En effet, selon la directive 2014/63/UE du 15 mai 2014, l'obligation de mentionner sur l'étiquette le pays d'origine de la récolte ne s'applique plus en cas de pluralité de pays au profit d'une mention « mélange de miels originaires/non originaires de l'Union européenne ». Ainsi, il est impossible de savoir exactement de quel pays provient le miel consommé, et dans quelles conditions il a été récolté. Or certains pays sont souvent épinglés pour des fraudes comme l'ajout de sirop de sucres. La directive « miel » précise bien que pour être vendu sous la dénomination « miel », aucune substance autre que du miel ne doit être rajoutée. Ainsi s'il y a rajout de sucre, la dénomination « miel » ne devra pas être inscrite. En 2014, l'association UFC-Que Choisir avait constaté que sur vingt miels « premier prix » achetés dans diverses enseignes de la grande distribution, six présentaient des ajouts de sucre, soit presque un tiers des produits. Alors que les états généraux de l'alimentation qui se déroulent actuellement sont censés améliorer l'information du consommateur sur son alimentation, et alors que 80 % des consommateurs achetant du miel en magasin pensent que celui-ci est produit en France, il lui demande de bien vouloir indiquer les intentions du Gouvernement en termes d'encadrement de l'information du pays de production du miel, du pays où il a été mis en pot et de la mise en place d'un étiquetage permettant aux consommateurs de distinguer rapidement toutes ces informations.

Nicolas Démoulin interroge M. le garde des sceaux, ministre de la justice, sur le souhait qu'il a émis de mettre en place d'ici la fin du quinquennat une diffusion massive du fonctionnement de la justice en direction des citoyens, notamment afin de favoriser la transparence et la publicité des débats. Si la mesure est bienvenue sur le principe, elle pose question sur plusieurs points. Du point de vue matériel d'une part, est-il envisageable que l'ensemble des tribunaux du pays puissent être équipés à moyen terme ? Sur le volet financier, quelle part de l'augmentation de plus de 8 % du budget de la justice prévue au PLF 2021 pourra-t-elle être consacrée à cette mesure ? De plus, le ministère de la justice dispose-t-il déjà d'éléments sur les conditions de diffusion (en direct, en différé) et le type d'audiences concernées ? Une phase de concertation avec les parties impliquées (notamment la magistrature) semble à ce titre indispensable, tant les implications dans le déroulement des audiences peuvent être significatives. Il souhaiterait donc obtenir plus de précisions sur cette mesure d'importance.

Nicolas Démoulin attire l'attention de M. le ministre auprès de la ministre de la cohésion des territoires et des relations avec les collectivités territoriales, chargé de la ville et du logement, sur les besoins en matière de soins vétérinaires pour les animaux appartenant à des personnes sans-abri. En effet, la présence animale est souvent indispensable pour de nombreux sans-abri, non seulement parce que cette dernière leur offre un vecteur de contact avec la société, mais aussi parce qu'elle les arrache à l'épreuve quotidienne de la solitude. Bien souvent, les sans-abri privilégient la santé et le bien-être de leur animal (le plus souvent un canidé) à leur propre personne. Or cette situation peut poser problème : ces animaux sont souvent mal soignés et plus exposés aux maladies, tandis que leurs propriétaires négligent souvent leur propre santé. Pour l'heure, le soin apporté à ces animaux repose essentiellement sur le tissu associatif et les maraudes. À Lyon, une initiative lancée par des étudiants en école vétérinaire a par exemple permis de créer le Dispensaire vétérinaire étudiant (DVP), qui forme notamment les partenaires sociaux à la gestion et au soin des animaux des personnes de la rue. En revanche, l'action publique dans ce domaine est faible, et la plupart des structures d'accueil à destination des sans-abri n'acceptent pas - notamment pour des raisons sanitaires - les animaux, ce qui incite les propriétaires à rester à la rue - y compris dans des conditions climatiques très difficiles - pour ne pas avoir à abandonner leur compagnon. Il semble donc nécessaire de prendre des mesures pour pallier ce manque, à la fois pour des raisons sanitaires et sociales. En lien avec des associations agrées, les personnes sans-abri pourraient par exemple pouvoir laisser leurs animaux dans des chenils dédiés pendant le temps passé dans les structures d'accueil en elles-mêmes. Le soin apporté aux animaux pourrait également être favorisé, par exemple en encourageant le bénévolat vétérinaire. Il souhaiterait donc que soit diffusé un état des lieux des solutions envisageables en la matière.

Nicolas Démoulin attire l'attention de M. le ministre de l'intérieur sur l'évolution des crédits alloués aux réserves des forces de sécurité intérieure (gendarmerie et police nationale), notamment au profit des forces d'active. Alors même que les objectifs fixés depuis la création de la garde nationale en 2016 prévoyaient initialement une cible de 40 000 réservistes pour la gendarmerie nationale fin 2018, l'évolution du budget alloué à la réserve n'a pas permis de conserver cet objectif, qui a été ramené à 30 000 réservistes pour l'année 2019. Or, avec plus de 3 500 réservistes employés chaque jour, la réserve opérationnelle de sécurité intérieure connaît un dynamisme exceptionnel et est de facto devenue indispensable pour épauler efficacement les personnels actifs de la police et de la gendarmerie nationale. Ce dynamisme est particulièrement favorisé par le fait que l'augmentation du taux d'emploi des réservistes est corrélée à une augmentation de la satisfaction de ces derniers, d'après le rapport de la Cour des comptes publié au mois de juin 2019. De fait, les crédits alloués à la réserve ont fait l'objet de transferts en loi de finances initiale au profit des personnels d'active, ce qui a induit un fort décalage entre les objectifs et la réalité de l'activité des réservistes. Or il apparaît nécessaire d'effectuer un choix structurant pour l'avenir, soit en assumant une montée en puissance de la réserve opérationnelle qui corresponde aux objectifs annoncés, soit en révisant ces objectifs à la baisse au profit de la consolidation des personnels d'active. Il souhaite donc interroger le Gouvernement sur les perspectives envisagées à ce sujet.

M. Nicolas Démoulin appelle l'attention de M. le ministre de l'éducation nationale sur les heures effectives d'enseignement. Il s'agit d'une question citoyenne dont M. le député se fait le relais auprès du Gouvernement. En effet, lorsque le professeur d'une matière est absent (ce qui représente environ 17 jours par an) celui-ci est théoriquement remplacé. Or l'on constate que le rectorat ne remplace pas toujours les professeurs absents. Mme X attire alors l'attention sur le fait que le nombres d'heures nécessaires à l'apprentissage théorique d'une matière soient indiquées sur le bulletin scolaire de l'élève ainsi que les heures effectives de cours réalisées. Lorsqu'il y a une différence entre ces deux indications celle-ci peut faire l'objet de rattrapage en juillet sur la base du volontariat. Il souhaiterait donc connaître ses intentions sur cette question.
