La section 5 du chapitre VII du titre II du livre II du code pénal est complétée par un article 227‑28‑4 ainsi rédigé : « Art. 227‑28‑4.  – Le fait, par un ascendant ou toute autre personne exerçant à son égard l’autorité parentale ou ayant autorité sur un mineur de quinze ans, de l’inciter à participer à des activités terroristes ou de le mettre en péril en l’incitant à se rendre ou à demeurer à l’étranger sur un théâtre d’opérations de groupements terroristes est puni de trente ans de réclusion criminelle. »
