M. Patrick Loiseau attire l'attention de M. le ministre de l'agriculture et de l'alimentation sur le retard pris par la France concernant les objectifs fixés par les plans Ecophyto. Les plans de réduction des usages et des effets des produits phytopharmaceutiques mis en œuvre depuis 2008 en France avaient fixé pour objectifs la réduction de l'usage des pesticides de 50 % d'ici 2025, 50 % d'exploitations engagées en certification environnementale à l'horizon 2012 et 20 % de la surface agricole utile en agriculture biologique en 2020. Dans un rapport de novembre 2019, la Cour des comptes souligne le retard pris par la France dans la poursuite de ces objectifs. Les effets des plans Ecophyto demeurent « très en deçà des objectifs fixés », selon le rapport. En effet, sur la période 2009-2016, l'utilisation de produits phytopharmaceutiques a progressé de 12 %, à l'encontre de l'objectif de réduction de 50 % à l'échéance 2025. L'objectif à horizon 2020 de 20 % de surface agricole utile en agriculture biologique est également loin d'être atteint, seulement 7,5 % l'était en 2018. L'une des recommandations faites par la Cour des comptes, afin d'accélérer la transition souhaitée vers un modèle agricole moins consommateur de pesticides, porte sur la négociation de la future politique agricole commune. Elle rappelle la nécessité d'introduire dans les futures négociations un objectif prioritaire de réduction de l'usage des produits phytopharmaceutiques. De plus, la cour propose aussi de rendre publiques les données de cette politique de réduction des usages des produits phytopharmaceutiques, ainsi que les substances actives émises et leurs effets sur la santé, sous forme de cartographie. Ainsi, il lui demande comment ces recommandations formulées par la Cour des comptes sont prises en compte par le Gouvernement, à la fois dans la négociation de la future politique agricole commune, mais également concernant l'effort de transparence à fournir auprès du grand public.

La France a en effet été mise en demeure le 23 mai 2020 par la Commission européenne pour ne pas avoir transposé une exigence spécifique de la directive européenne 2001/81/CE sur les plafonds d'émission nationaux pour certains polluants atmosphériques. Celle-ci visait à mettre à jour, au moins tous les quatre ans, les programmes de lutte contre la pollution atmosphérique, là où la France prévoit actuellement une simple réévaluation sans mise à jour de son plan national, comme demandé par la Commission européenne. Déjà condamnée en octobre 2019 par la Cour de justice de l'Union européenne pour des dépassements constatés sur ses émissions de dioxyde d'azote, cette nouvelle mise en demeure apparaît comme un rappel pour la France de l'importance de disposer d'objectifs ambitieux et d'une feuille de route efficace et suivie d'effets. La pollution de l'air a en effet des effets négatifs démontrés sur la santé humaine ainsi que sur les écosystèmes, et pourrait être à l'origine de 48 000 à 67 000 décès prématurés chaque année, selon l'Agence nationale de santé publique. En parallèle, plusieurs grandes agglomérations doivent instaurer des zones à faibles émissions (ZFE). Il lui demande si le calendrier prévu, soit d'ici à fin 2020, sera bien respecté, et si ce dispositif peut se déployer plus largement sur tous les territoires. De plus, il lui demande comment le ministère effectue le suivi et l'évaluation des différents plans d'actions de la France et notamment du plan national de réduction des émissions de polluants atmosphériques, pour une meilleure évaluation de la qualité de l'air et une totale conformité avec le droit européen.

The Court of Auditors published on September 14, 2019 the second part of its annual report on local public finances, relating to the prospects for development beyond 2019 of the financial situation of local authorities. She takes stock of the reorganization of regions, resulting from the implementation on January 1, 2016 of the law of January 16, 2015 relating to the delimitation of regions. The results are mixed: if the transition and the creation of the “new regions” went well and within the time limit set by the legislator, the full exercise of their powers in the new areas, particularly in terms of economic development, requires additional time. The Court of Auditors even notes that the merger of the regions has caused significant additional costs, particularly in terms of remuneration of staff and elected officials. It therefore proposes to strengthen the effectiveness of the regions' responsibility in terms of economic development, as well as to harmonize the method of accounting for European funds in regional budgets. Mr. Patrick Loiseau draws the attention of the Secretary of State to the Minister of Solidarity and Health to the recurring disruptions in the supply of certain medicines and vaccines. Indeed, according to the National Medicines Safety Agency, shortages and supply disruptions increased twenty-fold between 2008 and 2018. In 2019, more than 1,200 medicines could be affected, including some treatments said to be “of major therapeutic interest” (vaccines, antibiotics, anti-Parkinson drugs, anti-cancer drugs). These shortages are partly explained by a drug production chain distributed internationally, relocated to certain production sites in Asia, and which is impacted by recurring incidents. However, and for obvious reasons of protecting public health, it is not acceptable that the choices economic relocation of production, operated by laboratories and manufacturers, does not endanger the health of many French people. Patrick Loiseau attire l'attention de Mme la ministre de la cohésion des territoires et des relations avec les collectivités territoriales sur les ajustements à apporter au dispositif de contractualisation de réduction des dépenses des collectivités. La Cour des comptes a en effet publié le 14 septembre 2019 le second volet de son rapport annuel sur les finances publiques locales, relatif aux perspectives d'évolution au-delà de 2019 et au bilan de la première année de mise en œuvre de ce dispositif de contractualisation. Introduit par la loi de programmation des finances publiques 2018-2022, il poursuit deux objectifs, sur une base contraignante : la maîtrise des dépenses de fonctionnement et l'amélioration du désendettement des collectivités. Cette nouvelle méthode, mise en place après des années de baisse de dotations, concerne environ 322 collectivités, et prévoit des sanctions en cas de non-respect des obligations en matière de finances publiques. D'après la Cour des comptes, cette première année d'exécution des contrats a permis d'obtenir les résultats escomptés en termes d'encadrement des dépenses. Seules 14 collectivités sur 322 dépassent le taux d'endettement contractualisé. Cependant, le dispositif présente quelques faiblesses et nécessite des ajustements, présentés par la Cour des comptes sous forme de recommandations. Parmi celles-ci, la Cour des comptes propose d'étendre le champ de la contractualisation aux budgets annexes, et de prendre en compte les ressources nouvelles, fléchées sur des actions spécifiques. Il l'interroge donc sur les ajustements prévus pour les prochaines années de mise en œuvre de ce dispositif de contractualisation, afin que l'État et les collectivités puissent travailler efficacement de concert à la maîtrise de la dépense publique.

M. Patrick Loiseau attire l'attention de Mme la ministre de la transition écologique et solidaire sur les coûts d'entreposage et de stockage des substances radioactives. Dans son rapport du 4 juillet 2019 sur l'aval du cycle nucléaire, la Cour des comptes souligne en effet l'importance grandissante des volumes de déchets nucléaires à traiter pour les années à venir. L'entreposage des déchets dits de « haute et moyenne intensité » notamment présente un risque réel de saturation. Cela a mécaniquement un impact sur les coûts d'exploitation des installations de stockage, pour lesquelles les investissements cumulés pourraient s'élever à 1,4 milliards d'euros à l'horizon 2030 et à 1,5 milliards d'euros supplémentaires à l'horizon 2050. La Cour souligne aussi l'absence de mise à jour des coûts prévus pour le projet Cigéo d'enfouissement des déchets nucléaires à Bure, dans la Meuse. Initialement estimé à 25 milliards d'euros, ce montant a vocation à évoluer au rythme de l'avancée du projet. Dans ce contexte, il lui demande comment mieux intégrer dans le cadre de la programmation pluriannuelle de l'énergie ces alertes de la Cour des comptes en vue d'anticiper et de maîtriser les surcoûts occasionnés pour la gestion de l'aval du cycle nucléaire.
