This would be followed as a logical step by the transition to a completely Estonian-language general education.

The Law on Amendments to the Citizenship Act and the Basic School and Gymnasium Act

The bill adds a provision to the Citizenship Act, which, upon approval, can be deemed to have fulfilled the Estonian language proficiency requirement, which is a prerequisite for obtaining Estonian citizenship, if a person has acquired elementary, secondary or higher education in Estonian or has passed the national exam in Estonian as a second language with the required result in elementary school or high school. The law also provides for the possibility to read the Constitution of the Republic of Estonia, which is a prerequisite for obtaining Estonian citizenship and the requirement to know the citizenship law is fulfilled if the person has successfully passed a national test in elementary school, which assesses the knowledge of the Constitution of the Republic of Estonia, the fundamentals of the state order and the functioning of society, as well as the rights and obligations of a citizen. The purpose of the amendments is to regulate the general conditions in the law for harmonizing tests for applying for citizenship and tests at the end of elementary school. There is also a proposal to change the elementary school and in the Upper Secondary School Act as a whole, the provisions related to graduation from basic school, contesting exam and exam results, and external evaluation of learning results, and establish them in a new wording. This means that if the bill comes into force, passing the final exams of basic school will no longer be a condition for graduating from basic school. Schools are given the right to decide for themselves whether a student has acquired basic education and to establish their own requirement - a school exam, creative or research work that corresponds to the specifics of the school. According to the draft, all students in the final year of elementary school will be given an exam in Estonian and Estonian as a second language, the completion of which is not related to graduation from elementary school, but the purpose of which is to measure the level of Estonian language proficiency of a person who has acquired basic education. In addition, changes are made in the external evaluation of learning results. The purpose of the changes is to ensure that students, parents, schools, to the head of the school and the state as objective and comparable feedback as possible regarding the learning outcomes stipulated in the national curricula. The law envisages national surveys of students, parents and school staff as a new external evaluation instrument, the results of which help create the necessary context for interpreting and explaining the results of student exams or national tests.

The bill proposes to the Government of the Republic to organize the transformation of Estonian elementary and school education into a unified and Estonian language. The explanatory letter states that the laws that seem to need to be changed are the Preschool Institution Act, the Basic School and Gymnasium Act, the Vocational Training Institutions Act, the Private School Act, the Hobby School Act, the Youth Work Act and the Adult Education Act. Higher Education Act

The bill does not change the fundamentals of the higher education system, i.e. free education, extensive autonomy of higher education institutions and three-level higher education. The explanatory letter states that the current higher education code was created in the 1990s. During twenty years, people's and society's expectations of higher education have changed significantly. The legal framework must keep up with the changed needs of students – people learn throughout their lives, move between educational institutions, study levels and countries and expect more practicality from their studies.

Heritage Protection Act

The purpose of the bill is to ensure the preservation and diversity of cultural heritage through the protection of material and spiritual cultural heritage. According to the draft, in addition to the existing archaeological find, the archaeological site should also be protected. The draft stipulates the principles of heritage protection and regulates the recognition, protection and preservation of cultural monuments, heritage sites and archaeological sites. The draft also balances the state and the rights and obligations of the owner of the cultural monument. To this end, the draft stipulates greater flexibility for decision-making. The draft provides for the transformation of the Heritage Protection Board into the Cultural Heritage Board, as the activities of the board will, according to the draft, cover both the field of heritage protection and museums. Such a reorganization enables the field of cultural values ​​to be managed in a unified way, to harmonize the work organization of the Ministry of Culture and the common resources of the field in a more flexible manner and use more effectively. The bill reduces the costs that the owner of a cultural monument has to bear in connection with the monument. For this purpose, the owner of the cultural monument and the building located in the heritage protection area will be reimbursed for the costs incurred for the survey and heritage protection supervision. According to the bill, the preparation of special conditions for heritage protection, which has been carried out at the expense of the owner of the monument until now, will be the responsibility of the Cultural Heritage Board in the future.

The bill creates an opportunity for central performance and development evaluation of directors. The explanatory letter states that since the Riigikogu has determined the director's tasks by law and the minister responsible for the field has established the qualification requirements, not only the school manager, but also the minister responsible for the field must be sure that the tasks are performed effectively and that the director working in the position is competent for the position. For assessment an evaluation committee is formed, which includes at least a representative of the school principals, a representative of the Ministry of Education and Research, and a representative of the school administrators. All primary and secondary school principals are evaluated at least once every five years. The director's compliance with the qualification requirements, including the fulfillment of the requirement for knowledge of the national language and management competencies, will be assessed. Competence in this document refers to the activities of the director in fulfilling the goals of the organization and educational policy.

Ülikooliseaduse muutmise ja sellega seonduvalt teiste seaduste muutmise seadus

Eelnõu muudab kõrghariduse rahastamise skeemi, milles arvestatakse õpetamise kvaliteeti ja tööturu tagasisidet. Kõrgkoolide rahastamine muutub stabiilsemaks ja väheneb aruandlus. Kõrgharidustaseme õppe rahastamismudelisse lisatakse uue komponendina baasrahastus, et suurendada stabiilsust. Rahastus jaguneb tegevustoetuseks ja sihtotstarbeliseks toetuseks. Tegevustoetusest vähemalt 80 protsenti moodustab baasrahastus ning kuni 20 protsenti tulemusrahastamine. Baasrahastuse puhul võetakse arvesse õppeasutustele eelneva kolme aasta jooksul eraldatud tegevustoetuste keskmist. Tulemusrahastus jaguneb ülikoolide vahel kvaliteedinäitajate alusel ning halduslepingus kindlaksmääratud eesmärkide täitmise eest. Sihtotstarbelist toetust eraldatakse võimalusel riiklike prioriteetide elluviimiseks ning selle osakaal on väike. Õppeasutustele tegevustoetuse eraldamiseks sõlmivad ülikool ning haridus- ja teadusminister valitsuse heakskiidul kolmeks aastaks halduslepingu, millega lepitakse kokku ülikooli eesmärgid. Praegu rahastatakse kõrgkoole riigieelarvest kvaliteedi ja tulemuslikkusega seotud tegevuste osas 70–75 protsendi ja õppe läbiviimist toetavate tegevuste osas 25–30 protsendi ulatuses. Riigieelarvest rahastatakse kõrgharidustaseme õpet avalik-õiguslikes ülikoolides, riigi rakenduskõrgkoolides ja mõnes erakõrgkoolis.

Riigikogu otsus "Riigikogu liikmest Eesti Rahvusringhäälingu nõukogu liikme nimetamine"

Sotsiaaldemokraatliku erakonna fraktsiooni esimees Kalvi Kõva vahetab rahvusringhäälingu nõukogus välja Andres Anvelti, kuna ta asus siseministri ametikohale. Keskerakonna fraktsiooni liige Marika Tuus-Laul suundub nõukokku Enn Eesmaa asemel, kes valiti Riigikogu aseesimeheks. Isamaa ja Res Publica Liidu fraktsiooni liige Viktoria Ladõnskaja saab nõukogu liikmeks Kalle Muuli asemel.
