Après l’alinéa 14, insérer les trois alinéas suivants : « II. bis – Après l’article L. 112‑3‑1 du code monétaire et financier, est inséré un article L112‑3‑2 ainsi rédigé : « Art. L112‑3‑2 – I. – Par exception à l’article L. 112‑3‑1 du code monétaire et financier, l’émission des emprunts et autres dettes de l’État ne peut pas être réalisée sous la forme de titres de créance ou de contrats financiers indexés sur le niveau des prix. « II. – Le I entre en vigueur le 1 er janvier de la huitième année suivant la promulgation de la présente loi. »
