Eestis. Lepingu eelnõu kiideti heaks valitsuse 4. oktoobri 2018 istungil. Eesti kirjutas lepingule alla 15. oktoobril 2018 Luksemburgis. EL ja Singapur kirjutasid lepingule alla 19. oktoobril 2018 Aasia-Euroopa tippkohtumisel Brüsselis. Leping jõustub pärast seda, kui kõik riigid on lepingu riigisiseste menetluste kohaselt ratifitseerinud.

Eelnõuga lahendatakse tehnovõrgu talumise tasu kõige aktuaalsed probleemid, nähes ette selged koefitsiendid talumistasu arvestamiseks ja enim koormatud maaomanikele senisest suurema talumistasu maksmise. Eelnõu määrab tehnovõrkude talumistasuks 7,5 protsenti rajatise aluse maa maksustamishinnast ja fikseerib koefitsiendid maa kasutamise kitsenduse ulatuse määramiseks, millest sõltub lõplik tehnovõrgu talumistasu suurus. Seletuskirjas märgitakse, et tehnovõrkudeks on elektri-, gaasi-, elektroonilise side ja kaugküttevõrk ning ühisveevärk ja -kanalisatsioon. Kui tegemist on maaga, mille sihtotstarbeline kasutamine on tehnovõrgu talumise kohustuse tõttu oluliselt kitsendatud, siis on kitsenduse sisuline ulatus 100 protsenti. Kui maa kasutamine on osaliselt võimalik, siis on kitsenduse sisuline ulatus 50 protsenti. Kui maa kasutamine ei ole oluliselt takistatud ja tehnovõrk on selle maa kasutamiseks vajalik, siis on kitsenduse sisuline ulatus 0 protsenti, see tähendab sellise kitsenduse eest talumistasu ei maksta.
